Z 7' Members of the City Commission Discussion Item — Right-of-way Condition Survey e City Manager Preliminary Cost Proposal The Public Works Department has prepared the following report concerning the status of the Citywide Right-of-way Condition Survey. A professional consulting firm, Metric Engineering, Inc., has been selected to provide a scope of services to accomplish the condition survey of all of the roadways in the City of Miami. The consultant has submitted a preliminary cost proposal and list of services necessary to accomplish this task. A notice to proceed is scheduled to be issued the first week of March 2001. The services include a field condition survey and development of a computer database to assess the present conditions and to facilitate the determination of improvements needed for all segments of the 660 mile City of Miami street system. The survey will document existing conditions of all roadway pavements and support facilities such as sidewalk and curb and gutter. The base for the survey will be the complete block to block inventory of City streets according to the City's official records. Field condition documentation forms will -be prepared by field crews to record the present condition of roadway pavements and support structures. Deduct values will be assigned to the varying degree of pavement distresses and the condition of support facilities. The computerized results of the survey will be available in various formats including a break- down of roadway condition by Commission District with related costs to improve any problems identified by the survey. An aggregate report will also be prepared detailing the roadway condition and related costs for the entire City. Enclosed is a copy of the consultant's preliminary cost proposal for your reference. Conduct a field condition survey and develop computer database to assess the present condition and to facilitate the determinetlon of improvements needed for all roadway segments on City of Miami Street System (appro)dmately 660 miles). Survey will document existing conditions of all roadway pavements and support facilities (i.e.. sidewalk, curb and gutter, etc.), using the simplified and documented methodology as outlined in the City's "Pavement.Management System, Suffoancy Rating System, Operations Manual". The base for the survey will be the complete block -to -block Inventory of City streets located at the Public Works Department headquarters building. Field condition documentation forms will be generated by field crews to record the present condition of roadway pavements and supporl structures. Deduct values will be assigned to the varying degree of pavement distresses and the condition of support facilities. PAVEMENT CONDITION SURVEY The pavements within the City of Miami will be evaluated by visual observation. The observations will be recorded in a systematic manner by roadway segment using the six distress conditions outlined in the City of Miami's "Pavement Management System, Sufflciency Rating System, Operations Manual Each condition will be evaluated for extent and severity. 17: Via. s.�r+or - ' L.W - Mr. ten Helmets, P.10 February 22, 2001 Peg* 2 RIGHT-OF•WAY SURVEY Selected non -pavement features within the rights-of-way of the City will be evaluated by visual observation. These o0servations will be recorded in a systematic manner by roadway segment documenting the condition of right-ot-way features. Features to be evaluated will be limited to curbs. medians, sidewalks, and drainage. DATA BASE A survey data base will be developed incorporating the field information generated by the Pavement Condition Surrey and Right -of -Way Survey. Data Base will be developed in coordination with the City of Miarril staff to tailor reports and output as required. Metric will also provide training /manuals/ and support for the use of the database.
