CITY CLERK'S REPORT

ITEM 1
Note for the Record: Commissioner Teele stated that
the proposed November 13... General Obligation Bond
ballot question must state the following language:
"provided that the tax rate may not exceed the current
i
rate of 2.1" ; further instructing that said provision shall
be confirmed in writing by the City Manager and the
Financial Advisor, Dan Rauscher; further urging the
Commission to ascertain that future commissioners,

mayors and managers comply with said provision.
Note for the Record: Commissioner Teele expressed
strong support for. public safety issues and that the City
lacks adequate police training facilities.
Note for the Record: Commissioner Sanchez reiterated
that the current number one priority is public safety. He
also stated the following:
(1) City lacks adequate parks and sufficient resources
for parks;
(2) City desperately needs to improve its "third world"
looking streets;
(3) City needs a marketing strategy for this bond issue;

The Administration and the Commission need to
make recommendations regarding city facilities;
(5) City needs to focus on historic preservation.
Note for the Record: Commissioner Winton stated that
the City should improve our local economy by
understanding the kind of public works projects that
make our City look good.

Note for the Record: Commissioner Regalado stated
that he supports the bond issue with an air tight proviso
that there be no tax increase; further stated an urgent
need .for proper street drainage in the rlagami area;
further stated that the proposed bond projects should be
things the people can see and use every day; and further
stated that signs be put up around the areas to benefit if
the bond is approved.

has to continue to focus on becoming the "Capital of the
Americas;" further urged the Commission and the

Administration to jointly recognize the need for
infrastructure improvements.
Note for the Record: Commissioner Teele stated that
proceeds from proposed General Obligation Bond
should not be used for maintenance of the Orange Bowl
and Marine Stadium; further stated the there should be
reserves in place for possible decontamination, other
public safety/security issues; and further proposed the
following projects:
(1) Approximately $60 million for street drainage;
(2) Add a category of streets, draining, lighting and
greenways;
(3) Add category of historic preservation;
(4) Add Orange Bowl renovation.

Note for the Record: Commissioner Sanchez stated

that certain line items on the proposed projects list for
General Obligation Bond arc grossly inflated; further

stated that Ile supports having a referendum, but does not

support bond issue the way it is currently proposed.
Instruction to City Manager: by Commissioner 'I'eele
bring back proposed General Obligation Bond issue at a
time certain during the regularly scheduled City
Commission Meeting of October 11, 2001.
