A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING THE BID OF MOTOROLA, INC. FOR THE
PROCUREMENT OF FORTY-FIVE (45) EAR PIECES FOR
MOTOROLA RADIOS FOR THE DEPARTMENT OF POLICE,
IN AN AMOUNT NOT TO EXCEED $12,600;
ALLOCATING FUNDS FROM THE LAW ENFORCEMENT
TRUST FUND PROJECT NO. 690003, SUCH
EXPENDITURES HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE U.S.
DEPARTMENT OF THE TREASURY'S "GUIDE TO
EQUITABLE SHARING."
WHEREAS, the U.S. Department of the Treasury's "Guide to
Equitable Sharing" authorizes the expenditure of forfeiture cash
or proceeds for law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Department of Police requires the procurement
of forty-five (45) ear pieces for Motorola radios to allow for
silent radio transmission to assure officer safety during
S.W.A.T. operations; and
WHEREAS, pursuant to public notice, Invitation for Bids
No. 99-00-232 was mailed to twenty-seven (27) potential bidders;
and

WHEREAS, five (5) responses were received on
October 2, 2000, and
WHEREAS, The Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U.S. Department of the Treasury "Guide to
Equitable Sharing"; and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and
are available in the City of Miami Law Enforcement Trust Fund;
and
WHEREAS, the City Manager and the Chief of Police recommend
that the bid received from Motorola, Inc. for the procurement of
ear pieces for Motorola radios be accepted as the lowest
responsive and responsible bid; and
WHEREAS, funds are available from the Law Enforcement Trust
Fund, Project No. 690003;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The October 2, 2000 bid received from
Motorola, Inc. for the procurement of forty-five (45) ear pieces
for Motorola radios for the Department of Police, in an amount
not to exceed $12,600, is accepted, with funds allocated from the

Law Enforcement Trust Fund Project No. 690003, such expenditure
having been approved by the Chief of Police as complying with the
U.S. Department of the Treasury's "Guide to Equitable Sharing."
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the bid of Motorola, Inc., a Non-Minority/Non-Local vendor, located at 1313 E. Algonquin,
Schaumburg, IL 60196, for the purchase of forty-five (45) Ear Pieces for Motorola Radios for the
Police Department, in an amount not to exceed $12,600.
Funding is available from the Law Enforcement Trust Fund, U. S. Department of the Treasury,
Project Number 690003.
BACKGROUND
The Department of Police has analyzed the bids received pursuant to Bid No. 99-00-232. Twenty-
seven (27) invitations for bid were mailed and five (5) responses were received. Motorola, Inc.,
submitted the lowest most responsible and responsive bid and is, therefore, recommended for the
award.
The ear pieces will allow for silent radio transmission and assure officer safety during S.W.A.T.
operations.
