BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A grant of funds, in an amount not to exceed $5,000, to the 2003 Miami Film and Video Festival is authorized as the City's support of, and to market the City's participation in, said Festival, with funds allocated from the Special Events Account for said purpose. Section 2. The City Manager is authorized!/ to execute the document(s) necessary, in a form acceptable to the City Attorney, for said purpose. �i The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. Backaround: The 2003 Made In Miami Film & Video Festival is 10 days of screenings, receptions and educational outreach events celebrating works of film and television made in Miami. It is being produced in cooperation with the City of Miami's Office of Film, Arts, and Entertamment and the Miami -Dade County Film Office. The second annual Festival will premiere dozens of feature length and short films produced or post -produced in Miami The Made in Miami Film and Video Festival (MIM) is the only festival of its kind, unique to any other festival on the globe in its theme to spotlight worb in film and television created or post -produced in Miami. Through film screenings, public acknowledgements, educational outreach, and a scholarship program, MIM was designed to increase public awareness of the important role that film and television production plays in our community from both a creative and economic standpoint. Additionally, it is the mission of MIM to introduce careers in film and television as a viable option to our multicultural, multi-ethnic student population, and to help provide the means via an ongoing scholarship program for interested students to obtain post -secondary degrees in the film and television field. It's our recommendation that the City Conunission look favorably upon our recommendation to supply a grant to MIM in the amount of $5,000.00 dollars. 02-1295 MADEINMIAMI Film & Video Festival January 10 - 19, 2003 www.MadeInMiami.org OVERVIEW The Made in Miami Film and Video Festival (MIM) is the only festival of its kind, unique to any other festival on the globe in its theme to spotlight works in film and television created or post -produced in Miami. Through film screenings, public acknowledgements, educational outreach, and a scholarship program, MIM was designed to increase public awareness of the important role that film and television production plays in our community from both a creative and economic standpoint. Successful on all counts, the 2002 Festival was co -hosted by actors Stephen Baldwin and Oscar Torres and drew nearly 8,000 attendees (3,000 more than anticipated) at the 50 screenings which took place during the Festival's seven day event. Profits from the Festival's "wrap party" provided scholarship funds; local icons in the industry were recognized for their contributions; high school students attended a day -long seminar on the film industry, led by film professionals; impressive publicity was generated as far away as Cordoba, Spain. DuBois; 90 minutes Chat, directed by Robert Seoane; 90 minutes Internet chat lines take a leading role in this film about a lonely guy's idea to base a TV pilot about life on the 'net. The film stars Antoni Comacchione, Kim Ostrenko, Ru Flynn, Chemlynn Silva and Carmen Lopez. Director Robert Seoane has won 12 Emmys. Chat is his directorial debut in feature film. Hunting for Herschell, directed by Robert Hooker, 90 minutes In the film, two star -struck students write a screenplay to honor their film idol, Herschell Gordon Lewis. They do anything they can to get the script in front of the elusive idol. A killing spree the likes of any campy horror movie add to the mahem that is Hunting for Herschell. Raging Hormones, directed by Michael Dugan; 90 minutes It's the princess of the country dub versus the queen of the supermarket in this outrageously twisted comedy. Shottas, directed by Cess Silvera (Wyclef Jean, Kymani Marley) The Hooked Generation, directed by William Grefe'; 94 minutes Screening as the 2003 Made In Miami spotlight on history (as opposed to classics) is this 1968 hippie flick that is now in quite the demand since recently being digitally re -mastered. No broken prints here! The entire planet seems to be one big add trip in this outrageous psychoactive time trip of homicide, hypodermics and hippies -gone -bad. A Life In a Day, directed by Andrew Guze; 30 minutes, Program 8 A seasonal journey of an art dealer's last day alive, finding excitement, love and self -realization. The film was written and directed by Andrew Guze. Backward Fantasy, directed by Sam Littenberg-Weisberg; 30 min., Program 8 Nostalgia gets a wake-up call in this fantasy eye-opener. Backward Fantasy follows an ordinary man, who lives in an ordinary home and drives an ordinary car to an ordinary job. Yet his mind is like an acid trip on an emotional roller coaster. The film stars Ryan Thor, Marissa Pamess, Kim McCoy, Ross Weisberg and a cameo appearance of actor/director Rob Goodman — whose feature film 531 hit the film festival circuit by storm. The film epitomizes strong writing and a brilliant score of music, from rock to flamenco. Director Sam Littenberg-Weisberg wrote, directed and produced Backyard