ORDINANCE NO.
AN ORDINANCE OF THE MIAMI CITY COMMISSION
ESTABLISHING A NEW SPECIAL REVENUE FUND
ENTITLED: "GOLD SEAL ACCREDITATION PROJECT
FY 2000-2001" AND APPROPRIATING FUNDS FOR
ITS OPERATION IN THE AMOUNT OF $12,000
CONSISTING OF A GRANT FROM MIAMI-DADE COUNTY
DEPARTMENT OF HUMAN RESOURCES, CHILD
DEVELOPMENT SERVICES DIVISION; AUTHORIZING
THE CITY MANAGER TO ACCEPT THE GRANT AND TO
EXECUTE THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, TO
IMPLEMENT ACCEPTANCE OF SAID GRANT;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, in 1999, the. Florida Legislature passed a bill
requiring administrators/directors of child care programs to
obtain credentials and accreditation by January 1, 2003; and
WHEREAS, Miami -Dade County Department of Resources, Child
Development Services Division, has awarded the City of Miami
("City") $12,000, for the period of July 1, 2000 through
June 30, 2001, to assist the City's four daycare centers in
becoming accredited by the National Association for the
Education of Young Children, through the Gold Seal Accreditation
Program;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: Gold Seal Accreditation Project FY 2000-2001
RESOURCES: Miami -Dade County Department
Of Human Resources, Child
Development Services Division $12,000
APPROPRIATIONS: $12,000
Section 3. The City Manager is hereby authorizedll to
accept the grant from Miami -Dade County Department of Human
Resources, Child Development Services Division, in the amount of
$12,000 grant and execute the necessary documents, in a form
acceptable to the City Attorney, to implement acceptance of ''the
grant.
Section 4. . All Ordinances or parts of Ordinances
insofar as they are inconsistent or in conflict with the
provisions of this Ordinance are hereby repealed.

is declared invalid,

Section 6. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.al

by the Mayor within ten days from the date it was passed and adopted.
If the Mayor vetoes this Ordinance, it shall become effective
immediately upon override of the veto by the City Commission or .upon
the effective date stated herein, whichever is later.

RECOWCMATION :
It is respectfully recommended that the City Commission
adopt the attached Ordinance creating a new special revenue
fund entitled "Gold Seal Accreditation Project - 2000 to
200111 and appropriating funds for the programs operation,
in an estimated amount of $12,000 consisting of a grant from
Miami -Dade County Department of Human Resources Child
Development Services Division, the Ordinance further
authorizes the City Manager to accept the grant award and to
execute the necessary documentation in a form acceptable to
the City Attorney.
BACKGROUND:
In 1999, the Florida Legislation passed a bill requiring
Administrators/Director's of Child Care Programs obtain a
credential as part of the minimum child care licensing
standards, by January 1, 2003, after January 1, 2003,
directors will have to complete the credential requirements
prior to being hired in a director's position,
Miami -Dade County announced a mini -grant program designed to
help their subcontractors in obtaining the credential for
their subcontractors in obtaining the credential for their
staff.
The City's application was accepted and we were awarded
$12,000 for our four contracted centers, Eaton, Moore,
Shenandoah and Lemon .City Day Care Centers. The monies must
be used to assist us in meeting the requirements for
credentialing, and in becoming accredited by the National
Association for the Education of Young Children.
