An item regarding the status of the Watson Island Request for Proposals ("RFP") has been placed
on the May 10th City Commission meeting agenda. A public hearing, duly advertised for that day,
will be held to discuss whether a fish market sliall be a required use in proposed projects.
1 am pleased to relay that there is a great deal of interest from the private sector in this
development opportunity. To date, a total of 50 interested parties have officially registered with the
City and submitted a $300 fee to be eligible to submit a proposal (please refer attached list).
The RFP was made available on February 1", 2001. A Pre -Submission Conference was held on
March 6°i and was well attended with over 85 participants. Questions received to date have
become increasingly detailed, a sign that development teams have been formed and in depth
project planning is under way.
Proposals are due from developers on June 20, 2001. Immediately after proposals are received, a
synopsis of each proposal will be provided to you. Proposals will then be distributed to Review
Committee members and to the Certified Public Accounting ("CIIA") firm,
PriceWaterhouseCoopers, LLP (in conjunction with Grau and Company), for review and
evaluation. The accounting firm will review each proposal to include background check, credit
check and an analysis of the financial aspects of each proposal.
The review committee will begin their work before proposals are received so that a thorough and
efficient evaluation process can be established. At the conclusion of the evaluation process, the
review committee will prepare a report with their recommendation for my consideration.
Status reports regarding the proposals and the evaluation process will be provided to the City
Commission at it's meetings on June 18, July 12, July 26 and at additional times as needed.
I anticipate presenting my recommendation to you no later than September 4, 2001. I suggest that a
Commission workshop be scheduled for September 6`h to allow you ample time to review
Proposals and obtain additional information on recommended project✓. At that time developer(s)
will be present to be present their proposals and answer questions from the Commission.
Additional workshops can be scheduled if necessary to conclude the selection process. Final
Commission approval of a selected developer will be scheduled for the September 13 Commission
meeting.

NOTICE TO THE PUBLIC OF
WATSON ISLAND PUBLIC HEARING
A public hearing will be held by the Commission of the City of Miami, Florida,
on May 10, 2001, at 9:30 a.m. in the City Commission Chambers at City Hall,
3500 Pan American Drive, Miami, Florida, for the purpose of discussing an
amendment to Resolution No: 00-1081, adopted December 14, 2000 which was
the authorization to issue a Request For Proposals ("RFP"). The purpose of the
hearing is to discuss whether a fish market shall be a required use.
All interested persons are invited to appear and may be heard concerning this
item. Should any person desire to appeal any decision of the City Commission
with respect to any matter considered at this hearing, that person shall ensure that
a verbatim record of the proceedings is made, including all testimony and
evidence upon which any appeal may be based.
