RESOLUTION NO. 02-1085
A RESOLUTION OF THE MIAMI CITY COMMISSION
DIRECTING THE CITY MANAGER TO ALLOCATE THE
BALANCE OF UNAPPROPRIATED FUNDS FROM THE
ACCOUNTS OF THE OFFICE OF DISTRICT 5 TO
RITMIKREYOL, A PARTICIPANT OF "CULTURAL
FRIDAYS/ SATURDAYS" TO BE HELD IN DISTRICT 5
THROUGHOUT FISCAL YEAR 2003, TO PRESENT A
SERIES OF EVENTS FEATURING ARTS AND CRAFTS,
POETRY READINGS, SHORT PLAYS, FOOD AND MUSIC
WITH LOCAL AND INTERNATIONAL BANDS; FURTHER
AUTHORIZING THE CITY MANAGER TO EXPEND SUCH
FUNDS TO LIQUIDATE ANY DEBT OWED TO THE CITY
OF MIAMI, MIAMI-DADE COUNTY AND ANY VENDOR OR
ARTIST THAT PROFFERRED OR PROVIDED SERVICES
TO THE 2002 ROOTS AND CULTURE FESTIVAL HELD
IN DISTRICT 5; AUTHORIZING THE CITY MANAGER
TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY FOR SAID
PURPOSE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is directed to allocate the
balance of unappropriated funds from the accounts of the Office
of District 5 to RITMIKREYOL, a participant of "Cultural

Fridays/ Saturdays" to be held in District 5 throughout Fiscal
Year 2003, to present a series of events featuring arts and
crafts, poetry readings, short plays, food and music with local
and international bands.
Section 2. The City Manager is further authorized to
expend such funds to liquidate any debt owed to the City of
Miami, Miami -Dade County, and any vendor or artist that proffered
or provided services to the 2002 Roots and Culture Festival held
in District 5.
Section 3. The City Manager is authorized!/ to execute
all necessary documents, in a form acceptable to the City
Attorney, for said purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.2/
1� The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including, but not limited to, those prescribed by the applicable
City Charter and Code Provisions.
z� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

By this memorandum, I am respectfully requesting to discuss the following resolution as a
pocket item;
A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THAT THE

ACCOUNTS BE ALLOCATED TO RITMIKREYOL (NOT-FOR-PROFIT), A
SERIES OF EVENTS FEATURING ARTS AND CRAFTS, POETRY READING,
SHORT PLAYS, FOOD AND MUSIC WITH LOCAL AND INTERNATIONAL
BANDS, PROVIDING SUCH ACTIVITIES ARE A PART OF `CULTURAL
FRIDAYS/SATURDAYS AND HELD IN DISTRICT 5 THROUGHOUT THE FISCAL
YEAR 2003; FURTHER PROVIDING THAT THESE FUNDS MAY ALSO BE
EXPENDED TO LIQUIDATE ANY DEBT OWED TO THE CITY OF MIAMI,

I am excited to announce RitmiKreyol in the heart of the City Of Miami's Little Haiti.
October 26th, 2002 will be the ldck off of RittttiKreyol monthly events which will feature
arts and crafts, poetry readings, short plays, food, music, dance plus local and
International Kreyol bands and artists. Commissioner Teele we are requesting your
assistance with this educational and cultural project.
We have began preparation to present Little Haiti's version of Viernes Culturales entitled
RitmiKreycl in your District's Little Haiti. Commissioner Teele we strongly believe with
your support with this project -plus our experienced organizational and marketing skills,
Ritmi Kreyol will be a hugh success for the City Of Miami, its Little Haiti Community and
the surrounding Communities.
Commissioner Teele, let me thank you for the wonderful job you are doing in the City Of
Miami, and specially for your efforts to promote the cultural awareness of the Citys

INTRODUCTION, MISSION AND GOALS
RitmiKreyol will be monthly events, featuring cultural events and activities, which will
take place every third Saturday from 7:OOPM to 1 I :OOPK showcasing Haitian/Kreole
arts and crafts, poetry readings, short plays, food, music, dance and performances by the
biggest.narves from Haiti&M(reyol Countries around the World. The goal of
RitmiKreyo) is to encourage other Communities to interact within Little Haiti, we want
to increase the artistic, Cultural visibility of the area showcasing HaitianiKreyol culture
and heritage. We also want to reach all tourists who visit South Florida. RitmiKreyoi
will be presented by a group 3fHaitian American.- who as-- involved in the Arts and have
displayed the Haitian culture in various forms to the South Florida Community for years.
RitmiKreyol will benefit The Haitian Awareness & Cultural Foundation Inc., a non profit
organization that has a challenging responsibility to provide educational and preservation
awareness designed to cultivate understanding, appreciation and advancement of the rich
heritage and cultural legacy of Haitians for future generations.
The HACF Inc., also benefits young people, by encouraging the importance of staying in
School to at risk youth and to use music and the arts as an outlet to keep them on the right
path away from drugs, pregnancy and illiteracy.
MARKETING OBJECTIVE
.Little Haiti, located in the City Of Miami, is home to thousands of Haitians, Haitian
Americans and other Kreyol speaking Nationalities. RitmiKreyol will spotlight the
heritage and culture of one of the City Of Miami's largest ethnic groups. Tourists aud
visitors alike will look forward to RitmiKreyal's monthly educational and cultural
activities and events.

October 26th, 2002 will be the kick off event for RitmiKreyol in the heart of Little Haiti
on 54th Street. Each of RitmiKLrtyol'S monthly events will feature arts and crafts, poetry
readings, short plays, food, music, duce plus local and International Kreyol bands and
artists.
RitmiKreyol's planning cone ttee will solicit merchants, restaurants, civic organizations,
educational institutions, as well as law enforcement and government agencies, to
participate in it's monthly events. The volunteer committee members will comprise of a
remukable coalition of advocates, working together to support community and
neighborhood development.
TARGET AUDIENCE
Families, tourists, youth, college students, senior citimns and business people.
ADVERTISING STRATEGIES
RitmiKrayol's advertising plan will consist of
' Getting a program on the CMTV - Channel 9,
* Maor promotional activity throughout the year,
* Prim ads will be placed throughout South Florida's Haitan/Kreyol and Non
HaitWV'Kreyol Communities,
* Full color promotional flyers, brochures and posters will be distributed throughout
South Florida highlighting the City Of Mural's skyline and the Little Haiti area,

Radio commercials will be focused on each monthly event performances and
activities,
Television commercials will highlight each monthly event performance and
activities as well as the City Of Nfianai and the Little Haiti area.

ABOUT THE HAITIAN AWARENESS AND CULTURAL FOUNDATION INC.
The HACF is a not for profit organization whose main goals are to provide preservation
of the Haitian Culture; 2) to cultivate understanding and appreciation of the Haitian
culture and 3) to foster the continued advancement of the rich heritage and cultural legacy
of Haitian and its people, for generations to come.

being is one of our top priorities. The HALF will provide leadership to young people by
helping the youth rea n their potential while at the same time encourage their
