RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY
COMMISSION DIRECTING THE CITY
MANAGER TO COMMENCE IMPLEMENTATION
OF CERTAIN TRANSPORTATION -RELATED
RECOMMENDATIONS SET FORTH IN THE
MIAMI RIVER CORRIDOR URBAN INFILL
PLAN.
WHEREAS, the City of Miami seeks to foster an urban living
environment along the Miami River that maximizes opportunities
for quality residential, commercial, and maritime -related uses
throughout the River Corridor; and
WHEREAS, Sections 163.2511 through 163.2526 of the Florida
Statutes provide for the designation of urban infill areas, the
preparation of urban infill plans, the adoption of an urban
infill boundary, and allows for the utilization of economic
incentives in areas, so designated to strengthen urban centers;
and
WHEREAS, in 2000, the City of Miami entered into a Joint
Planning Agreement with Miami -Dade County for the development of

an Urban Infill Plan for the Miami River Corridor; and
WHEREAS, the City of Miami entered into a Memorandum of
Understanding with the Miami River Commission, transferring
specific responsibility for the completion of the Plan to that
body; and
WHEREAS, the planning process to develop the Plan commenced
in September, 2001, and culminated with the adoption of the
Miami River Corridor Urban Infill Plan by the Miami River on
September 9, 2002, as that body's strategic planning document;
and
WHEREAS, the Miami River Commission has forwarded the Plan
to the City of Miami for its consideration and adoption by
ordinance; and
WHEREAS, the City of Miami has reviewed the Plan and finds
that a number of the Plan's recommendations are ready for
implementation;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings found in the
Preamble of this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2.
The City
Manager is
directed to commence
implementation
of the
following
transportation -related
recommendations set forth in the Miami River Corridor Urban
Infill Plan:
■ Prepare a feasibility study for waterborne
transportation, including water taxi and/or
waterbus service, and identifying sources of
multimodal funding for implementation.
■ Assure that concerns of the Miami River Corridor
are addressed in implementation of traffic
calming methods.
■ Adhere to the City of Miami's "General Street
Design Standards" in designing street
improvements within the Miami River Corridor.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission consider adoption of the attached
Resolutions directing the administration to commence implementation initiatives of the Miami
River Corridor Urban Infill Plan relating to Investment, Transportation, and the Environment.
BACKGROUND
In 2000, the City of Miami entered into a Joint Planning Agreement with Miami -Dade County
for the development of an Urban Infill Plan for the Miami River corridor pursuant to Chapters
163.2511 through 163.2526 of the Florida Statutes, which provide for the designation of urban
infill areas, the preparation of urban infill plans, and the application of special economic
incentives in designated areas. In 2001, the City of Miami entered into a Memorandum of
Understanding with the Miami River Commission transferring specific responsibility for the
preparation of the plan to that body. Pursuant to these agreements, a planning process for the
Miami River commenced in September of 2001, with the joint participation of the Departments
of Planning & Zoning and Real Estate & Economic Development, and culminated with the
adoption of the Miami River Corridor Urban Infill Plan by the Miami River Commission on
September 9, 2002, as its strategic plan. Upon review, the administration finds that it would be
appropriate to commence implementation of a number of the plan's recommendations.
