Enclosed are the waivers for Miami Riverday 2000 and 1999. The Miami Riverday 2001 Organizational committee consists of representatives of the City of Miami, DDA, Dade Heritage Trust, Miami River Commission, and the Miami River Marine Group. The City is listed as a co-sponsor in all our extensive marketing and advertisements of Miami Riverday. Last year the waivers were provided with a simple memorandum signature of City Manager Warshaw. I have been working with several City staff on this matter including, but not limited to, Frank Rollason, Suzy Guiterrez, and Vanessa Morales from Dina Bianchino's office. I'm meeting with them regarding Riverday February 27, 3:30, in your 10th floor conference room, if you are interested and available to attend. If you prefer to handle the waiver by City Resolution, as was the case in 1999, I hope we can be on the March 8, City Commission agenda. The draft March 8 agenda has already been distributed. Recently the City Commission waived the fees for the King Mango Strut Parade and the Jazz Festival, neither of which were co-sponsored by the City of Miami, nor had the City waived the fees to either event in the past. In passing the fee waiver for the Jazz Fest, the City Commission criticized Al Johnson for requesting the waiver only a few days before the event. If you prefer to handle the waiver via Commission resolution, instead of a City Manager Memorandum, I respectfully recommend the item be on the March 8 City Commission agenda. Miami Riverday is a free festival featuring live entertainment, historical re -enactors in the historic Wagner Homestead and Fort Dallas, boat and walking tours, environmental informational booths, maritime art, rides for children, etc. It is April 7, 12-9 pm, Lummus 0j"- 224 Miami River Commission Park, 404 NW 3rd Street. Miami Riverday is not a fundraiser, and is funded from Miami -Dade Department of Cultural Affairs grants, private and corporate donations. The Miami Riverday 2001 budget is limited at best, and the fee waivers are critical. The City of Miami Department of Real Estate and Economic Development had an extensive "in-kind" role in the planning of past Miami Riverdays. The City is unable to provide that level of administrative support this year, so our respectful request for fee waivers is significantly less than what the City has historically provided Miami Riverday. In addition to the fee waivers, the City has been kind enough to close one block of North River Drive between Lummus Park and the river shore which will have the river tours and environmental information booths. Thank you for your assistance in once again providing our community with an opportunity to unite in a festive and educational atmosphere. It's addressed to you in your capacity as the designated City of Miami's liaison to the Miami River Commission. Agenda item 3 A: The Miami Riverday 2001 Organizational Committee consists of representatives from the City of Miami, Downtown Development Authority, Dade Heritage Trust, Miami River Marine Group, and the Miami River Commission. The Miami River Commission supports the Miami Riverday 2001 Organizational Committee's request for waivers of all fees and permits for Miami Riverday 2001. The fifth annual Miami Riverday is a celebration of the history, culture and heritage of the Miami River on April 7, 12- 9pm, Lummus Park, 250 North River Drive. The free festival features live music, river boat tours, water taxis, historical re -enactors, environmental informational booths, etc. Miami Riverday is funded from private and corporate sponsorships, and a grant award from the Miami -Dade Department of Cultural Affairs. The City has co- sponsored the four previous Miami Riverdays with extensive "in-kind" services, and the waiver of all Riverday fees and penzlits. Unfortunately the City doesn't have the resources to provide the quantity of "in-kind" services they have for the past four years. The Miami Riverday 2001 Organizational therefore contracted two special event planners to professionally coordinate the festival. The festival will be held Saturday, April 7, 2001, at Lummus Park on the Miami River. Mr. Bibeau is requesting in-kind services on the following items: • Police permit fee • Police surcharge • Equipment rental fees • Barricade rental • Assembly permit (Fire) • Banner permit fees • Other City non -labor fees • Printing of flyers • Port -o -let permit fee RECOMMENDATION: The City of Miami has waived fees for this festival for the last four years. Therefore, the Administration recommends approval of Mr. Bibeau's request.
