RESOLUTION NO. 01— 007
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING A CAP ON THE USER FEE OF $25,000
PER EVENT DAY FOR THE SOUL BEACH MUSIC
FESTIVAL TO BE PRESENTED BY AR ENTERTAINMENT
MARKETING AT THE ORANGE BOWL STADIUM ON
MAY 31, JUNE 1 AND 2, 2001; SAID
AUTHORIZATION CONDITIONED UPON THE PROMOTERS:
(1) PAYING FOR ALL NECESSARY COSTS OF CITY
SERVICES AND APPLICABLE FEES ASSOCIATED WITH
SAID EVENT, (2) OBTAINING INSURANCE TO
PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED
BY THE CITY MANAGER OR HIS DESIGNEE, AND (3)
COMPLYING WITH ALL CONDITIONS AND LIMITATIONS
AS MAY BE PRESCRIBED BY THE CITY MANAGER OR
DESIGNEE; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. A cap on the user fee of $25,000 per event
day is hereby authorized for the presentation of the Soul Beach
Music Festival to be presented by AR Entertainment Marketing at

the Orange Bowl Stadium on May 31, June 1 and 2, 2001; said
authorization conditioned upon the promoters: (1) paying for all
necessary costs of City services and applicable fees associated
with said event, (2) obtaining insurance to protect the City in
the amount as prescribed by the City Manager or his designee, and
(3) complying with all conditions and limitations as may be
prescribed by the city manager or designee.
Section 2. The City Manager is hereby authorizedl� to
execute all necessary documents, in a form acceptable to the City
Attorney, for said purpose.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'
1� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

User Fee for Soul Beach Music

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution establishing
a cap of $25,000 per event day for the User Fee for the use of the Orange Bowl Stadium for the
presentation of the Soul Beach Music Festival on May 31, June 1 and 2, 2001.
BACKGROUND
The Department of Conferences, Conventions, and Public Facilities recommends that the User Fee
for this event be capped at $25,000 per event day in order to secure this renowned event at the
Orange Bowl Stadium. The promoters of this event have expressed their desire to hold more events
of this caliber at the Orange Bowl in the future.
In addition to the User Fee, the City will receive a Ticket Surcharge and retain all revenues from
food and beverages and the sale of parking spaces. The promoters will pay all the necessary costs of
City services and applicable fees associated with the event. This event is expected to produce net
revenues to the City in excess of $350,000.
