Classification for the Mayor
and a Sergeant -At -Arms

At the January 11, 2001, City Commission meeting the City administration was directed
to provide a recommendation concerning a Sergeant -At -Arms classification for the City
Commission and a security classification for the Mayor, including duties and appropriate
budget allocations.
In reviewing the various needs of the Mayor and members of the City Commission, the
City administration recommends a change in title of the security classification, Sergeant -
At -Arms, currently assigned to the Mayor, to a new title to be determined by the Mayor
after consultation with the City Manager and city staff. Additionally, it is recommended
that a new classification of Sergeant -At -Arms be established, which would serve City
Commissioners.
The duties of the Mayor's security position would include providing protective coverage
and logistical support to the Mayor at meetings, public appearances, travel on official
City business, and other occasions as deemed necessary by the Mayor. This position will
also be responsible for providing consultation and support on safety and privacy issues,
and developing and maintaining a comprehensive security plan to ensure the safety of the
Mayor and his/her family. A job description is attached for your review.
The duties of the Sergeant -At -Arms would include responsibility for maintaining order
during any official assembly of the City Commission and provide protective coverage for
City Commissioners at public appearances and community meetings. An employee in this
position will be responsible for strictly enforcing the rules relating to the privileges of the
Commission Chamber and be responsible to the presiding officer for the official conduct
of the assembled body. Under the direction of the Commission Chairperson, the
Sergeant -At -Arms responsibilities will also include coordinating transportation for City
Commissioners to meetings and special events. A job description is attached for your
review.
It is recommended that the security classification for the Mayor and the Sergeant -At -
Arms classification be established as unclassified executive positions and that the
appropriate salary range is $57,146 -- $88,560. A detailed listing of the executive

benefits provided to individuals in these positions is attached. Further, such individuals
will be exempt from earning overtime.
It is the City administration's recommendation that these positions be filled by sworn
officers of the Miami Police Department. Upon receipt of employee names submitted to
the Police Chief from the -Mayor and the City Commission, the Police Chief will
administratively assign the requested individuals to the position. City of Miami policies
and the City of Miami Police Department Rules and Regulations will govern the
individuals selected to fill these positions.
Due to the numerous public appearances by the Mayor and the City Commissioners it is
recommended there be four positions provided for security coverage, two positions for
the Mayor's Office and two positions for the City Commissioners.
The funding requirement for each security position, including salary and fringe benefits,
is $111,680 for a total of $446,720. The cost for funding the four positions will be
absorbed by the Police Department.

This is an executive level position responsible for providing security services to the
Mayor, including coordination of all aspects of security logistics during meetings, public
appearances, travel on official City business, and other occasions as deemed necessary by
the Mayor. The (Security Position for Mayor) will be responsible for developing and
maintaining a comprehensive security plan to ensure the safety of the Mayor and his/her
family. Responsibilities may also include coordination of security with other law
enforcement agencies, as required.

SERGEANT -AT -ARMS

This is an executive level position responsible for maintaining order and providing
security during any official assembly of the City Commission. The Sergeant -at -Arms
will operate under the direction of the presiding officer and ensure that no person
addresses the Commission or remains on the floor unless recognized or authorized by the
presiding officer. An employee in this classification shall strictly enforce the rules
relating to the privileges of the Commission Chamber and be responsible to the presiding
officer for the official conduct of the assembled body. The Sergeant -at -Arms should
remain in attendance throughout the duration of the official assembly of the City
Commission, except when absent in the discharge of duty.
The responsibilities of the Sergeant -at -Arms also include providing protective coverage
to the City Commissioners at other meetings and public appearances where security may
be necessary; and, under the direction of the Commission Chairperson, coordinating
necessary transportation for City Commissioners to meetings and special events, and
handling community oriented details/assignments as requested by individual City
Commissioners.
REQUIREMENTS:
Sworn officer of the Miami Police Department. Knowledge of legislative procedures
preferred.
