SUBJECT: Resolution Authorizing
purchase & delivery of two
(2) complete, fully heavy-duty
REFERENCES :water tank trucks
ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the bid of Rechtien International, a Dade/Non-Minority vendor, located at 7227 NW 74
Avenue, Miami, Florida 33166 for the purchase and delivery of two (2) complete, fully heavy-
duty water tank trucks for the Department of General Services Administration, to be used by the
Departments of Solid Waste and Public Works in a total amount not to exceed $199,000. Funding
is allocated from the Department of Solid Waste, Capital Improvement Project, Account Code No.
353015.329401.6.840 and from the Department of Public Works Homeland Defense Bond, Project
Number 311714, subject to the availability of funds and budgetary approval.
BACKGROUND:
The Department of General Services Administration has analyzed the bids received pursuant to Bid
No. 01-02-212. Thirteen (13) Invitations for Bid were mailed and two (2) responses were received.
The bid from Rechtien International was deemed the lowest responsive and responsible bidder,
meeting specifications.
The Department of Solid Waste has found this piece of heavy equipment to be a vital component in
the cleanup efforts of over 100 annual special events. This vehicle will be used primarily to flush
streets, in conjunction with the street sweepers, to ensure that all liquids (oils, beer, wine, etc.) are
removed from the streets.
Due to ongoing commitments with the State of Florida Department of Transportation, as well as
preservation of plants and vegetation, the Department of Public Works is also requesting to
purchase one (1) water tank truck. This truck will enable in-house forces to provide water to non-
irrigated, right-of-way landscaping.

Commissioner ENCLOSURES:
Please review the attached copy of the Coral Way reconstruction timeline. As you can
see, they are almost ready to begin planting the grass. This is one of the primary reasons
that I requested a water tank for District 4. In the meantime, we need to water the median
during the next three weeks because I believe that FDOT is unable to perform that task.
Your attention to this matter is greatly appreciated.
