A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE HISTORIC AND ENVIRONMENTAL PRESERVATION
BOARD FOR TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section l.The following individuals are hereby appointed as
members of the City of Miami Historic and Environmental
Preservation Board in the category as designated herein, each to
serve a term expiring June 13, 2003, or until the nominating
commissioner leaves office, whichever occurs first:

The Historic and Environmental Preservation (HEP) Board administers the environmental
and historic preservation ordinances, and serves as a quasijudicial instrument in certain areas.
Members of the HEP Board must be experienced individuals representing specific
professions related to the Board's responsibilities. Appointments must be made
from individuals who have applied.
During the Commission meeting of September 11, 2002, Commissioner Teele nominated
Ms. Renee Rolle -Dawson, but Ms. Rolle -Dawson has not applied for membership. Three
appointments are needed at this time.
Our office advertised for applications in a newspaper of general circulation, as required
by the City Code Sec. 62-187(c). Listed below are the names of persons who applied for
each category. Because Board members must be appointed in these specific positions, the
following categories for the Commissioners, based upon previous appointments, are listed

MDCPS EXPERIENCE As Supervisor or Region IV my duties include the development of projects
within the City, of Miami, Coral Gables and Key Biscayne. My responsibilities
include the supervision of five Project Managers, each managing 10-15 projects
in design or construction. Close coordination of all projects with the Region IV
Office and all school sites is critical. Specific duties also involve contract
negotiations, coordination with architects, engineers and contractors, approval of
change orders and proj= phasing/scheduling.
Additionally, i have assumed responsibilities involving the strategic planning of
special projects, acted as liaison with local goverarnental agencies, served as a
district representative with the media and community relations groups, and
provided architectural expertise for School Board members. Recently. I
negotiated an agreement with the City of Coral Gables to reduce m vrcrowding,
and permit sewer connections at key school sites. As a result, the City will drop
a pending lawsuit and not pursue ispact fee payments by the School Board to
the City.

I have been a continuous resident of the City of Miami for over eleven. (11) years. Many of your efforts to re-
invigorate the City are beginning to come to fruition including increasing our tax base by increasing
incentives to rehabilitate older downtown buildings. I would like to be part of the process. The potential
creation of a National Historic District in Miami, if done right and promoted properly, would be a tremendous
benefit to the City and its citizens. As a member of the Board, I would seek to be a positive force in its
creation and promotion as well as being a supporter of historic preservation in general.
I have a tremendous interest in historic preservation from both an economic point of view and societal point
of view. In addition to representing primarily Mia ni Beach property owners in obtaining Federal tax credits
for historic restoration, I am a volunteer tour guide for the Miami Design Preservation League and have
always loved history (my college major) and architzcturc. My firm has also provided literally hundreds of
hours at no cost to the City of Miami Beach on historic presen.-ation issues. Our representation of private
property owners applying for Federal tax credits and our representation of the City of Miami Beach in various
matters has never been a conflict, as we never appear before the City on behalf of anyone.
For example, we have extensive experience working Wth the State Historic Preservation Office and the
National Park Service in adding properties to the list of eligible buildings for Federal Tax Credits. When the
Miami Beach National Historic District was created in 1978, only structures completed in 1945 or prior were
eligible to be deemed contributory. Because of the 1945 demarcation, many buildings were arbitrarily denied
the ability to obtain approval for the 20% Federal Tax Credit for restoring historic structures. My company,
without compensation, undertook the drafting of the Amendment to the Nominabon creating the National
District to extend the period of significance to 1950. These entailed discussions, meetings and negotiations
with the State and the National Park Service, inspecting/researching 143 buildings in the District built from
1945-1950, drafting the Amendment and insuring its approval. We worked closely with the City's Historic
Preservation Staff and the City's Manager's Office in this endeavor. The result is 130 buildings are now
eligible for valuable Federal Tax Credits and the period of significance has been extended to 1950.

like to thank you for your participation in the 2002 Annual Statewide Preservation Conference
held May 16 - 19, 2002 in St. Petersburg. This was the second most successful conference in our
24 year history, and we appreciate your assistance in making this event a great success.
This year's conference included participation from 418 attendees during the four days of activities.
The sessions have become a large part of our program, and this year was no different. The
comments, emails, and faxes that we have received thus far show that the sessions were all very
well received by the participants. We heard nothing but great comments regarding the topics
discussed, content for each session, and presentation/professionalism of all the speakers. We have
sent surveys to all participants regarding the conference, and will send you the results in the
upcoming weeks.

