INTER -OFFICE MEMORANDUM
TO: The Honorable Mayor and
Members of the City Commission
DATE: NOV 13 2M FILE:
SUBJECT:
Vehicular Access Restriction
to NW 37 Street at
REFERENCES: North Miami Avenue
ENCLOSURES:
The purpose of the December 12, 2002 public hearing is to hear comments and consider a
Resolution authorizing the restriction of vehicular access to NW 37 Street at its
intersection with North Miami Avenue.
The Florida Department of Transportation is currently in the process of designing a roadway
construction project within the City of Miami. The project consists of widening S.R. 112/1-95
from NW 2" Avenue to NW 1 st Avenue and the exit ramp to N. Miami Avenue. The widening
will provide an auxiliary lane for the exit ramp and a left turn bay at N. Miami Avenue. A
Trak signal at the exit ramp and NW 38 Street along N. Miami Avenue will be installed in
order to accommodate the proposed left turning movement from the exit ramp. In addition to the
work proposed on S.R. 112?I-95, N. Miami avenue from NW 36`h Street to NW 39`h Street and
NW 37ffi Street from NW 15L Avenue to N. Miami Avenue will be milled and resurfaced. New
pavement marking, pedestrian features and landscaping will also be installed. These
improvements are to provide better access to the Miami Design District and the communities of
Little Haiti and Buena Vista from S.R. 112/1-95.
Currently the exit ramp at N. Miami Avenue is a continuous right turn only to southbound N.
Miami Avenue. NW 37th Street intersects N. Miami Avenue at the end of the exit ramp and is
controlled by a stop sign. It is currently a one-way street with limited on -street parking on one
side. By introducing the proposed signal for the exit ramp, a conflict with NW 37 Street would
be created. Therefore, in accordance with the requirements of the Federal Highway
Administration, NW 37h Street would have to be closed at N. Miami Avenue in order to
complete the proposed improvements. This would require that NW 37h Street be converted into
a two-way street and widened to provide on -street parking. Signage would also be provided to
inform motorists of the closure. In order to proceed with the project, the closure of NW 37`"
Street at N. Miami Avenue will require approval from the City of Miami.
