I am a local South Florida concert promoter and have produced several large, successful
events at Bayfront Park which are listed below:

1 am now in the planning stages of producing a Sound System concert in which
international DJ's compete for prizes. The date of the event will be Saturday, January 26,
2002, with the gates opening at 5:00 pm. The demographics of the audience will be
primarily Caribbean between the ages of 18-50 years old.

This type of event is usually staged until 3:00 am. Unfortunately the curfew on the
venues listed below are normally 1:00 am. I am at this time requesting to be placed at the
next commission meeting in September to ask for extended hours for the venue up to 3:00
am. My venue preferences for this event are:
1) Bayfront Park or Bi -Centennial Park
2) Virginia Key
3) Coconut Grove Convention Center

Re: Curfew extension request by Stella McLaughlan
Dear Frank,
The upcoming September 13, 2001 City Commission meeting has a scheduled
appearance by Stella McLaughlan, representing A.S.A.P. Ms. McLauglan is requesting a
curfew extension, beyond the established 1:00 am curfew to 3:00 am, for a proposed
January 26, 2002 event at Bayfront or Bicentennial Park. We feel that because of our
close proximity to downtown residents, hotels and other businesses, it is in the best
interest of the City of Miami to maintain a 1:00 am curfew for this event.
