General Obligation Bond ballot question must state the following language: "provided that the tax rate may not exceed the current i rate of 2.1" ; further instructing that said provision shall be confirmed in writing by the City Manager and the Financial Advisor, Dan Rauscher; further urging the Commission to ascertain that future commissioners, ^` mayors and managers comply with said provision. Note for the Record: Commissioner Teele expressed strong support for. public safety issues and that the City lacks adequate police training facilities. Note for the Record: Commissioner Sanchez reiterated that the current number one priority is public safety. He also stated the following: (1) City lacks adequate parks and sufficient resources for parks; (2) City desperately needs to improve its "third world" looking streets; (3) City needs a marketing strategy for this bond issue; I(4) The Administration and the Commission need to make recommendations regarding city facilities; (5) City needs to focus on historic preservation. Note for the Record: Commissioner Winton stated that the City should improve our local economy by understanding the kind of public works projects that make our City look good. MEETING DA'Z'E: October 10, 2001 Pagc No. 2 �— ` f Note for the Record: Commissioner Regalado stated that he supports the bond issue with an air tight proviso that there be no tax increase; further stated an urgent need .for proper street drainage in the rlagami area; further stated that the proposed bond projects should be things the people can see and use every day; and further stated that signs be put up around the areas to benefit if the bond is approved.
