HomeMy WebLinkAboutR-02-1320J-02-1064 12/09/02 RESOLUTION NO. 0 2 r- 13 2 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO COMMENCE IMPLEMENTATION OF CERTAIN ENVIRONMENT -RELATED RECOMMENDATIONS SET FORTH IN THE MIAMI RIVER CORRIDOR URBAN INFILL PLAN. WHEREAS, the City of Miami seeks to foster an urban living environment along the Miami River that maximizes opportunities for quality residential, commercial, and maritime -related uses throughout the River Corridor; and WHEREAS, Sections 163.2511 through 163.2526 of the Florida Statutes provides for the designation of urban infill areas, the preparation of urban infill plans, the adoption of an urban infill boundary, and allows for the utilization of economic incentives in areas, so designated to strengthen urban centers; and 94rIng OE BEL 2002 Reso!Aat'w AND, WHEREAS, in 2000, the City of Miami entered into a Joint Planning Agreement with Miami -Dade County for the development of an Urban Infill Plan for the Miami River Corridor; and WHEREAS, the City of Miami entered into a Memorandum of Understanding with the Miami River Commission, transferring specific responsibility for the completion of the Plan to that body; and WHEREAS, the planning process to develop the Plan commenced in September, 2001, and culminated with the adoption of the Miami River Corridor Urban Infill Plan by the Miami River on September 9, 2002, as that body's strategic planning document; and WHEREAS, the Miami River Commission has forwarded the Plan to the City of Miami for its consideration and adoption by ordinance; and WHEREAS, the City of Miami has reviewed the Plan and finds that a number of the Plan's recommendations are ready for implementation; Page 2 of 4 02-320 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings found in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to commence implementation of the following environment -related recommendations set forth in the Miami River Corridor Urban Infill Plan: ■ Pursue design and construction of the Miami River Greenway, as outlined in the adopted Miami River Greenway Action Plan, subject to funding availability. ■ Request the United States Army Corps of Engineers to expeditiously begin the maintenance dredging of the Miami River Federal Navigable Channel. ■ Assist in the removal of derelict vessels from the Miami River, subject to funding availability. ■ Pursue beautification projects beneath all bridges within the Miami River Corridor. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Page 4 of 4 02-1320 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROm f ez City Manager DATE: DEC - 3 2'u3L FILE: SUBJECT: Miami River Corridor Urban Infill Plan Implementation Action Steps REFERENCES: ENCLOSURES: Resolutions RECOMMENDATION It is respectfully recommended that the City Commission consider adoption of the attached Resolution directing the administration to commence implementation initiatives of the Miami River Corridor Urban Infill Plan relating to Investment. The attached resolution further directs that one initiative, the conduct of an economic analysis and market study of the River Corridor, be expedited by the City Manager through the solicitation of proposals and the award and execution of an agreement up to a maximum of $125,000. BACKGROUND In 2000, the City of Miami entered into a Joint Planning Agreement with Miami -Dade County for the development of an Urban Infill Plan for the Miami River corridor pursuant to Chapters 163.2511 through 163.2526 of the Florida Statutes, which provide for the designation of urban infill areas, the preparation of urban infill plans, and the application of special economic incentives in designated areas. In 2001, the City of Miami entered into a Memorandum of Understanding with the Miami River Commission transferring specific responsibility for the preparation of the plan to that body. Pursuant to these agreements, a planning process for the Miami River commenced in September of 2001, with the joint participation of the Departments of Planning & Zoning and Real Estate & Economic Development, and culminated with the adoption of the Miami River Corridor Urban Infill Plan by the Miami River Commission on September 9, 2002, as its strategic plan. Upon review, the administration finds that it would be appropriate to commence implementation of a number of the plan's recommendations. . Among the most significant implementation actions relating to Investment, is the recommendation that the City undertake a comparative economic analysis and market study of the River geared to the marine industries for the purpose of further identifying appropriate redevelopment strategies. It was further recommended that the conduct of this economic study be expedited. We therefore ask that the City Manager be authorized to solicited proposals for this study, make award to the firm with the most advantageous proposal, then negotiate and execute an agreement with that firm up to a maximum amount of $125,000.
