Whereas: Corporal Dominguez has shown himself to be dedicated to his job as an
officer at TGK , much more has been a blessing to those that are
incarcerated; and
Whereas: He has given hope, encouragement, motivation and love to those that are
less fortunate in being able to read, comprehend and write with his reading
skills class; and
Whereas: His motto is: You May Come In, You Don't Have To Come Back, for those
under his leadership; and

hereag; Kudos to Police Chief Evelyn Hicks and the Officers of the City
of Opa-locks Police Department for their efforts in patrolling our streets
and neighborhoods during the much anticipated New Millennium; and
WHEREAS: Thanks to our Police Chief the City of Opa-locks had no reported crimes
as our citizens celebrated the New Year; and
WHEREAS: With much hype and anticipated problems throughout the world, the
Opa-iocka Police Department, under the direction of Chief Evelyn Hicks,
was prepared and under control to handle any and all situations which
could have arose; and
WHEREAS: The citizens of the great City of Opa-iocka appreciate a safe and crime
free New Year and look forward to the same professional services
throughout the coming years.

acknowledging the Parkway Middle School Singing Spartans; and
WHEREAS: Under the leadership of Choir Director Donna Tolbert, this choir is one
of the best throughout Miami -Dade County; and
WHEREAS: Special recognition to Principal Robert Edwards, and everyone who
in anyway is connected with this very talented group of young
children; and
WHEREAS: The choir's participation has helped to build character, a wholesome
sense of singing which has clearly helped them to become voices of

that constitute a person's existence; and
WHEREAS: On last Sunday, Commissioner Bobby Bradley, endowed
with courage, and knowing the techniques to apply when
someone is choking, saved the precious life of Lola Martin;
and
WHEREAS: Some have hailed him a hero, Commissioner Bradley says
"not so" he just responded to the situation in a humanly
way; and
WHEREAS: Commissioner Bradley is hereby commended for his

be recognized as a "Good Samaritan" because he took the
time to care for his fellow man; and
WHEREAS; Officer Hicks did not hesitate to assist another human
being, he only cared about doing the right thing at the
right time; and
WHEREAS; Because of his genuine concern for others, Officer Hicks
went beyond the call of duty to make certain that this
individual would have a place to lay his head and

"READING" brings to us the "Unity of Knowledge"; and
reading teaches us to examine and grasp the meaning of printed words, to lear
to comprehend, to study, and reading also keeps us well informed; and
WHEREAS; On Saturday, February 12, 2000, Mayor Miller encouraged
the youth of the community to come out and read a book at the City's Library
in honor of the Mayor's Read-A-Thon; and
WHEREAS: Mayor Miller wishes to commend and congratulate those whc
participated in the Read-A-Thon and to personally thank them for their excell
reading skills; and
WHEREAS: In a very real sense, people who have read good literature
have lived more than people who cannot or will not read ... It is not true that we h.

year of goodwill to the South Florida Community;

organizations as The Salvation Army, Goodwill

Neighbors in an effort to support and help those
who have a need in our community; and

WHEREAS: Frank J. Pelegri has been a coach since 1981 and has set a
record at Monsignor Pace High School 56-3 1; a two time -
district champion; a 2000 state champion; and
WHEREAS: Coach Pelegri has worked as the Assistant Coach at the
University of Minnesota, and was a two time Coach of
the Year for the years 1986-87 and 1987-1988; and
WHEREAS: Coach Pelegri is always willing to offer his time and effort

of those individuals we recognize for his dedication to
the world of sports.

College and pursuit of her Bachelors of Arts Degree in Finance from the Florida

WHEREAS, On the first Thursday each May, people have come together to petition the
Lord on behalf of our nation which has reflected the deep hunger for spiritual renewal that
millions of individuals have felt as they've watched this beloved nation drift further away
from its spiritual moorings; and
WHEREAS, The theme for this years National Day of Prayer on May 4, 2000 is "PRA Y2K -
America's Hope for the New Millennium" reflecting the biblical exhortation in Romans

The New Way Fellows/tip Praise do Worship Center, under the leadership of Bisho
Billy Baskin ans Bishop Catherine Baskin will celebrate its twenty-fifth Silve
Anniversary; and
WHEREAS: During the early. months of existence many spiritual leaders and churches aided th
struggling church. The Rev. Joe Coates, pastor of Glendale Baptist Churcl
delivered the "Recognition Sermon" in 1976. There were many other church an(
pastors who provided spiritual growth as well. The church began to grow, deacon
ordained, auxiliary groups organized. Pastor Baskin then shared his vision to buil(
a new edifice to accommodate their growing need. In 1980 the ground breakin;
ceremony was held on the third Sunday of November, 1984, the new building wa
dedicated to the glory of God; and
WHEREAS: "All things are possible to them that believeth". Between 1985 and into the decad
of the 90's numerous ministries was soon added, Noon Day Prayer, Intercessor
Prayer, Children's Church, Hospitality, Partners Ministry, Deacon's Wives, Jail
Deacons, Yoke Fellows, Women Growth Institute, Tape ministry and many mor,
totaling 46; and
WHEREAS: As Apostle Billy Baskin and Prophetess Catherine Baskin look back, God ha!
blessed them to be his servants and has bestowed his anointing upon then

