AN ORDINANCE OF THE MIAMI CITY COMMISSION
AMENDING ORDINANCE NO. 11759, ADOPTED
FEBRUARY 9, 1999, WHICH ESTABLISHED INITIAL
RESOURCES AND APPROPRIATIONS FOR A SPECIAL
REVENUE FUND ENTITLED: "COPS MORE 98" BY
INCREASING SAID APPROPRIATIONS IN THE AMOUNT
OF $750,376, CONSISTING OF AN ADDITIONAL
GRANT FROM THE U.S. DEPARTMENT OF JUSTICE FOR
THE CONTINUED SUPPORT OF THE CIVILIAN
POSITIONS AWARDED UNDER THE COPS MORE 98
PROGRAM; AUTHORIZING THE CITY MANAGER TO
ACCEPT SAID GRANT AND TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR THIS PURPOSE;
AUTHORIZING THE CITY MANAGER TO EXPEND MONIES
FROM THIS FUND FOR THE OPERATION OF THE
PROGRAM; CONTAINING A REPEALER PROVISION AND
SEVERABILITY CLAUSE.
WHEREAS, pursuant to Ordinance No. 11759, adopted
February 9, 1999, the City Commission established a Special
Revenue Fund entitled "COPS MORE 98," which appropriated grant
funds for the implementation of an integrated information control
and management program and the hiring of civilian community
service providers for the Neighborhood Enhancement Teams (NET)
service areas; and
WHEREAS, the U.S. Department of Justice has awarded an
additional grant, in the amount of $750,376, for the continued

federal support of the civilian positions awarded under COPS MORE
98 for community policing; and
WHEREAS, no matching funds are required from the City of
Miami for acceptance of said grant; and
WHEREAS, the additional grant award extends the grant period
until February 28, 2002;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Section 2 of Ordinance No. 11759, adopted
February 9, 1999, is amended in the following particulars:'/

Section 2. The following Special Revenue Fund
is hereby established and resources are hereby
appropriated as described herein:

Section 3. The City Manager is hereby authorized�l to
accept the additional grant award from the U.S. Department of
Justice for the continued support of civilian positions awarded
under the COPS MORE 98 Program and to execute the necessary
documents, in a form acceptable to the City Attorney,_ for this
purpose.
Section 4. The City Manager is authorized to expend
monies from this Fund for the operation of said Program.
Section 5. All Ordinances or parts of Ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed
Section 6. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.31
PASSED ON FIRST READING BY TITLE ONLY this 11th day
of January , 2001.

requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
3/ This Ordinance shall become effective as specified herein unless vetoed
by the Mayor within ten days from the date it was passed and adopted.
If the Mayor vetoes this Ordinance, it shall become effective
immediately upon override of the veto by the City Commission or upon the
effective date stated herein, whichever is later.

It is respectfully recommended that City Commission adopted the attached Ordinance amending
Ordinance No. 11759, adopted on February 9th, 1999, which established initial resources and initial
appropriations for a Special Revenue Fund entitled: "COPS MORE 98," thereby increasing said
appropriation in the amount of $750,376.00, consisting of a supplemental grant award from the
U.S. Department of Justice, Office of Community Oriented Policing Services. There are no
matching funds required by the City of Miami.
BACKGROUND
This supplemental award will be used for the continued funding of 26 Civilian Community Service
Providers placed in the 13 NET Service areas. These Community Service Providers perform non -
police related duties.

SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Department of Police has been awarded a grant
in the amount of $12,668,336 from the U.S. Department of Justice
for a program entitled "COPS MORE 98" and is establishing a
special revenue fund, under the name of said program, in which to
appropriate the funds; and
WHEREAS, the funds will be used to create and implement an
integrated information control and management program requiring
the purchase of systems for computer aided dispatch, property
management, records management, and others; and
WHEREAS, said funds will also be used for the; establishment
of the Desktop Computer Project, among others, and for hiring 26
civilian community service providers for placement in the 13 NET
service areas; and
WHEREAS, all purchases shall comply with applicable city

code purchasing requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA

Section 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of necessity of the City of
Miami to make the required and necessary payments to its
employees and officers, necessary and required purchases of goods
and supplies, and to generally carry on the functions and duties
of municipal affairs.
Section 7. The requirements of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four-fifths of the members of the Commission.
Section 8. This Ordinance shall become effective
immediately upon adoption and signature of the Mayor2/.
