HomeMy WebLinkAboutR-02-1335J-02-1048 12/04/02 RESOLUTION NO. 02-1335 A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING CERTAIN PERFORMANCE STANDARDS FOR GRANTEES OF CITY OF MIAMI GRANTS, PROVIDING CONTRIBUTIONS FOR CAPITAL IMPROVEMENT PROJECTS OF GRANTEES. WHEREAS, the Miami City Commission finds it to be best interest of the City to award grants for certain capital improvement projects to benefit eligible not for profit grantees such as the Miami Art Museum, the Museum of Science & Natural History, and the Retired Black Police Association, among others; and, WHEREAS, such grants serve a valuable public purpose and its residents by upgrading the facilities of certain artistic, civic, cultural, historic, scientific and educational not for profit grantees whose programs operate within the City; and, WHEREAS, to ensure public accountability and success of the project, certain performance standards need to be included in such grants; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COWNISSM KEET11M OF DEC 4 2 2002 li.soiution No. 02-1335 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference as if fully set forth in this Section. Section 2. The City Commission establishes a requirement that every grant in which the City is contributing funds for capital improvements to be made by non-profit grantees to expand, restore, preserve, rehabilitate or otherwise modify their physical facilities within the City shall contain performance standards. Grantees must comply with these performance standards in order to be eligible for continued City funding. Section 3. The performance standards shall comply with this Resolution and may be specified as to each grant. Such standards may be prescribed in the grant documents issued by the City, by a City Commission resolution, or by a written directive of the City Manager at the time of grant award. Section 4. The performance standards may be specific as to each grant and will, at a minimum, oblige every grantee of a capital improvement type grant to report to the City affirming their compliance in the use of City funds as to the following particulars: (a) Statement as to the amount, and source, of matching funds; Page 2 of 3 02-1335 (b) Breakdown of hard costs (e.g. construction materials, supplies, equipment and contractor's fees) and soft costs (e.g. professional service consultants, overhead and personnel costs); (c) Milestones dates for the project including commencement dates, completion dates for each phase, substantial and final completion dates. Section 5. This Resolution shall become effective immediately upon its adoption and signature by the Mayor." PASSED AND ADOPTED this 12th day of December, 2002. MANUEL A. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Page 3 of 3 02-1335