Fantasy. He attended Palmetto High School before attending Wesleyan University in Middletown, Connecticut, where he is currently a student. Creative Financing, Directed by Jeff Beal; 10 minutes, Program 5 An obsessed, fanatical filmmaker resorts to criminal ingenuity to finance her film. Liz Cardozo stars in this funny, fictional fairy tale of film making in today's cinematic world. Directed by Jeff Beal, Creative Financing was produced by Zachary Reeves. Deadly Games, directed by Marvin Padilla; 10 minutes, Program 6 A teen learns a hard lesson on the consequence of drag racing. Directed by Miami Senior High student Marvin Padilla — who studied television production under Joe Underwood and participated in the CINEMA program administered by the Florida Film Institute, a nonprofit film education organization. Deadly Games was produced and written by Rey Gutierrez. Going Home, directed by Robert Barrett and Mike Nunes; 15 minutes, Program 7 Going Home is the story of Castillo, a soldier in the Vietnam War, and his struggles of being at war at longing to be home. Castillo's frequent illusions find him distracted and an easy target. The film stars Zunyer Garcia, Mrsys Batista, Monica Diaz, David Gonzalez, David Whitlock and Dwayne Davis. Directed by South Miami Senior High School students Robert Barrett and Mike Nunes. Without electricity or running water, after 83 years of life experience, he remains in this bucolic structure. Interviews, interpretive dance, and the cadence of lyric and melody all welter in the nebula of a rising awareness in Golden Mist. Directed by David Jacobs, a Miami native that currently calls Brooklyn, New York home — the film features Harry Troeger, Brad Schiffer, Kami Lewis, Michael Ramer, Terje Lundaas, and Charlie McGarey. Just Like You Imagined, directed by David Frankel; 30 minutes, Program 5 Produced as part of the Scenarios USA national AIDS awareness campaign, the film spotlights a range of young people, their lifestyles and the circumstances that happen everyday that lead to fatal consequences. Director David Frankel (Miami Rhapsody, Grapevine, and more) donated his time & talent to direct the film. So did producer and fellow Miamian Gary Sales, whose name appears somewhere on the permits of any major motion picture of independent feature film Made In Miami. Written by Verena Faden, a Hialeah -Miami Lakes Senior High School student. The screening incudes a'making of shot on location of what went in to making the film, directed by Lee Cipolla and produced by Maura Minsky. Terrified was directed by Brian Guzman, a student at Miami Senior High School and written by Lisette Cast. The film was produced by Rey Gutierrez. All of the filmmakers studied television production under Joe Underwood and participated in the CINEMA program administered by the Florida Film Institute, a nonprofit film education organization. Rita, Pigboy and Me, directed by Eric Gordon (John Early, Drew Satee), Program 1 Secret Santa, directed by Toby Dalsgaard, Program 2 The Accident, directed by John Fletcher, 59 minutes, Program 2 Murder lends itself to a lot of questions, particularly when after all — it was an accident. Hang out with Nina and Reeny as they run around lower Manhattan in flee of guilt, detectives and the onset of an untimely nervous breakdown. Filmed in Manhattan and post - produced in Miami, the film stars Amy Acker, Sarah Clarke, Michael Medeiros and Timothy Huang. The Accident was written and directed by John Fletcher and produced by Ilan Arboleda. The film was based on Fletchei's thesis screenplay he wrote while attending film school at Columbia University. Fletcher and Arboleda are the founding partners of Parthenon Films in Manhattan, which develops, finances and independently produces motion pictures. The Interrogation, directed by Rick Michaels; 15 minutes, Program 2 A dean -cut college grad student (played by Joshua Brody) finds himself taking a different look at life, when his past is interrogated by a short4used detective (played by veteran actor Ride Michaels) and a sharp -edged Sargeant (played by the legendary Bob Glazier). The Letter, directed by Brian Frankel; Program 4 A man experiences the joy and frustration of a volatile love affair of two Parisians, Meagan and Jordan. The film stars Franck Simon, Sebastian Kreth and Mathilde Lepeltier. Director Brian Frankel received his film training at the Art Institute of Phoenix, the Art Institute of Fort Lauderdale and the New York Film Academy in Paris. He recently completed principal photography of his latest film, Joia! in Brazil. Mature Language. The Realm, directed by Alan Melikdjanian; 20 minutes, Program 1 Byron Beauchamp is a high school student with a warped imagination. Disturbed by this, his school councilor places him into a 'special' loss of similar misfits. Their collective strangeness leads to bizarre fiction that seems to come true in real life. Filmed in 16mm film, The Realm is an award-winning film that was created by director Alan Melikdjanian as a thesis film during his studies at the International Fine Arts College. Nothing is ordinary in this well written thriller. Director Ricardo Valdez also instills extraordinary production quality in the film. Not even film veterans