RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
confirming the preliminary assessment roll for DOWNTOWN HIGHWAY IMPROVEMENT
PHASE II BIDS A & B - LIEN H-4521.
BACKGROUND:
Construction of the DOWNTOWN HIGHWAY IMPROVEMENT PHASE 1I BIDS A & B in
DOWNTOWN HIGHWAY IMPROVEMENT DISTRICT PHASE 11 H-4521 has been
completed and the preliminary assessment roll for this improvement is ready for confirmation.
This improvement consisted of the complete reconstruction of NW I Avenue between NW 1
Street and NW 5 Street and North i Street between Biscayne Boulevard and NW I Avenue.
Improvements include new asphalt pavement, curb and gutter and sidewalks and retrofitting of
the existing storm sewer system.
A public hearing is scheduled for the December 13, 2001 Commission meeting to hear objections
to confirmation of the assessment roll. If no objections are sustained, it will be in order for the
Commission to adopt a Resolution confirming the assessment roll. A section will be included in
the Resolution canceling and removing pending liens placed against properties not benefited by
the improvement.
Construction of the DOWNTOWN HIGHWAY IMPROVEMENT PHASE 11 BIDS A & B was
completed in April 1993 however several circumstances have delayed the confirmation of the
pending assessment liens. During the course of the contract, unforeseen underground conditions,
including abandoned underground fuel tanks delayed progress. During completion of the project,
the contractor experienced financial difficulties and ceased operations prior to completing the
"as -built" drawings and construction records. It was necessary for the City staff to reassemble the
construction records and complete an "as -built" condition inventory of each property in order to
accurately verify the final assessment roll. These problems have been resolved and this project
has been completed and closed.
FINANCIAL IMPACT ON ASSESSED PROPERTY OWNERS
The total cost of the Downtown Highway Improvement Phase 11 is $1,802,942.95. In accordance
with Section 30 of the City Charter, the total amount of the assessable items for this project is
$96,164.59, to be apportioned to the abutting property owners based on the number of linear feet -%
of ownership and the types of improvements.

Resolution Confirming Assessment Roll
The average amount of assessment per linear foot is $19.16. The amount of assessment for each
of the 63 individual properties in this project is shown on the attached master assessment lien
list. The front foot assessment cost difference between properties is due to the variations in the
actual amount of construction in front of each property, such as sidewalk and pavement thickness
and area and the type of curb installed.

BIDS A & B — H4521
All interested parties will take notice that a meeting of the Miami City
Commission will be held at 9:00 a.m., November 15, 2001, in the City
Commission Chambers, 3500 Pan American Drive, Miaini, Florida, to hear any
objections to the confirmation of the Preliminary Assessment Roll for the cost of
Downtown Highway Phase II Improvement Bids A & B -T H-4521 for NW 1
Avenue between NW 1 Street and NW 5 Street and for North 1 Street between
Biscayne Boulevard and NW 1 Avenue designated as District H-4521.
Said Preliminary Assessment Roll is now open to public inspection in the Office
of the City Clerk, 3500 Pan American Drive, Miami, Florida.
All interest parties are invited to appear and may be heard with respect to said
item. Should any person desire to appeal any decision of the City Commission
with respect to any matter considered at this hearing, that person shall ensure that
a verbatim record of the proceedings is made, including all testimony and
evidence upon which any appeal may be based.
