RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO PROVIDE A
GRANT TO ST. JOHN INSTITUTIONAL MISSIONARY
BAPTIST CHURCH, FOR THE RENTAL OF
RECREATIONAL AMUSEMENT EQUIPMENT FOR ITS
FIRST ANNUAL "FAITH, FEAST -N -FUN FESTIVAL,"
SCHEDULED TO TAKE PLACE IN OVERTOWN AT
GIBSON PARK ON SUNDAY, OCTOBER 20, 2002,
FROM 11:00 A.M. TO 1:30 P.M., IN AN AMOUNT
NOT TO EXCEED $2,500.00, AND SUBJECT TO THE
AVAILABILITY OF FUNDS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is authorized:' to provide a
grant to St. John Institutional Missionary Baptist Church, for
the rental of recreational amusement equipment for its first
annual "Faith, Feast -N -Fun Festival," scheduled to take place in
Overtown at Gibson Park on Sunday, October 20, 2002, from 11:00
A.M. to 1:30 P.M., in an amount not to exceed $2,500.00, and
subject to the availability of funds.
1� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

immediately upon its adoption and signature of the Mayor.2l

-' If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

For 96 years, The I3istorical Saint John institutional Missionary Baptist
Church has served the Overtown community, providing opportunities for
-worship and spiritual growth, as well as psychological and social
development
Problem Statement
During our many years of service, our congregation, some whom
are also residents of Overtown, have witnessed first hazed dilemmas faced by
the Overtown community including high levels of poverty. Overtown is in a
district that has had the second highest rate of children and elderly living in.
poverty. In many instances, this poverty has been associated with low
educational achievement, health problems, crime and other conditions which
weaken our families, and the community as a whole.
Additionally, Overtown continues to be plagued with a high number of cases
of domestic violence, drug use and trafficking, and poor health care.
For youth in Overtown who are exposed to this type of environment on a
daily basis, the end result is incarceration and addiction to drugs; or
un�brtEutait; an early grave.

1) To provide Overtown residents with an opportunity to join together for
community worship and spiritual growth.
2) To present residents with an afternoon of fry, wholesome fim and
recreation.
3) To distribute nutritious and delicious nourishment.
4) To encourage a drug-free and crime -free community.
5) To promote good health and healthy lifestyles.
f) To provide an opportunity for free legal and educational consultations.
Action Plan
St. John Baptist Church will sponsor its first annual
"Faith. Feast -n -Fan Festival" in Gibson Park which is adjacent
to the church. This festival will be a celebration of our church's
annual Unity Day which will be observed on Sunday, October 27,
2002.

The "Faith, Feast -n -Fan Festival" is scheduled for Sunday, October 20,
2002, from 11 a.m. unA g p.m. Commander Bobbie Meeks of the
Neighborhood Enhancement Team Office (NET) will have the streets
blocked off on third avenue from fourteenth street to twelfffi street for added
safety. Set-up will begin at 8 a.m. on the morning of October 2&
concluding at approximately 10:30 a.m. The festival will include:
a) A Church service in Gibson Park..................(11 a.m.-12:30 p.m.)
b) Good Gospel Music..............................(12:30 p.m. — 4:30 p.m.)
c) A Delicious Dinner (a variety of dishes)...............(1:30 p.m..unt0)
