NOTiC OF SPECIAL COMMISSION MEETING
PLEASE ALL TAKE. NOTICE THAT the Miami City
Commission has scheduled a Special Commission
meeting to be held on Thursday, August 9, 2001, begin-
ning 1:30 p.m., in the�City Commission Chambers locat-
ed at City Hall, 3500 Pan American Drive, Miarni,
Florida. Under the parameters of F.S. 286.011(8) (1999],
the person chairing the City of Miami Commission meet-
inq will announce immediately after the meeting is con-
vened the commencement of an Executive Session,
'which is closed to the public.
Following the closed -door session, the Special
Commission meeting will reconvene at approximately
3:30 p.rn. to discuss the following issues:
1. The City's Charter Review and Reform
Committee's proposed recommendations to the
City Commission regarding amendments neces-
sary to reform and update the City Charter.
2. Charter amendment related to the proposed

Commission meeting to be held on Thursday, august 9, 2001, beginning 1:30 p.m., in the City
Commission Chambers located at City Hall, 3500 Pan. American Drive, Miami Florida. Under the
parameters of F8. 286.011(8) (19991, the person chairing the. City of Miami Commission
meeting will announce immediately after.the meeting is convened the commencement of an
.Executive Session, which is closed to the public.
Following the closed -door session, the Special Commission meeting will reconvene at
approximately 3:30 p.m. to discuss the following issues:
1. The City's Charter Review and Reform Committee's proposed recommendations to the
City Commission regarding amendments'necessary to reform and update the City

Panel:
3. The negotiated -agreement related to Raceworks, LLC, Bayfront Management Trust and
the City of Miami for a race/motorsports event at Bayfront Park and Downtown Miami.
4. Discussion'concerning the outdoor advertising industry, City's lawsand regulations
applicable thereto, and the general disregard of said regulations in the City of Miami by
said industry (based on the Neighborhood Enhancement Teams' presentation to the City .
Commission on July 10, 2001), that the Subject Industry has demonstrated contempt for
the City of Miami's regulations.
5. Discussion of a proposed referendum question' related to the parking surcharge for
possible Special'Eleotion.
6. Discussion concerning the City Attorney's recommendations related to the bus bench
agreement In the City of Miami.

1, 'the City's Charter Review and Reform Committee's proposed recommendations to the
City Commission regarding amendments necessary to reform and update the City
Charter,
2. Charter amendment related to the proposed establishment of a Civilian Investigative
Panel.
3. The negotiated agreement related to Raceworks, LLC, Bayfront Management Trust and
the City of Miami for a racchnotorsports event at Bayfront Park and Downtown kliami.
4. Discussion concerning the outdoor advertising industry, City's laws and regulations
applicable thereto, and the general disregard of said regulations in the City of Miami by
said industry (based on the Neighborhood Enhancement Teams' presentation to the City
Commission on July 10, 2001), that the subject industry has demonstrated contempt for
the City of 1Vhanii's regulations.
5. Discussion of a proposed referendum question related the parking surcharge for possible
Special election.
G. Discussion concerning the City Attorney's recommendations related to the bus bench
agreement in the City of Miami.

Our office is in receipt of three memoranda from Vice Chairman Gort, Commissioner Sanchez and
Commissioner Regalado, respectively, requesting to have a special Commission meeting scheduled
onn'fhursday, August 9, 2001 beginning 2:30 p.m. (copies attached). The subject of said meeting is
to make a public aiunouncement of Commissioner Gorl'S resignation as Commissioner from
District 1, effective on November G, 2001, and for the Commission to instruct. the City Clerk to
accept qualified candidates to run for election for District 1's unexpired term, as required by
Section 4(b) of the City Charter.
City Code Section 2-33(j) states:
"Special meetings. Nothing in this section shall prohibit either the mayor, or the
commissioner designated as the presiding officer of the city commission, or three
city commissioners, upon the written notice delivered to the city clerk, from
calling special meetings at any time set by the city clerk, provided that reasonable
advance notice of same is given to the mayor, each member of the commission,
city manager, city attorney and the public. No business shall be conducted or a
vote taken at a special city commission meeting on business other than the
subject(s) for which the special meeting is called."
Pursuant to the above-cited section of the City Code, our office will appropriately post a notice of
this meeting, notify the Office of Media Relations of same and request that said notice be sent
out via Omni telefax and televised on our governmental access channel, if time permits.
