ENCLOSURES'
During the latter part of March 2001, I advised you that the Miami Police Department would be
addressing issues relating to the review and investigation of police shootings, such as the creation
of a citizens review panel, as well as other areas concerning the discharge of firearms/use of deadly
force. At that time, you were advised that an interim report would be provided to you within 90
days, and I had planned to schedule this for discussion at the last City Commission meeting in
June.
Since the June 28'h City Commission meeting has been rescheduled, I have directed that a
discussion item be included on the City Commission agenda for July 10, 2001, regarding the
Miami Police Department's policies and procedures governing the discharge of firearms and the
possibility of establishing an independent forum for the review/investigation of police performance
to include shootings. At this meeting, Chief Raul Martinez will be making a presentation, as well
as responding to any inquiries you may have.

To analyze the Miami Police Department's polic�ies, procedures, and
training specific to direct service delivery. riotyall wbe placed on
enhancing police accountability, professionalism, and
implementation of pro -active community—centered policing.
Recommendations for modifications and implementation will be
submitted to the City Manager.
To engender public trust and confidence in the Miami Police

Department. This will be done by coordinating traini forums and
workshops. aimed at uniting lave enforcement an community
representatives in settings that encourage partnerships, education,
and a spirit of cooperation.. At least one workshop will he held within
each Commissioner's District between February and August 2002.
To review internal investigations of police -involved incidents
resulting in injury, loss of life or alleged civil ri ht s violations, and
• perform special projects as directed by the City Manager.

The City Commission will determine the composition of the
volunteer Independent Review Panel (IRP). Its functions:
