Subcommittees
Organizers have recruited respected industry professionals to chair the various event subcommittees: Manny
Medina, Terremark Worldwide, Inc. and Gloria Velazquez, Greenberg Traurig, P.A. (Sponsor Recruitment), Tony
Trella, The Meranth Company and Richard Langhorne, The Langhorne Company (Program), Cheryl Jacobs,
Zyscovich Architects (Marketing), and Vicky Garcia -Toledo, Bilzin, Sumberg, Dunn, Price & Axelrod (Pro
Development).
Target Market
Based on the City's goal to showcase development opportunities that currently exist in both the public and private
sectors, as well as opportunities that are anticipated in the future, we hope to attract local, national and
international development professionals and end-users. Given the proposed conference timing & format, we have
conservatively estimated 300 to 400 attendees, with approximately 150 of those coming from outside of the local
area.
Program
A subcommittee co-chaired by Tony Trella, The Meranth Company, and Richard Langhorne, The Langhorne
Company, leaders in the Southeast District Council of the Urban Land Institute, have been recruiting private sector
professionals representing different aspects of the development industry. General session topics will deal with
critical issues about Miami's unique position in the new economy and global marketplace featuring nationally
recognized speakers to reach a broad audience. Workshops and tours will feature more narrowly focused topics
and projects planned or underway in the City. These panelists will be culled through the ranks of the local real
estate development community, the Urban Land Institute, the Counselors of Real Estate, and local educational
institutions including the University of Miami and the FIU/FAU Joint Center for Urban and Environmental Problems.
Conference Time Frame & Format
The Summit will be a 21/2 day conference which will include keynote speakers, concurrent workshops/ panel
discussions and several guided tours of local areas and facilities that demonstrate development trends and issues.
Highlights will be a welcoming cocktail reception and a reception and gala dinner.

Development Process Improvements
It is important to note that the planning process for the Summit has initiated a very positive dialogue between City
staff and the private sector as to ways the City can improve its permitting and development procedures. A
separate subcommittee has been formed that is looking at the flow of the development process from both sides
(the City's & the developers) to find areas that can be improved. We are looking at innovations put in place by
other cities — like "on-line" permit up -dates, and performance-based zoning guidelines. Workshops led by local
development industry experts are being held as information exchanges with staff. This is intended to be an on-
going process, with improvements implemented from these initial discussions to be announced at the Miami
Development Summit.

Robert Beatty, General Counsel, Miami Herald, former Chair of the
Governor's Financial Emergency Oversight Board for the City of Miami
Robert G. Beatty is General Counsel and Vice President of Public Affairs for The Miami Herald. Before joining The
Herald, Beatty was a partner in the Miami law firm of Holland & Knight. Prior to that, he was General Counsel for
Florida BellSouth Telecommunications. Beatty recently completed a three-year term as chairman of the Governor's
Financial Emergency Oversight Board for the City of Miami and as chairman of its Contract Review Committee.
Norman Braman, CEO, Braman Motors
Norman Braman, Chairman of Braman Motors, began his journey as a leader in the car dealership industry in 1972.
Today his diverse car dealerships cover every niche in the industry, from Honda to Rolls-Royce. He owns dealerships
in Miami, Palm Beach and Denver, Co. He is also a great civic leader, contributing his time to the community by
serving on the Boards of Directors of numerous organizations.
Alberto Ibarguen, Publisher, The Miami Herald/El Nuevo Herald
Alberto Ibarguen is publisher of The Miami Herald and Chairman of The Miami Herald Publishing Company. He joined
The Herald in 1995 as publisher of EI Nuevo Herald and vice president for international operations of The Miami
Herald. Before moving to Miami, he was executive vice president for operations of Newsday and New York Newsday,
having joined Times Mirror Company in 1984. Earlier, Alberto practiced law in Hartford, Connecticut, where he was
director of the Connecticut Elections Commission.
Rosabeth Moss Kantor, Professor, Harvard Business School
Rosabeth Moss Kanter is an internationally known business leader, award-winning author, and expert on strategy,
innovation, and the management of change. She holds an endowed chair as the Ernest L. Arbuckle Professor of
Business Administration at the Harvard Business School, advises major corporations and government entities
worldwide, and is the author of the bestsellers Men and Women of the Corporation, The Change Masters, When
Giants Learn to Dance, and World Class Her latest book, Evolve!: Succeeding in the Digital Economy of Tomorrow,
will be published early in 2001.
Neal Peirce and Curtis Johnson, Founding Partners, The Citistates Group
Neal Peirce and Curtis Johnson are the founding partners of The Citistates Group, a network of journalists and
speakers that have produced a series of articles about 19 metropolitan regions of the United States, the most recent
of which covered South Florida and was published simultaneously in the Miami Herald, EI Nuevo Herald and the Sun
Sentinel. Co-authors of the 1993 book, Cibstates: How Urban America Can Prosper in a Competitive World, the
authors promote the concept that successful urban -centered regions are the keys to economic competitiveness and
sustainable communities. Neal Peirce is an author -lecturer and syndicated columnist for the Washington Past Writers
Group. He is known nationally for his commentary on urban regions. Curtis Johnson, an independent journalist, has
held key government, civic and academic posts in the Twin Cities, Minn. area, including chair of the Metropolitan
Council.
Rick Rosan, President, Urban Land Institute
Richard M. Rosan is President of the Urban Land Institute (ULI) in Washington, D.C. Mr. Rosan previously served as
Executive Vice President and Chief Operating Officer of ULI for six years, and for the past three years, he has served
as the President. ULI is considered the preeminent "think tank" in land use development. With an annual budget in
excess of $28 million, this Washington -based national organization promotes leadership in the responsible use of land
and has 15,000 member professionals in 50 states and 52 countries. The ULI has over 100 full-time professional
staff, including research and education specialists, meeting planners, writers, publication experts, a marketing team
and a professional office management group.
Don Shula, Vice Chairman, Miami Dolphins Football Franchise, former
Coach of the Miami Dolphins Football Team
Don Shula, considered an American icon, is one of the most legendary football coaches of all time. He began his
playing career in 1951 with the Cleveland Brown and ended it with the Washington Redskins in 1959. But he is best
known for the years he spent coaching the Miami Dolphins from 1970 to 1996. He put Miami sports on the national
radar after recording the first and only perfect football season in 1972 and leading the team to two Superbowl
Championships in 1972 and 1973. On July 26, 1997, Shula was inducteWo the Pro Football Hall of Fame in Canton,

With the rest of the nation, Florida and its major population centers have embraced the
principals of Smart Growth, implementing Eastward Ho! strategies for long term growth
management, centered on infill redevelopment and the strengthening of the urban cores.
This session examines these efforts at work in Miami's multi -cultural neighborhoods like
Little Havana, the Upper East Side and Model Cities. Participants will learn how the
Miami -Dade Empowerment Zone Trust, the Miami Community Redevelopment Agency, the
local Brownfields Pilot and other incentive programs make investment in Miami's
redevelopment a smart decision.

Focus on Commerce, Industry and Trade
Following the "One Community, One Goal" maxim of the Empowerment Zone, this
session takes a critical look at key economic activities in the City and the region, and the

Technology, Telecommunications and the Visitor Industry. Panelists and the audience

Long recognized as a premier "fun Et sun" destination, Miami takes its lighter side
seriously when it comes to opportunities for investors and developers in lodging,
entertainment and tourism. During this lively question and answer session, recognized
experts will address current and future projects in the film Et media production trade and
in the hospitality and cruise line industries, touching on markets throughout the area:
Coconut Grove, the Design District, Park West and Brickell Avenue. The group will also
