ORDINANCE NO. 12088
AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION,ESTABLISHING A NEW SPECIAL'REVENUE
FUND ENTITLED "2000 SUPER NOFA SUPPORTIVE
SERVICES GRANT FUND"; APPROPRIATING FUNDS IN
THE AMOUNT OF $261,534 EACH YEAR FOR THREE
YEARS FOR A TOTAL OF $784,602, CONSISTING OF
A GRANT FROM THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT, THROUGH THE
MIAMI-DADE COUNTY HOMELESS TRUST, TO PROVIDE
OUTREACH, INFORMATION, REFERRAL, ASSESSMENT
AND PLACEMENT SERVICES TO HOMELESS
INDIVIDUALS; AUTHORIZING THE CITY MANAGER TO
ACCEPT THE GRANT AND TO EXECUTE ALL NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY; AND AUTHORIZING THE EXPENDITURE OF
SAID GRANT FOR THE OPERATION OF THE MIAMI
HOMELESS ASSISTANCE PROGRAM; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following Special Revenue Fund is
established and resources are appropriated as described herein:

Appropriation: $784,602
Section 2. This appropriation is contingent upon receipt
of the grant from the Miami -Dade County Homeless Trust and the
City Manager's acceptance.
Section 3. The City Manager is authorized" to accept
the grant and to execute all necessary documents, in a form
acceptable to the City Attorney.
Section 4. The expenditure of these grant funds is
authorized for the operation of the Miami Homeless Assistance
Program.
Section 5. These authorizations shall remain valid and
outstanding even if the anticipated grant award is reduced or
increased.
Section 6. All Ordinances or parts of Ordinance insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 8. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the

preservation of peace, health,! safety, and property of the City
of Miami, and upon the further, grounds of the necessity to make
the required and necessary�ipayments to its employees and

officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 9. The requirements of reading this Ordinance on
two separate days is hereby dispensed with an affirmative vote of
not less that four-fifths of the members of the Commission.
Section 10. This Ordinance shall become effective
immediately upon its adoption and signature of the Mayor./

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Ordinance, . it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and the City Commission adopt
the attached ordinance to create a new Special Revenue Fund and to appropriate and
expend said funds not to exceed $261,534 per year for a total of $784,602. These funds
consist of a three-year grant beginning June 2001 from U. S. HUD through the Miami -
Dade County Homeless Trust to the Miami Homeless Assistance Program for outreach,
assessment, and information and referral services to homeless individuals in the City of
Miami. This item is being presented as an emergency because the grant period began
June 2001.
BACKGROUND
On April 4, 2000, U.S. HUD announced the issuance of a Notice of Funding Availability
(NOFA) request for proposal with three major components. One of the components, the
Supportive Housing Program (SHP) provided funds to develop housing and social
services for homeless. persons.
To enhance the quality of life in the City of Miami, the Miami Homeless Assistance
Program submitted a proposal to be included in Miami -Dade County's Homeless Trust's
application to U.S. HUD. All services proposed in the consolidated application are
consistent with the Miami -Dade County Community Homeless Plan, the County's Master
Social Service Plan, and Miami -Dade County's Continuum of Care System of Services
for addressing homelessness.
In March 2001, U.S. HUD announced that Miami -Dade County was awarded
$15,340,000. Some of the services that are funded by this three-year grant include
transitional housing, employment training/placement, vocational education, legal services
and coordinated case management. The Miami -Homeless Assistance Program was
awarded funds to provide outreach, assessment, information, referral and placement
services to homeless individuals and families in the City of Miami for three years.
