RESOLUTION NO. 02-1156
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING A CONTRIBUTION, IN AN AMOUNT NOT
TO EXCEED $45,000, TO THE DRUG ABUSE
RESISTANCE EDUCATION (D.A.R.E.) PROGRAM;
ALLOCATING FUNDS FROM THE LAW ENFORCEMENT
TRUST FUND, PROJECT NUMBER 690003, AS
APPROVED BY THE CHIEF OF POLICE, IN
COMPLIANCE WITH THE UNITED STATES DEPARTMENT
OF THE TREASURY'S "GUIDE TO EQUITABLE
SHARING."
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. A contribution, in an amount not to exceed
$45,000, to the Drug Abuse Resistance Education Program
(D.A.R.E.), is authorized, with funds allocated from Law
Enforcement Trust Fund, Project Number 690003, as approved by the
Chief of Police in compliance with the United States Department
of the Treasury's "Guide to Equitable Sharing."

effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the funding of the Drug Abuse Resistance Education (D.A.R.E.) Program, and allocating funds
therefor, in an amount not to exceed $45,000.
Funding is to be provided from the Law Enforcement Trust Fund, U. S. Department of the
Treasury, Project Number 690003.
BACKGROUND
The Miami Police Department is committed to the education and development of our youth.
D.A.R.E. is a national program where police officers, who are certified as D.A.R.E. Instructors,
teach a curriculum over a seventeen (17) week period to elementary level students. The lessons
provide factual information about drugs, gangs and violence. D.A.R.E. officers teach refusal skills
through role-playing and other techniques. Officers interact with school faculty and parents while
serving as positive role models for today's youth. The D.A.R.E. program is also a good example of
community policing, using a proactive approach in stopping drug involvement before it starts.
These funds will be utilized to continue the D.A.R.E. program and reach approximately 3,000
students from kindergarten through fifth grade. Schools projected to participate in the D.A.R.E.
Program are as follow: Frances S. Tucker Elementary, Coral Way Elementary, Kinloch Park
Elementary, Frederick Douglass Elementary, Eneida Hartner Elementary, Allapattah Elementary,
Holmes Elementary and Louverture Toussaint Elementary.

The D.A.R.E. Program has been a great success in our city for many years and it would be a great
benefit to have this program continue. Through the program, the officers have become positive
role models for our youth by providing education on the consequences of drugs, gangs and
violence. The officers will provide steps on how to resist these negative influences.
