What has happened to market in the last 5-10 years? The Global theatrical market has been one of the success stories of the 1990's. With the help of heavy investment in new multiplexes, the once hemorrhaging decline in relative importance of the filmed entertainment industry's first and most influential (although not largest) window has been slowly to a trickle. In recent years, cinema has even outpaced growth in the audiovisual market, which itself has been fuelled by surging pay TV and digital TV revenues. 2. What are the overall global market predictions? The overall global market predictions is for a 4.5% per cent growth a year until 2003, when the market will top UDS 20 billion for the first time in history. North America will account for a staggering 45 per cent of this spending and Europe just under 30 per cent. But European growth is forecast to be just 3.3 per cent over the next five years compared with 6.7 per cent between 1993 and 1998. And North American growth is to fall from 6.0 to 4.7 per cent. The Biggest percentage increases for the near future are expected to occur in Central and Eastern Europe (9.4 per cent), where revenues in 2003 are forecast to be close to three times their 1993 levels, and Latin America (7.4 per cent) This represents a much sharper upturn in Latin America compared with the previous five years, but a slight downturn in Central and Eastern Europe. Some industry support services and suppliers — who have been hit hard by the flight of production to Canada and overseas have begun to talk informally about rate reductions and instituting frequency discounts on certain equipment and facility rentals in order to retain more filming business in the U.S. Part of the labor union's action plan has been to document the financial impact of runaway productions and to hire lobbyist to help generate possible federal legislative action. Unions also have begun to examine other ways were flexibility in policies and procedures that could help to keep their rank and file working. It is important that our state introduce a series of measures designed to encourage filming in Florida, and to implement counter production - related financial incentives offered by other states and countries. Steps can be taken to attract feature, TV, commercial and music video producers realizing certain savings, including reimbursement of state and federal employee costs related to filming, and local public costs for fire services and non -police public safety. Additionally, federal permit and rental costs which would be eligible for reimbursement. Also relevant could be an annual funding for staffers to administer a proposed State Theatrical Arts Resources Office. This program could provide producers with access to government-owned property and resources for filming. We must seek legislative efforts at the local, state and federal level to encourage this important sector of the economy and to recognize the vital role that the film industry plays in Florida. Tax incentives and subsidies offered to producers by foreign governments must be countered if we are to bring industry jobs back to the United States. We need to find the means by were we hopefully have more tools to facilitate, attract and retain filming.
