A RESOLUTION OF THE MIAMI CITY COMMISSION
AMENDING RESOLUTION NO. 02-821, TO INCREASE
FUNDS IN AN AMOUNT NOT TO EXCEED $28,062.36,
FROM $58,393.90 TO $86,456.26, APPROVED FOR
THE PURCHASE OF ADDITIONAL DIVING EQUIPMENT
REQUIRED FOR THE DEPARTMENT OF FIRE -RESCUE;
ALLOCATING FUNDS FROM CAPITAL IMPROVEMENTS
PROJECT NO. 313304, ACCOUNT CODE
289401.6.850, AS FUNDED BY THE FIRE
ASSESSMENT FEE.
WHEREAS, pursuant to Resolution No. 02-821, adopted on
July 9, 2002, the City Commission approved the bids of Austin's
Diving Center, Inc., Divers Unlimited, Leisure Pro, Ltd., and
Mermaids Dive Center, pursuant to Invitation for Bids No. 01-02-
134R, for the provision diving equipment for the Department of
Fire -Rescue in a total amount not to exceed $58,393.90; and
WHEREAS, since the original purchase the Department of Fire -
Rescue has determined the need for ten (10) each of regulators,
octopus, compass modules, first stage regulators, swivels, low
pressure supply hoses and adapters, pressure/depth gauges, combat
divers dress dry suits, and latex hoods with thermal caps,

sixteen (16) stabilization jackets, four (4) buddy -phone
communication kits, and one (1) surface station; and
WHEREAS, the additional diving equipment is necessary to
replace destroyed and/or worn equipment utilized by the
department dive rescue team that consists of forty-five (45)
members and other emergency response personnel; and
WHEREAS, said contract requires an increase in the total
contract amount, in an amount not to exceed $28,062.36, from
$58,393.90 to $86,456.26; and
WHEREAS, funds for this increase are available from the
Capital Improvements Project No. 313304, Account Code
No. 289401.6.850, as funded by the Fire Assessment Fee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Resolution No. 02-821, adopted July 9, 2002,
is amended in the following particulars:"

Mermaids Dive Center, the lowest responsive and
responsible bidders pursuant to Invitation for Bids
No. 01-02-134R, dated February 20, 2002, for the
provision of diving equipment for the Department of
Fire -Rescue, in a total amount not to exceed
$58,3936 $86,456.26, is accepted, with funds
allocated from the Capital Improvements Project
No. 313304, Account Code No. 28941.6.850, as funded by
the Fire Assessment Fee.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayoral

It is respectfully recommended that the City Commission adopt the attached Resolution amending
Resolution No. 02-821, adopted July 9, 2002, to include additional diving equipment and authorizing an
increase in the total contract amount with Austin's Diving Center, Inc., a Non-Minority/Dade vendor,
located at 10525 South Dixie Highway, Miami, Florida; Divers Unlimited, a Non-Minority/Dade
vendor, located at 10191 Pines Boulevard, Pembroke Pines, Florida; Leisure Pro, Ltd., a Non-
Minority/Non-Local vendor, located at 42 West 18d' Street, New York, New York, 10011; and
Mermaids Dive Center, a Female/Dade vendor, located at 16604 N.E. 2d Avenue, North Miami Beach,
Florida, 33026, in an amount not to exceed $28,062.36, from $58,393.90 to $86,456.26, for the
Department of Fire -Rescue. Funds will be allocated from the Capital Improvements Project (CIP)
Project No. 313304, Account Code 289401.6.850, as funded by the Fire Assessment.
BACKGROUND
On July 9, 2002, the City Commission adopted Resolution No. 02-821, accepting the bids of Austin's
Diving Center, Inc., Divers Unlimited, Leisure Pro, Ltd., and Mermaids Dive Center, awarded pursuant
to Bids No. 01-02-134R, for the provision of diving equipment for the Department of Fire -Rescue, in a
total amount not to exceed $58,393.90. Subsequently, to the original bids the Department realized that
additional diving equipment were needed, such as: ten (10) each regulators, octopus, compass modules,
first stage regulators, swivels, low pressure supply hoses and adapters, pressure/depth gauges, combat
divers dress dry suits, and latex hoods with thermal caps, sixteen (16) stabilization jackets, four (4)
buddy -phone communication kits, and one (1) surface station. The additional equipment is necessary to
replace destroyed and/or worn equipment utilized by the department dive rescue team that consists of
forty-five (45) members and other emergency response personnel.
The Department of Fire -Rescue is currently operating without any spare regulators, octopus, compass
modules, first stage regulators, swivels, low pressure supply hoses and related dive equipment and the
existing equipment is ten years old and in need of replacement. Recently, the department has experienced
a rash of failures with their existing regulators and octopus currently in service. During the past ten (10)
years this equipment has been overhauled seven (7) times and is no longer reliable. This equipment is the
primary breathing system and is a vital tool used for deep -water rescue operations.

Currently, the dive team has no combat diver's dress dry suits. These suits are needed because the
majority of the department rescue dives are in contaminated water. (i.e. various canals and the Miami
River). These waterways are filled with toxins, heavy metals, which acute or cumulative exposures risks
to the life and health of our divers. The proposed suits are analogous to the encapsulated suits the
Hazardous materials team wears when working with dangerous chemicals.
In addition, stabilization jackets are needed by each diver to attain neutral and sometimes emergency
positive buoyancy. These act as the backpack for the tanks and an emergency ascent device should it is
necessary. Therefore, the requested equipment is essential to ensure the safety and well being of our
divers and citizens of the City Miami. Most importantly, the additional dive equipment would enable the
team to function at peak efficiency in emergency rescue situations.
The Department of Fire -Rescue has analyzed the bids received pursuant to Bid No. 01-01-134R. Four (4)
invitations for bid were mailed and four (4) responses were received. Bids submitted by Austin's Diving
Center, Inc., Divers Unlimited, Leisure Pro, Ltd., and Mermaids Diving Center were deemed as the
lowest responsible and responsive bids, and therefore recommended for the award and increase.
It is now necessary to include the additional diving equipment and increase the total amount of contract
with Austin's Diving Center, Inc., Divers Unlimited, Leisure Pro, Ltd., and Mermaids Diving Center in
an amount not to exceed $28,062.36, from $58,393.90 to $86,456.26.
