HomeMy WebLinkAboutO-12076J-01-453 5/24/01 ORDINANCE NO. 12, Rrj 6 AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION ESTABLISHING TWO SPECIAL REVENUE FUNDS ENTITLED "2001 WORKFORCE INVESTMENT ACT YOUTH SERVICES PROGRAM" AND "OFFICE OF COMMUNITY AND ECONOMIC DEVELOPMENT SUMMER YOUTH, PROGRAM"; APPROPRIATING FUNDS FOR THEIR OPERATION, IN THE AMOUNT OF $338,985 AND $279,000, RESPECTIVELY, CONSISTING OF TWO GRANTS FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT THE GRANTS AND IMPLEMENT THE PROGRAMS; FURTHER AUTHORIZING THE CITY MANAGER TO EMPLOY APPROPRIATE PERSONNEL TO IMPLEMENT AND ADMINISTER BOTH PROGRAMS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Department of Community Development received a grant award, in the amount of $338,985, from the South Florida Employment and Training Consortium ("SFETC"), with the funds being generated by the Workforce Investment Act of 1998 and the Workforce Innovation Act.of 2000 enacted to enrich the SFETC's existing agreement which implements and administers the Summer Youth Training and,. Employment Program ("WIA Program") for economically disadvantaged youth; and 12076 WHEREAS, the Department of Community Development also received a grant award, in the amount of $279,000, from SFETC, such funds generated by the Miami -Dade County Office of Community and Economic Development to implement and administer the Summer Youth Program ("Summer Program") for 200 economically disadvantaged youth; and WHEREAS, the Department of Community Development requires .personnel to implement and administer the both Programs; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following Special Revenue Funds are established as described herein: FUND TITLE: 2001 WORKFORCE INVESTMENT ACT YOUTH SERVICES PROGRAM RESOURCES: SOUTH FLORIDA EMPLOYMENT $338,985 AND TRAINING CONSORTIUM APPROPRIATION: Page 2 of 5 $338,985 12076 0 • FUND TITLE: OFFICE OF COMMUNITY AND ECONOMIC DEVELOPMENT SUMMER YOUTH PROGRAM 2001 RESOURCES: SOUTH FLORIDA EMPLOYMENT $279,000 AND TRAINING CONSORTIUM APPROPRIATION: $279,000 Section 3. This appropriation is contingent upon receipt of grant funding for both the WIA Program and Summer Program from the SFETC and the City Manager's acceptance thereof. Section`4. The City Manager is authorized -'Ito accept the grants from the U.S. Department of Labor, as administered by the South Florida Employment and Training Consortium, and to execute all necessary documents, in a form acceptable to the City Attorney, for the acceptance of the grants and for the operation of the WIA Program and Summer Program. Section 5. The City Manager is authorized to employ appropriate personnel to implement and administer the WIA Program and Summer Program. 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. Page 3 of 5 12076 Section 6. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are repealed. Section 7. If any section,, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 8. This Ordinance is declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies and to generally carry on the functions and duties of municipal affairs. Section 9. The requirement of reading this Ordinance on two separate days is dispensed with by an affirmative vote of not less than four-fifths of the members of the Commission.
