HomeMy WebLinkAboutO-12089J-01-548 6/25/01 ORDINANCE NO. 12089 AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED "ALLIANCE FOR HUMAN SERVICES. GRANT TO THE MIAMI HOMELESS ASSISTANCE PROGRAM 2001-04"; APPROPRIATING FUNDS IN THE AMOUNT OF $63,900 EACH YEAR FOR THREE YEARS FOR A TOTAL AMOUNT OF $191,700, CONSISTING OF A GRANT FROM THE MIAMI-DADE DEPARTMENT OF HUMAN SERVICES, ALLIANCE FOR HUMAN SERVICES, TO PROVIDE OUTREACH, ASSESSMENT AND PLACEMENT SERVICES TO HOMELESS INDIVIDUALS LOCATED IN THE CITY OF MIAMI; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AND TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY; AND AUTHORIZING THE EXPENDITURE OF SAID GRANT FOR THE OPERATION OF THE MIAMI HOMELESS ASSISTANCE PROGRAM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is established and resources are appropriated as described herein: FUND TITLE: Alliance for Human Services Grant to the Miami Homeless Assistance Program 2001-04 RESOURCES: Miami -Dade County Department of Human Services, Alliance for Human Services: July 2001 July 2002 July 2003 Appropriation: $ 63, 900 $ 63, 900 $ 63, 900 $191,700 12089 Section 2. This appropriation is contingent upon receipt of the grant from Miami -Dade County Department of Human Services, Alliance for Human Services, and the City Manager's acceptance. Section 3. The City Manager is authorized!/ to accept the grant and to execute all necessary documents, in a form acceptable to the City Attorney. Section 4. The expenditure of these grant funds is authorized for the operation of the Miami Homeless Assistance Program. Section 5. These authorizations shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 6. All Ordinances or parts of Ordinance insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 8. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and ii The herein authorization .is further subject- to compliance with all requirements that may be imposed by the City Attorney, including but -not limited to those prescribed by applicable City Charter and Code provisions. Page 2 of 3 12089 officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 9. The requirements of reading this Ordinance on two separate days is hereby dispensed with an affirmative vote of not less that four-fifths of the members of the Commission. Section 10. This Ordinance shall become effective immediately upon its adoption and signature of the Mayor.' PASSED AND ADOPTED this 10th day of July 2001. Page 3 of 3 12089 i TO: The Honorable Mayor and City Commission FROM: os G1 eZ ity Manage RECOMMENDATION CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM DATE: SUBJECT: REFERENCES: ENCLOSURES: 0 May 31, 2001 12 FILE: Emergency Item - Alliance for Human Services Grant It is respectfully recommended that the Honorable Mayor and the City Commission adopt the attached ordinance to create a new Special Revenue Fund and to appropriate and expend said funds not to exceed $63,900.00 per year. These funds consist of a three-year grant beginning July 2001 totaling $191,700 from Miami -Dade County's, Alliance for Human Services to the Miami Homeless Assistance Program. The services to be provided are: outreach, assessment, information and referral services to homeless individuals in the City of Miami. This item is being presented as an emergency because the grant period begins in July 2001. BACKGROUND In February 2000, The Alliance for Human Services announced the issuance of a Notice of Funding Availability (NOFA) request for proposals for General Social Services to the residents of Miami -Dade County. One of the components provided funds to develop housing and social services for homeless persons. To enhance the quality of life in the City of Miami the Miami Homeless Assistance Program submitted a proposal. All services proposed are consistent with the Miami - Dade County Community Homeless Plan, the County's Master Social Service Plan, and Dade County's Continuum of Care System of Services for addressing homelessness. In May 2001, the Alliance for Human Services awarded the Miami -Homeless Assistance Program a three-year grant to provide outreach, assessment, information, referral and placement services to homeless individuals and families in the City of Miami. -<n� . 1 CAG/FKR/LCG 12089