WHEREAS: The book of Corinthians showsus a mystery; we shall not all sleep, but we
shall all be changed; in a moment,. in the -twinkling of an eye, at the last
trump; for the trumpet shall sounkand the. dead shall be the first to rise. So
we pause today to reflect on `the life of - "Ms. R14h Pic%% Jacobs, " she leaves
to cherish her memory seven children, Junior Jacobs, Loretta Jacobs Bush,
Zackres Jacobs, Mary Elizabeth Jacobs, Mary Marie Jacobs, Larry Jacobs and
Diane Jacobs Williams as well as nieces, nephews, relatives and friends; and
WHEREAS: Ms. Ruth Pickle Jacobs favorite son¢ "Jesus on, ain Line"and has been
a member of Hope Deliverence Church for eight,;years.. The most precious

be that rare musical presentation that is evangelistic, entertaining,

who is both founder of the group and M Aryelle Records. Formally
known as the Genesis Ensemble, this group was established in December
1987. Received the 1990 McDonaldFest Award for outstanding
ensemble. Several of their songs have hit Billboards Top 40 list and have
been on the ballot nomination for both the Gospel Excellence Awards
and the Steller Awards; and
WHEREAS: For the past 10 years this group has traveled extensively throughout the

recognized as a "Good Samaritan" because he took the
time to lend a helping hand; and
WHEREAS: We would like to recognize Mr. Bobby Washington, who
has worked in the City of Opa-Locka Public Works
Department for twelve years as a Sanitation Engineer. He
did not hesitate to assist a citizen in need, his only care
was to make sure that the situation was handled properly
for this citizens convience; and
WHEREAS: Ms. Bridene Grant, who is disabled, wrote a letter to the
City Manager stating how difficult it is for her to place her
garbage can outside her fence, and how Bobby would
always take time to retrieve her can , empty it and put it
back inside her fence. Because of his genuine concern for
Ms. Grant's condition Bobby always made sure that Ms.
Grant would not have to worry about her sanitation
service; and
WHEREAS: His dedication has not gone unnoticed. His supervisor, Mr.
Regional Frazier comments that he is quiet, dependable
and has the initiative to take on responsibility; and
WHEREAS: The City Commission and the citizens of Opa-Locka salute
Mr. Washington and congratulate him as he study for his
commercial driver's license (CDO) to enhance his career
opportunities with the City of Opa-Locka Public Works
Department.

The CHARLEE Program has developed an integrated continuum for care servicing the
many and varied need of children. CHARLEE, which stands for Children Have All Rights:
Legal, Educational, Emotional, was originally founded by the Menninger Foundation in
Topeka, Kansas and remains loosely connected to the nationwide network of Menninger
Group Home programs; and
The CHARLEE program was established in 1983 through the coordinated efforts of the
Junior League of Miami, The National Council of Jewish Women and Episcopal Diocese
of Southeast Florida. The CHARLEE program currently serves over five hundred
children and families per year, with this number growing each day. The CHARLEE
program is sponsoring this program for Black History Month giving children their rights
of expression and to acknowledge their heritage; and
CHARLEE offers a diverse array of services to troubled children and adolescents. Their
residential programs include the Family Care Group Homes, Independent Living Program,
The Gladstone Evaluation and Treatment Center for Girls and a Supported Therapeutic
Foster Care program. Other initiatives include a Court Assessment Program, Supported
Employment Project and many more therapeutic and rehabilitative services to dependent
children; and
The CHARLEE Care Warehouse System was designed to compliment every program that
is providing services to children and youth in the CHARLEE Program. This warehouse,
unairconditioned storage area will operate solely with community donations of used
furniture, clothing and household goods; and
We applaud the CHARLEE Program for all their wonderful initiatives for children and
families and raising the standards for foster care. As stated by our former Florida
Governor Lawton Chiles " There's nothing more important to the future of our state than

Management to help respond to our citizens in time of disaster. During the past year, the Chapter r+
disasters and committed over 2.2 million dollars to disaster relief; and
WHEREAS, the Red Cross plays an important role in educating our public in safety issues and he
community's high accidental drowning rate. Over 8,400 individuals were trained in First Aid & Cl
95,326 were taught swimming and water safety; and
WHEREAS, the Chapter plays a vital role in educating our citizens on HIV/AIDS and is addressing th
needs in our minority communities to help mitigate the impact of this health disaster. More than
participated in HIV/AIDS Prevention Education during the past year; and
WHEREAS, the Chapter reaches out to help our most academically challenged youth improve
proficiency to better prepare them for their careers ahead; and
WHEREAS, the American Red Cross relies on the generous financial support of private individuals an