Re: Collins Waterfront Historic District, Miami Beach
Dear Ms. Mattick:
We are pleased to advise you that the Miami Beach City Commission formally adopted t
the Collins Waterfront Historic District on January 31, 2001. Thank you for your
comments regarding the possible nomination of this historic district to the National #
Register of Historic Places. We believe the Collins Waterfront Historic District would
be an excellent candidate for the National Register, and it would be a natural extension
of the Miami Beach Architectural District located immediately to the south.
At this time, however, it is necessary for us to discuss the proposed nomination with -
the City Manager and the Planning Director before we can proceed with the proposal
application. We are currently in the process of surveying a large area located in the
northern part of the City in order to identify potential local historic districts. Although
it would be an honor to have the Collins Waterfront Historic District listed on the
National Register, it is important to devote our limited staff at this time to affording
historic preservation protection for those resources in the City which are presently not
designated. We will review our position with Gary Appel who has been extremely
helpful with historic preservation issues.

Job Captain for a 40 -story, 450 -unit mixed-use high rise on Biscayne Bay in downtown Miami. Oversaw
schematic design and design development, working with City of Miami planners to obtain a Major Use
Special Permit, which was approved by the City Commission in December 2001. The project is in the
construction document phase for the same developer as the Brickell Bay Village project (below).
• Brickell Bay Village Redesign
Job Captain for a 34 -story, 360 -unit residential high rise on Brickell Avenue. I worked with City of
Miami planners as well as neighbors at the Bristol and Atlantis, to obtain a Substantial Modification to
the original MUSP for Brickell Bay Village. The original design for Brickell Bay Village by another firm
was remanded by the Courts to the City Commission which required the owner to redesign the project
with more sensitivity to the neighbors.
• Brickell Bay Village
Job Captain for a 28 -story, 360 -unit residential high rise on Brickell Avenue. Produced construction
documents for design by another firm. Coordinated mechanical, electrical, plumbing and structural
systems with consulting engineers, as well as landscape architecture, civil engineering and interior
design with in-house staff. Personally produced approximately 85% of the construction drawings,
provided presentation color renderings and study models of the complex roof line. The job included
code research, FHA and ADA compliance, and component calculations for project take -offs.
• Four Seasons Hotel and Tower
Team member for 64 -story multi -use high-rise slated to be the tallest building in Miami. Completed
project analysis including Floor Area Ratio drawings and calculations. Coordinated drawings with New
York City -based joint venture firm, Gary Edward Handel & Associates. Worked extensively on hotel,
office and residential components of the project as well as intricate means of egress and fire stairs. The
project is currently under construction on Brickell Avenue.
Recreational Design
• Jim Fowler's Life in the Wild
Oversaw architectural component of zoological theme park in Brunswick, Georgia. Worked closely with
client to achieve circa 1800's farm design for entrance pavilion, administration building, education
center, veterinary facility, birds -of -prey flight cages, amphitheater with stage set, and retail and dining

Ms. Saave rd ra-Tra gash is the Principal -in -Charge of the interior design services provided
by STA Architectural Group. A native of Bolivia, Ms. Saavedra-Tragash combines her
comprehensive knowledge of indigenous materials with her design and technical
expertise. The result producing an eclectic expression in both classic and contemporary
form.
Ms. Saavedra-Tragash's professional career encompasses private sector projects located
within South Florida, and South America. Her designs span a broad range on commercial
and residential projects types. Each design solution is customized to the specific program,
time and budgetary constraints.

Ms. Saaved ra-Tra gash received formal training in architecture at the University of Florida.
Her terminal project focused on the architectural rehabilitation of the interiors of the
Royal Palm, a historic Art Deco hotel located in the Miami Beach Architectural District. Ms.
Saavedra-Tragash supplemented her architectural education interning at firms that
specialize in interior architecture. There she developed a sensitivity toward interior
architectural details. Many of the projects Ms. Saavedra-Tragash has been involved are
within designated historic places and strictly follow the guidelines for architectural preser-
vation of significant interior spaces.
Ms. Saavedra-Tragash is the Principal in Charge of overseeing the firm's interior projects
