A public hearing will be held by the Commission of City of
Miami. Florida, on January 11, 2001 at 9:30 a.m, in the City
Commission Chambe s at ity all, 3500 Pan American Drive,
Miami, Florida, for discussions pertaining to the ratification of the
City Manager's finding of an emergency on the Model City Roadway
Improvements project located at NW 41 Street between NW ,12 and
NW 17 Avenue, Miami, Florida.
All interested parties are invited to appear and may be heard con-
cerning such proposed waiver. The hearing will be held at the time
and place specified above. Should any person desire to appeal any
decision of the City Commission with respect to any matter consid-
ered at this hearing, that person shall ensure that a verbatim record
of the proceeding is made, including all testimony and evidence
upon which any appeal may be based.

Y esos no son hechos aislados
para el entrevistado.. "Actual-
mente, en la selva colombiana no
es dificil encontrar combatientes
argentinos, uruguayos, chilenos,
que en el pasado formaron parte
del ejercito castrista, y hoy dfa se-
rian los primeros en encabezar la
guerra por el "Proyecto Bolivaria-
no en sus paises de origen".
Masetti no desecha tomo esce-
nario muy posible que una vez fi-
nalizados los acuerdos de paz, si
esta no se logra y el ejercito co-
lombiano entra en la zona de dis-
tension de las FARC, o cuando se
de inicio al Plan Colombia, "po-
damos ver actions terroristas en
todo el continente, sin que se des -
carte que tambien to hagan en te-
rritorio norteamericano, ya que,
tomo ellos mismos to han sefia-
lado, su ambici6n totalitaria no es-
te referida solo a America Latina,
sino a la guerra contra el impe-
rialismo tstadounidense". Para
Masetti no es casual la fotografia
del primero de enero del dictador
Castro en el periodico "Granma"
con un machete en la mano, al
igual que Chavez se apareci6 en
la Cumbre Iberoamericana con la
espada bolivariana. "lbdo eso tie-
ne un simbolismo comun".
NARCOTRAFICO; VIA DE
FINANCIACION Y
DESTRUCCION
Sobre el papel que juega el nar-
cotrAfico en el Proyecto Bolivaria-
no, Masetti considera que las con-
ditions objetivas con que cuenta
Fidel Castro son mss favorables
que en los aflos 60 y 70, "pues cuen-
ta con un ejercito guerrillero
(ejercito, no guerrillas) con ar-
mas superiores a las del ejercito
colombiano que, ademas, se abas-
tece con dineros del narcotrafico.
Creo que en la mente de estos
caudillos 'lo que se busca no es
la patria bolivariana, sino la del
narcotrafico". Y, aprop6sito, cita
Masetti el libro aparecido en Ar -
VV L .1 la 6uGl l a L,V11 Ll a
EE.UU.>, afirma Masetti, pero
"no hay que perder de vista que
iguales proyectos existian cuando
la democracia no estaba tan ex-
tendida en el continente, y que en
America Latina hemos aprendido
con los golpes recibidos y la san-
gre que ha corrido, a valorar y
defender la democracia, que es
mss que cualquier proyecto tota-
litario".
EL PROYECTO
BOLIVARIANO Y EL FORO
DE SAO PAULO
En relaci6n con la coincidencia
del planteado Proyecto Bolivaria-
no con los objetivos similares del
Foro de Sao Paulo (FSP), declara
Masetti que este efectivamente
juega un papel y muchas de las
eminencias grises del Proyecto
forman parte del Foro. "Si nos fi-
jamos, muchas de las personas del
FSP y organizations que to for -
man, son componentes del Pro-
yecto Bolivariano...".
En todo este entramado que son
el Proyecto Bolivariano y el FSP,
recalca Masetti que el dictador cu-
bano sigue una politica de chan-
taje, que crea problemas para eri-
girse en mediador y utiliza su
posible solution tomo carta de ne-
gociaci6n, apesar de que las gue-
rrillas, con armas y dinero sufi-
cientes, no necesitan de su apoyo
material. Insiste asimismo en la
importancia de las relations que
guardan Castro, ChAvez y las gue-
rrillas colombianas, representan-
tes de la cual estuvieron presentes
en el encuentro ChAvez-Castro en
Venezuela; la invitation de CM-
vez a dos miembros de las FARC
al Parlamento venezolano; los
ataques de Chavez al Plan Colom-

del regimen que han cometido cri-
menes", pero prefiere no dar nom-
bres para no adelantarse a la jus-
ticia, "porque son actividades que
vamos a desarrollar apoyados por
la Fundacibn de Derechos Huma-
nos en Cuba y democracias lati-
noamericanas, que estan cons-
cientes de que mientras haya
dictaduras tomo hoy en Cuba, la
democracia en el continente va a
estar en peligro. Es decir, la opo-
sicidn a Fidel Castro no es solo
problems de los cubanos, sino res-
ponsabilidad de las democracies
latinoamericanas, y la nueva Ad-
ministraci6n de EE.UU.".
