At its meeting of July 10, 2001, the City Commission instructed staff to schedule a Public
Hearing for tale July 26, 2401 to discuss the status of contracts with the following three (3)
businesses that had been allocated Community Development Block Grant (CDBG) funds as a
match to leverage funds from Miami -Dade County to complete renovations at these businesses
through the Miami -Dade County Commercial Revitalization Program:
Georges William Enterprises 4600 N.E. 2 Avenue $50,000
Omega's Fashions 5401 N.W. 2 Avenue $50,000
Shakers Conch House 5330 N.W. 17 Avenue $28,230
The Commercial Revitalization Program is designed to improve the exterior physical
appearances of businesses, correct interior and exterior code violations, provide infrastructure
improvements and meet applicable Americans with Disabilities Act requirements. The three (3)
businesses, which are being assisted by Neighbors to Neighbors Association, Inc. had been
approved for funding by the County, contingent on the City of Miami providing matching funds.
The funding commitment for each of the aforementioned businesses has always been contingent
upon each applicant complying with the approved guidelines of the City�'of Miami Commercial
Revitalization Program and the ability to meet City requirements relating to the execution of
a Grant Agreement,
City of Miami Staff continues to work closely with staff from the Miami -Dade County Office of
Community and Economic Development in an attempt to expedite the renovations of each
business. It should be noted that the City's financial contribution to each rehabilitation initiative
has always been targeted as the final piece of the funding puzzle, which was intended to
commence after Miami -Dade County expended all of its commitment.
Following is a brief status report on each activity.

NOTE: In a recent meeting, the business owner and contractor advised City staff that the
permits had expired and they were looking for help to extend the permits without paying the
renewal fees.
Shaker's Conch House, Inc.

Contractor: Image and Concepts Development, Inc., Attn: Juan Villar
Financial Contributions: Owner:$ 4,343.00
County: $10,858.00
City: $28,230.00
Status: Project is at the permitting stage; no funds have been released; City
contract on hold pending resolution of insurance issues (General Liability Workers'
Compensation and Performance Bond) and determination by Law Department if City can
disburse funds directly to the contractor.
Omega Fashions, Inc.
Architect: Judson and Partners
Contractor: NOT YET SELECTED!
Financial Contributions: Owner: $25,000.00
County: $25,000.00
City: $50,000.00
Status: Project is at the bidding stage; no funds have beery released; City contract
on bold pending resolution of insurance issues (General Liability Workers' Compensation and
Performance Bond) and determination by Law Department if City can disburse funds directly to
the contractor.
Staff will continue to work with the County and the business owners to resolve outstanding
issues during the interim period between the drafting of this memorandum and the City
Commission date of July 26, 2001.

The City of Miami will hold a Public Hearing to allocate the balance of CDBG funds in the Public Service
($31,721), Housing Administration ($520,000) and Historic Preservation ($201,500) categories to be
included in the FY 20012002 Action Plan. The Public Hearing will include other related community
development items and will be held:
Thursday, July 26, 2001 at 9:00 A.M.

The Public Hearing will include the following agenda items:
1. Discussion and proposed emergency ordinance reprogramming $185,000 of previously approved
CDBG funds for Capital Improvement Projects (CIP) and allocating said amount to Belafoate
Tacolcy Center, Inc. to complete renovations on the City owned facility, which is located at 6161.
N.W.9 Avenue
2. Discussion and proposed emergency ordinance reaffirming the City's financial commitment to
Miami Stadium Apartments Project planned in the Allapattah Community Revitalization District
by allocating $250,000 in Home Investment Partnerships Program funds.
3. Discussion on funding for the proposed Capital Improvement Project (CIP) at lose Marti Park and
proposed resolution prioritizing CIP projects with funds identified as a result of the closeout of

4. Discussion and proposed emergency ordinance replacing the previously approved allocation of
HOPWA funds to the CRA in the amount of S1 million with identified operating funds from the
budget of the Department of Community Development.
5. Discussion on previously approved economic development grants to businesses assisted by
Neighbors and Neighbors Association (Shaker's Conch House, Georges William Enterprises and
Omega Fashions)
6. Discussion and proposed emergency ordinance allocating the balance of 27'" Year CDBG funds in
the Public Service ($31,721), Housing Administration (5520.000) and Historic Preservation