would ever guess he's second year film student. Upstairs stars Marylin Brito, Karla Sanchez and Steven Vargas. Mature subject matter. Vote Early Vote Often, directed by Steve Procko,15 minutes, Program 1 Democracy is a four-letter word when it comes to our hero, Alfred Martin. This short film satire takes a few wild punches at where America will be in the blink of an online voting gigabyte. Written by actor Bob Small, who has acted in 15 feature films including the made -in -Miami Eddie Murphy comedy Holy Man, the film stars Todd Allen Durkin — who trained at Miami's New World School of the Arts and currently resides in Manhattan. Director Steve Procko is an award-winning commercial film director. He has won over 50 Addy Awards, three Emmy's and several New York Festival Awards. His feature film directorial debut in the comedy Goltballsl will be aired next season on HBO. Film Short Foreiqn Language La Americanita, directed by Erin Ploss-Campoamor, Program 3 In English and Spanish with subtitles The story of a young Cuban woman with red hair and freckles — nicknamed Americanita because of her looks — her plight for freedom across the Florida straights and an unlikely bond with a cousin she meets for the first time in Miami. Balloons, Directed by Marc Paneque; 30 min., Program 3 English and Spanish with subtitles Even on a beautiful day in love two people can be at odds. The film sets an imaginary state of mind somewhere between Old Havana and the Cote D'Azur. The Made In Miami screening of Balloons is dedicated to the memory of Ramon Lopez-Castelvi, who starred in Balloons, the only film he made after a successful television career. The film also stars Carmen More, Lill Estefan, Fred Workman, Bernadette Pardo and a cameo appearance by Mercedes Soler. Director Marc Paneque wrote, produced and directed the film. He is currently in script development of his first feature film. Consecuencia, Directed by Jesus "Chuchi" Rivero; 20 minutes, Program 3 Spanish language, no subtitles Stealing a classic Thunderbird isn't all it's cracked up to be. Getting caught in the action creates a situation where what started up as an easy ride turns into a lesson of a lifetime. Director Jesus'Chuchi Rivero is known for amazing cinematography by Andy Garcia, Enrique Iglesias, Luis Miguel, Thalia, Sofia Vergara, Shakira and more. Rivero teams up with award-winning producer and director of photography Norton Rodriguez in Consecuencia. Put on your seat belt and hang on to your hat! The film stars Dani Driggs, Pablo Duran, Maudclo Salgado and Carlos Valazquez. Film Documentary (in alphabetical order) Deconstructing the Myth of AIDS, directed by Gary Null, Ph.D.;120 minutes Actress Susan Serandon praised this though -provoking documentary. So have several film festivals. The film won audience awards for best documentary at the Los Angeles Intl. Independent Film &Video Festival as well as the New York Independent Festival. The film reveals more than 15 years of research. Director Gary Null's films have also won awards at the Flagstaff WoddFest, Houston WoddFest, and the Columbus Intl. Film &Video Festival. Seasoned Veteran: Journey of a Winter Soldier, directed by Michael Kirschbaum, Program 6 The journey of Scott Camil, a Vietnam War Veteran turned ant4ar activist. Being produced in cooperation with the Miami -Dade County Film Office and the City of Miami, the second annual Festival will premiere dozens of feature length and short films produced or post -produced in Miami (several more are wrapping post -production and are expected to make the Nov. 30 deadline) as well as screen documentaries, television productions and more across a broad range of 14 entry categories in English and Foreign Language content. In its second year, the Made In Miami Film & Video Festival will have a combined reach of more than 10,000 people attending the various screenings throughout the week, receptions and a special community educational outreach program being conducted through area Miami -Dade Public High Schools. More than 300 of these students will participate in an entertainment industry Mentor Day at Miami -Dade Community College's North Campus. This assembly involves 30 film and video production industry icons taking the students through a day -in -the -life of their chosen career path. We'd love for you to become involved in the Festival. The Made In Miami Film &Video Festival was created to spotlight works to the general public via film screenings of film and television projects created or post -produced in Miami; to provide an educational outreach to Miami -Dade County High School students wishing to pursue an education in film and television production; and to provide scholarship funds for students interested in pursuing post -secondary education in Miami in film and television. FILM SCREENINGS In January of 2002, Made In Miami produced 50 screenings of 39 works in independent film and television programming to a public viewing audience of more than 5,000 people. Actor Stephen Baldwin co -hosted the event, with a star studded attendance of international celebrities in film and television. The purpose of the screenings was to exhibit works in film and television produced or post -produced in Miami.
