RESOLUTION NO. 02-1091.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING REIMBURSEMENT TO MS. PENNY
LAMBETH FOR UNSPECIFIED COMMUNITY SERVICES IN
AN AMOUNT NOT TO EXCEED $1,700.00, WITH FUNDS
ALLOCATED FROM YEAR END CARRY OVER FUNDS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Commission is authorized to
reimburse Ms. Penny Lambeth for unspecified community services in
the amount not to exceed $1,700.00, with funds allocated from
year end carry over funds.
Section 2. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

As advised by Commissioner Art Teele at the City Cemetery Cc.iuremorative Service, here are
the copies of the emails and the estimates for repairing my car. The City's Risk Management
Department advised that since I had no proof that both incidents happened on City property on
City business, that it out of the question. They said they were sorry but they could not honor this
claire. The estimate for repairs for both sides of the car is $1,764.80, see enclosed.
My explanation of how much time had been donated and spent working with the City and the
contributions made and secured on behalf of the City of Miami fell on deaf ears. I was very
surprised at the shabby treatment and the implication that my word was not good enough,
therefore this was not a valid request.

The last time I was at your office someone hit the side of my car in the parking lot.
The whole side of my door was bent .Then to compound matters, the other day at
the cemetery, I had to back up and turn around because of a big city truck and
mashed the other side on a very curved palm tree. My insurance is $500
deductible so wanted to check to see if city has a body shop or insurance
coverage for mishaps on city property.

MIAMI'S HISTORIC CEMETERY IS RESTORED

Miami's oldest graveyard has been reborn. A dozen new bright lights line the northern
edge of City of Miami Cemetery. A stately arched gate and an eight -foot -tall green metal
fence now surround the perimeter. And more trees -- 190 yellow Poinciana's, lignum vitaes,
cassias, chorisias and more. The 10 -acre cemetery at 1800 NE Second Ave., just east of the
old main line of Henry Flagler's railroad, is the final resting place of some of Miami's
founders and most prominent citizens Until recently, the 103 -year-old landmark also was a
resting place for the homeless, who slept in mausoleums and at times used tombstones for
toilets. Random vandalism and the near bankruptcy of Miami -- the cemetery's owner -- left
the graveyard run down. In 1996, a rash of vandalism virtually destroyed some of the graves.
Crosses were toppled, statues of angels were damaged, granite stones were smashed, and
urns were stolen. Worst hit was the cemetery's walled Jewish section, where 13 graves were
desecrated.
That action prompted a 20 -member citizens' task force, led by the Dade Heritage Trust, to
improve the lighting and fence on the property. "The cemetery needed lots of work," said
Penny Lambeth, Miami City Cemetery Task Force Committee chairwoman. "Now it lights
up like Broadway." Lambeth is credited with raising awareness of the cemetery and
obtaining over $80,000 in trees and man-hours of labor. The cemetery holds the remains of
8,959 people. Miami bought the land more than a century ago from Mary Brickell for $750.
Julia Tuttle, a driving force in getting Flagler to bring his Florida East Coast line south in
1896, rests there. The Burdine family, who founded the department store; first city Mayor
John B. Reilly; and Dr. James Jackson, whose name was given to Jackson Memorial
Hospital, also have plots.
There are also 86 Civil War veterans and 209 soldiers of the Spanish-American War,
whose graves are mostly unmarked. There are separate sections for whites, blacks, Jews and
Confederates. The first recorded burial was a 23 -year-old Englishman, investor Henry
Graham Branscombe, who died of tuberculosis July 20, 1897. At that time, a number of
Miami pioneer families moved their dead from the backyard to the graveyard. In the last two
years, one of the committee volunteers has repaired more than 60 headstones and markers.
He said there are still signs of religious rituals: dead chickens, candles and rotting fruit. But
the serious problems, the destruction and theft, are almost completely gone. Lambeth credits
the new lighting installed by the City and the fence, which was finished six weeks ago.
The task force had tremendous help from two Eagle Scout projects where they scrubbed
535 veterans' markers using dishwashing soap and toothbrushes. They painted plot location
markers throughout the cemetery, replaced water fixtures and installed six birdbaths. Trees
were planted, and all were fertilized and mulched.
A fence, which cost more than $100,000, now encloses the cemetery. The money to build
the gate came from the Department of Housing and Urban Development through a joint
effort with the City of Miami Parks Department. Other improvements were made with
private donations and in-kind services. Thousand -watt lights keep the area illuminated at
night, and police are patrolling the area more often. "We're keeping a better eye on the
cemetery," Sgt. Jose M. Rodriguez said. "The fence will be a tremendous help in keeping
vandals out." "Four years ago, we wondered, 'Can the historic cemetery be restored?' "
Lambeth said. "The answer -- yes, it can. We've done it."
