HomeMy WebLinkAboutO-12061J-01-298 4/20/01 ORDINANCE NO. 12061 AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING ORDINANCE NO. 11991, ADOPTED NOVEMBER 16, 2000, WHICH ESTABLISHED INITIAL RESOURCES AND APPROPRIATIONS FOR A SPECIAL REVENUE FUND ENTITLED "WORKFORCE./WELFARE TRANSITION PROGRAM (PY 2000-2001)", TO INCREASE APPROPRIATIONS TO THE FUND IN THE AMOUNT OF $181,852, CONSISTING OF A GRANT FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City of Miami has received an additional grant, in the amount of $181,852, from the South Florida Employment and Training Consortium ("SFETC") for ' the Workforce/Welfare Transition Program (the "Program") to implement a One -Stop Career Center operating in the Allapattah and Coconut Grove areas; and 12061 WHEREAS, this Program assists in training and job placement for economically disadvantaged adults and dislocated workers; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Section 2 of Ordinance No. 11991, adopted November 16, 2000, is amended in the following particulars:V "ORDINANCE NO. 11991 Section 2. The _following Special Revenue Fund is hereby established and resources_ are hereby appropriated as described herein: FUND TITLE: WORKFORCE/WELFARE TRANSITION PROGRAM (PY 2000 - 2001) RESOURCES: South Florida Employment and Training Consortium r7�0 $939,922 APPROPRIATIONS: r-,�0 $939,922 it Words and/or figures stricken through shall be deleted. This appropriation is contingent upon funding by the SFETC and the City Manager's acceptance thereof. Section 4. The City Manager is authorized 21 to accept the grant from the SFETC and to execute all necessary documents, in a form acceptable to the City Attorney. Section 5. This authorization .shall remain valid and outstanding regardless of whether the grant award is reduced or increased. Section 6. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are repealed. Section 7. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. a/ The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. AP _ SUE3-:Et Appropriation Ordinance for Workforce/Welfare Transition Act QC�E11-C���i CC City Commission Agenda �,c:_�sIGFs April 26, 2001 It is respectfully recommended that the City Commission adopt the attached Ordinance, which establishes a Special Revenue Fund entitled Workforce/Welfare Transition Program Amendment, and appropriates funds for the operation of this program in the amount of $181,852, from the U.S. Department of Labor through the South Florida Employment and Training Consortium (SFETC). BACKGROUND The Department of Community Development has prepared legislation appropriating funds and establishing the following Special Revenue Fund as a result of a grant award from the South Florida Employment and Training Consortium (SFETC). The Consortium (SFETC) has increased the original award of $758,070 to the City by $181,852 to operate a One -Stop Center and provide Intensive Services and/or Core Services to train and assist in job placement activities for economically disadvantaged adults and dislocated workers. The additional award increases the total service provider cost to $939,922. This program is operated and administered by the Department of Community Development/Office of Workforce Development. Adoption of proposed legislation establishes the above -referenced new Special Revenue Fund and appropriates funds as outlined above. This legislation also authorizes the City Manager to accept the grant award and enter into an agreement with the South Florida Employment and Training Consortium (SFETC). This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and.supplies, and to generally carry on the fundtions and duties of municipal. affairs. Section 9. The requirements of reading this Ordinance on two -separate days is hereby dispensed with an affirmative vote of not less that four-fifths of the members of the Commission.
