BACKGROUND:
The Department of Solid Waste was given a directive to develop a committee to study and
compare alternative collection methods that would reduce cost and improve overall productivity
and efficiency.

In November of last year, this Commission directed my administration to appoint
a committee to consider ways and means of providing our residents with an
improved garbage and trash collection service. This report is the result of the
committee's deliberations and investigations of various methods of collection
utilized by local and national municipalities.
I have reviewed their findings as presented in this report and am satisfied that the
benefits of the recommended automated collection system will result in cleaner
streets and neighborhoods, a uniform appearance on collection days, reduced
workers' compensation claims, and reduced collection costs.
The committee concerned itself with more advanced collection methods that
would be cost effective and enhance the aesthetics of our city. This report
reflects the commitment of our citizens working hand in hand with the City to
improve our services.
These citizens are to be commended for their involvement, and they have
expressed an interest in continuing to work with the department through the
completion of the implementation of their recommendation. I fully concur with
their findings and recommend that this Commission approve the report. I would
also hope that you would agree with their request to remain involved with the
department until the program has been fully implemented.

SOLID WASTE EFFICIENCY STUDY COMMITTEE
REPORT TO THE CITY MANAGER
MARCH 26, 2001
In November of 2000, the City Commission directed the Administration to
appoint a committee to study alternative methods of solid waste collection to
improve service, reduce cost, and enhance the aesthetics of the community. The
Committee was appointed on September 11, 2000 and has worked with the
Department of Solid Waste and other members appointed from the Budget and
Finance Departments.
The Committee reviewed the present method of collection and the cost
associated with operation of the Solid Waste Department, which represents the
following Sections: garbage collection, trash collection, and recycling collection.
The Solid Waste staff presented the Committee with all known technology
available in the industry to date. The committee visited several local
municipalities utilizing the more advanced automated collection method
(commonly known as the One -arm -Bandit) such as the City of Ft. Lauderdale,
North Miami Beach, Miami Springs, and the City of Homestead.
After observing first-hand the One -Arm -Bandit in operation, the Committee
considered it superior to the manual collection process presently used. The
automated system is less labor intensive and allows both garbage and trash to
be commingled in a single collection, twice a week.

The only trash left to be collected would be bulky trash such as tree cutting, used
furniture, appliances, etc. This collection can be made on a less frequent basis
than the current weekly schedule.
• By integrating both, garbage and trash would improve collection
service from once a week to twice a week.
• Bulky waste collection would be made on a pre -scheduled once a
month or on-call basis as needed.
• The integrated collection will not only increase service but will eliminate
the trash holes, the unsightly conditions that we are currently
experiencing, and the damage to curbs and gutters of our sidewalks.
• The automated collection system will significantly reduce the number
of injuries caused by the present method of collection; thereby,
reducing the cost of providing this essential service.
• This automated collection system would reduce the number of
personnel required as stated on the comparison chart enclosed.
• Employees that are not needed in the automated collection system
would be reassigned to the following functions:
a. Increase street sweeping in commercial and residential areas of the
city.

Recommendation
The Committee recommends that the advance automated collection
system be implemented in the City as an improved collection system. The
Committee also recommends that this new system be implemented in three
phases. The first phase represents one-third of the City's collection routes
equally distributed throughout Commission districts. Resources have already
been identified for Phase I implementation. The remaining two-thirds could be
implemented in Year 2 2 as resources become available.

• In cities all over the country, automated cart collection is
winning raves. Over 30% of American cities have converted
from manual collection to automation. Citizens are
overwhelmingly positive toward the program and not one city
has gone back to their old system.
•
The evidence is overwhelming. Automated pickup is safer,
cleaner, and more efficient and residents overwhelmingly
approve.
• For cities personnel costs are greatly reduced, productivity
r is increased, equipment operating and maintenance costs are
reduced, job-related injuries are reduced and employee
morale and self-esteem are improved.
• Collection complaints become reduced to the point that
customer services costs become almost nonexistent.

