Pursuant to Chapter 2, Article X1, Section 2-890, of the City of Miami Code, I am submitting
to you a summary report of the significant accomplishments of the Orange Bowl Advisory
Board for the calendar year of 2000, as well as the goals for the year 2001. The Board
met seven (7) times in the calendar year of 2000. The purpose of the board is to achieve
the provisions of Resolution 99-802.
The three sub -committees (Marketing, Naming Rights, and Finance) of the Board are
working groups that continue to meet in an effort to explore new ways of attracting more
events to the stadium and how to raise funds for renovations, modernization, and
maintenance of the facility.
The Marketing subcommittee is cooperatively working with the Department of
Conferences, Conventions, and Public Facilities in establishing a web site and to create
and enhance existing promotional materials to market the facility to prospective promoters.
In addition, this subcommittee is also exploring new ways of attracting new business to the
stadium.
The Naming Rights subcommittee is actively pursuing corporate sponsorship opportunities
to obtain funding which would be used to renovate and modernize the stadium to make it
more competitive at the national level. Additionally, the Board expects to issue a local
RFP in the near future for qualified leads to secure a corporate sponsor for the sale of the
naming rights.
The Finance subcommittee is charged with the responsibility of reviewing itemized
revenue and expenditure statements of all events held in the stadium to see how the
stadium can best maximize its revenue potential and use surplus funds, if any, towards the
renovation of the facility.
Finally, the objectives of the Board and the Department of Conferences, Conventions, and
Public Facilities is to provide a safe, comfortable, and enjoyable entertainment venue that
will continue to host great events throughout the coming years.

GOALS FOR 2001
■ Obtain corporate sponsorship for sale of Naming Rights by issuing an RFP
(Request for Proposals) soliciting proposal from qualified firms to sell the
naming rights sponsorship
■ Complete the Orange Bowl Web Site that is currently under construction
■ Obtain the State Legislator's approval to amend Florida statute that will allow
the stadium to keep sales tax proceeds generated at the stadium to help pay
for renovations
■ Create a Logo for the Orange Bowl Stadium

Bayfront Park Management Trust Annual Report to the City Manager

Governance
The Bayfront Park Management Trust (Trust) was created in 1987 by the Miami City
Commission to manage Bayfront Park "for the purpose of insuring maximum community
utilization and enjoyment." The Trust's governing board consists of nine (9) individuals, who
through their work on the Trust have demonstrated their commitment to making our community
a better place for residents and visitors.
Staff
Pursuant to City Code Section 38-105, the Trust shall appoint an executive director,
subject to City Commission approval, who, "shall have general supervision over and be
responsible for the management and operation of all trust facilities." In May of 2000, the Trust
appointed, and the City Commission confirmed, a new Executive Director who brings 21 years of
experience in the entertainment business to the organization. He immediately implemented
standardized procedures and brought a new level of professionalism to the organization. The
results of those efforts paid off, as indicated by the Trust's ability to repay a $392,000 debt owed
to the City of Miami.
The FY 2000/01 budget contains 13 full-time and two part-time staff positions.
Accomplishments . .
The Bayfront Park Management Trust has accomplished much since its founding in 1987.
Below is a list of the Trust's major accomplishments.
Earned Income
The Trust has been extremely successful in attracting earned income to support the
operations of Bayfront Park. In 1997/98 the Trust entered into a long-term use agreement with
Bayfront Ventures, Inc., a gaming and entertainment vessel operating from the Bayfront docks.
This agreement assures the Trust a guaranteed annual income of approximately $450,000 for five
years, with options to renew for two more five-year terms. In 1998/99 the Trust also entered into
a five year Valet Parking Operation Agreement with Bayfront Ventures, which provides the Trust
$180,000 (plus CPI) annually.
The Trust is in the second year of a two year, $200,000 annual amphitheater sponsorship
agreement with AT&T. Staff discussions have already begun on a strategy for renewing or
replacing the AT&T sponsorship.
Capital Improvements
The Trust has worked since its founding to ensure the integrity of the Isamu Noguchi