Residential and Commercial Larne Trash/Sulky Waste
Solid Waste is recommending that residential trash and bulky waste collection be
changed from a weekly to monthly and on-call collection schedule. The 96 gallon
carts -on -wheels that will be utilized by residents to dispose of household garbage
and small trash, i.e. any household items small enough to be placed in the
containers, will allow for almost 200 gallons of material to be disposed of weekly
via the twice a week garbage collection program which it operates.
Large household/yard & garden trash and bulky waste items such as appliances
and furniture will be collected once per month or on-call, as needed. Utilizing the
four districts that now delineate the weekly residential trash program, the
department will provide service 5 days per week, once per month to these
residences, by dividing each district into 5 parts. Residents who have special
needs associated with periodic house cleaning and/or yard clearance will call
requests into the department as needed. These will be scheduled within two
working days.
Commercial properties will be allowed to set out only clean yard and garden
material for collection by Solid Waste. All other bulky and large trash items will
be the responsibility of the property owner to arrange for disposal with their
authorized commercial solid waste franchised hauler. Clean yard and garden
material will be collected on the same days as the scheduled residential trash
collection, once per month or on-call, as needed.
Residential Recycling Program
The Solid Waste Department is recommending that the City take advantage of
the most advantageous existing government contract with a commercial solid
waste hauler to continue providing residential recycling. Under the terms of this
contract, the City would incur the cost per household, only for those homes
participating in the program, on a monthly basis. Our residents would incur no
additional cost. The cost of the program would continue to be a part of the Solid
Waste fee.

Cart Collection for Your Garbage
The City of Miami will be conducting a test of automated
garbage and small trash collection in your neighborhood. We
will be testing the use of 96 gallon carts on wheels and will
provide them to you at no cost. Your household should place
all of your garbage and small trash, including yard and
garden clippings in the cart for collection twice per week. All
food and biodegradable material should be placed in plastic
bags before placing in your container.

The City has placed a cart for your household to use during
the test at your curbside.
The cart has been placed in the position it should be placed
each day for collection, the seal facing the street.
The cart is 96 gallons in size and is designed for easy

• Do not place hot ashes, paint, solvents or flammable
liquids in the cart.
• The lid must be closed for collection.
• Remove the cart from the curb as soon as possible
after collection
• Do not allow cars to park in front of the cart on
collection day.

What is Automated Collection?
Automated Collection is a totally new system
of residential refuse collection for Miami. The
ty of Miami currently provides manual refuse
,flection. The city will provide you with
containers that are compatible with the
Automated Collection system. Therefore,
each home will be furnished with the
containers that you roll to the end of your
driveway and place at curbside on garbage
collection day. The garbage truck, equipped
with a lifting mechanism on the side, will pull
up to your container. The driver never leaves
the truck
cab, but controls the
entire loading
operation from the
right hand drive seat.
The whole process
takes only 10 seconds.
After collection, you roll
weather -resistant
,tainer back to
either its indoor or outdoor
storage place.
Why is Automated Collection better than
traditional methods?
1. The most important feature of the automated
system is that it allows us to collect refuse
much more efficiently.
2. It will help stabilize cost while improving
service.
3. Automated trucks are operated by one
person.
4. Automation eliminates manual loading, thus
reducing job-related injuries.
What kind of refuse can 1 put in the
containers?
Paper, cans and other typical household refuse
of course. It is recommended that such items be
contained in plastic bags.

opportunity to remind our residents of the items

The City of Miami provides a weekly bulk trash
pickup for residents, which accommodates the
aforementioned list of items with the exception of
Dirt, rocks, Flammable Materials and Construction,
Remodeling and Demolition Debris.
Metro -Dade Solid Waste sponsors a Home
Chemical Collection once a year
which recycles or safely disposes of
hazardous chemicals
What about parking on collection day?
So that the collection truck can easily approach
the containers, we ask that you do not park
within ten feet of containers or place the
containers in close proximity to mailboxes or
other structures on collection day.
What else should I know?
Refuse containers must be placed to the curb
and facing the street. Garbage in excess of your
refuse container's capacity must not be placed
next to the container. Rather, place it on top of
your refuse container, or wait for your next
pickup day.
Finally, assistance in caring for the container will
help control operation costs and keep your rates
to a minimum. Do not paint or deface the
container. However, neatly stenciled house
numbers are acceptable only on the underneath
side of the container's lid. For your children's
safety, do not allow them to play near or inside
containers at any time.
NOTE: The Automated Collection system
returns the refuse container to its original
position.