design of Bayfront Park. Noguchi, one of the Twentieth Century's foremost sculptors, designed
the park to be a "wedge of art into the heart of the new world."
At its 24 October 2000 meeting, the Trust voted to remove the Bayfront Park
Bougainvillea Vine Fence system south of the AT&T Amphitheater. The fence system
compromised the Noguchi design and its removal should make the park a more visually
attractive and desirable space for Miami's residents and visitors.
Other projects on the horizon include the rehabilitation of the Bayfront Park Laser Tower
and a general upgrade of the facility. Funds for these needed improvements are available from
the current Bayfront Park Operating Budget.
Additional Accomplishments
Continued to serve as host site for major annual City of Miami signature events, such as
the Hispanic Heritage Festival, Rasin 2000, the Bob Marley Festival, the Big Orange New Year's
Jamboree, the Wyclef Jean Carnival and July 4th @ Bayfront Park.
The AT&T Amphitheater at Bayfront Park continues as the center of multi -cultural
Miami, hosting festivals and celebrations featuring African American, Cuban, Haitian,
Colombian, Puerto Rican and Jamaican music.
The Trust recently completed negotiations with the internationally renowned circus
troupe, Cirque du Soleil for a 44 performance run in Bicentennial Park from February 14 through
March 15, 2001.
In February of 2000, the Trust identified and approved a list of goods and services to put
out for public bid in order to bring the organization into compliance with the Code of the City of
Miami. The largest dollar amount items on that list, as well as some smaller ones, have all been
processed -- moving the institution to complete compliance. These steps would not have been
possible without the support of the Interim Executive Director, Christina Abrams and the City of
Miami Purchasing Department.
The Trust has entered into agreements for the following:

The Executive Director of the Trust currently serves on the City of Miami's Bicentennial
Park planning committee, and is assisting that committee in making Bicentennial a park of which
all of Miami will be proud.
As demonstrated by the above list, the Trust has accomplished much in this past year. It
does not appear that there is any other board, either public or private, that would better serve the
public's interest.
Membership Requirements
The membership of the Bayfront Park Management was reconstituted in May of 1994.
The streamlining of the Trust, decreasing its membership from 21 to nine, has made it a more
effective decision making body. The nine members of the Bayfront Park Management Trust are
representative of Miami's cultural and ethnic makeup. One member of the Trust is an elected
official of the City of Miami; the eight remaining members represent Miami's business,
professional and cultural communities and are appointed by the Miami City Commission. The
Trust currently oversees the 32 acres of Bayfront Park and the approximately 32 acres of
Bicentennial Park. Membership in the Trust does not need to be modified.
Cost Effectiveness of Trust
The Bayfront Park Management Trust is an extremely cost effective method for the City
to operate and maintain Bayfront and Bicentennial Parks. Total operating costs for both Parks in
FY 2000/01 totals $3,307,663. The City's cash contribution of $985,000 represents
approximately 1/3 of the Trust's total operating budget. Those funds translate to a two to one
return on every city dollar invested in Bayfront Park -- an excellent investment.
Conclusion
The Bayfront Park Management Trust has been extremely successful in bringing guidance
and leadership to the development of Bayfront Park. It has fulfilled and surpassed the mandate
of its charter, and intends to continue to do so into the future.

I am pleased to report that the Bayfront Park Management Trust has made great
strides in these last nine months, as indicated by the following:
1) For the first time in the history of the Trust there are written policies and
procedures for all aspects of the operation that are in compliance with City Code.
2) The Trust is now following City of Miami procurement guidelines_
3) The July 4'h event is no longer costing the Trust in excess of $100,000, but
through a partnership with a private promoter, now has the potential of becoming
an earned income opportunity for the organization.
4) A new focus has been placed on upgrading the Bayfront Park's infrastructure
that was allowed to deteriorate under the previous administration.
5) The Trust no longer grants fee waivers to non-profit organizations or
promoters, but instead offers other incentives to make Bayfront Park a cost-
effective venue to host our community's most important events.
6) Staff is currently working to upgrade Bayfront Park's maintenance and
marketing operations, to increase the beauty of the park while communicating its
opportunities for enjoyment to Miami's residents and visitors.
7) Staff is reviewing the Bayfront Park's rental structure to make it both cost
effective for promoters, while increasing the organization's bottom line revenue.
8) Staff has entered negotiations with a number of world-class performance
groups (Cirque du Soleil) for an extended run in Bicentennial Park, which will
increase thel site's usage while burnishing Miami's image as a world-class city.
This short list represents great changes in the operation -- changes that I am sure
will enable Bayfront Park to provide even greater services to Miami's residents and

Re- Bicentennial Park Clean up
As I discussed previously with Gary Reshefsky of your staff, the Bayfront Park
Management Trust is requesting City of Miami assistance with the clean up of the front
of Bicentennial Park, along Biscayne Boulevard, in preparation for the run of Cirque du
Soleil, February 14, 2001 through March 5, 2001. We will need assistance with the
following:
- acquisition and placement of concrete planters,
- tree trimming,
- acquisition and placement of concrete trash receptacles,
- repair of fence and fence posts,
- tree trimming,
- pressure cleaning of all walkways and walls,
- painting of all exterior walls,
acquisition arxi installation of Bicentennial signage at Biscayne
Boulevard pedestrian entrance.
Bayfront Park staff have researched the projects and developed the following
action plans by project.
