RESOLUTION NO. 02-1016
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE CARNAVAL INDEPENDENCIA DE
CENTRAL AMERICA Y MEXICO FESTIVAL, CONDUCTED
BY CICAMEX (THE "ORGANIZER"), TO BE HELD ON
SUNDAY, SEPTEMBER 15, 2002, BETWEEN
10:00 A.M. TO 8:00 P.M., AT NORTHWEST
7TH STREET, FROM 18TH TO 22ND AVENUES, MIAMI,
FLORIDA; AUTHORIZING THE WAIVER OF FEES AND
PERMITS PERMISSIBLE BY LAW AND THE PROVISION
OF SERVICES, IN AN AMOUNT NOT TO EXCEED
$4,200.77; AUTHORIZING THE ALLOCATION OF
FUNDS FOR SAID SERVICES, FROM THE SPECIAL
EVENTS ACCOUNT, CODE NO. 001000921054.289;
CONDITIONING SAID AUTHORIZATIONS UPON THE
ORGANIZERS: (1) OBTAINING ALL PERMITS
REQUIRED BY LAW; (2) PAYING FOR ALL OTHER
NECESSARY COSTS OF CITY SERVICES AND
APPLICABLE FEES ASSOCIATED WITH SAID EVENT;
(3) OBTAINING INSURANCE TO PROTECT THE CITY
IN THE AMOUNT AS PRESCRIBED BY THE CITY
MANAGER; (4) COMPLYING WITH ALL CONDITIONS
AND LIMITATIONS AS MAY BE PRESCRIBED BY THE
CITY MANAGER.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The waiver of fees and permits permissible by
the Code of the City of Miami, Florida, as amended, and the
provision of services, in an amount not to exceed $4,200.77, are
authorized for the Carnaval Independencia de Central America y
Mexico Festival, conducted by Ciamex (the "Organizer"), to be
held on Sunday, September 15, 2002, from 10:00 A.M. to 8:00 P.M.,

at Northwest 7th Street, from 18th to 22nd Avenues, Miami, Florida.
Section 2. The herein authorizations are conditioned
upon the Organizers: (1) obtaining all permits required by law;
(2) paying for all other necessary costs of City services and
applicable fees associated with the Festival; (3) obtaining
insurance, to protect the City in the amount as prescribed by the
City Manager; and (4) complying with all conditions and
limitations as may be prescribed by the City Manager.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

Carnival Independencia Centro America & Mexico is a dynamic festival of great value to our
City. It has brought to the City thousands of residents and visitors; they enjoy a day filled
with the culture, food and music of five Central American countries and Mexico. Since the
event is still recovering from losses it suffered after the tragedy of 9-11-01, 1 respectfully
request that the City waive Solid Waste, and Fire fees, as well as Police surcharge fees,
incurred by the September 15th, 2002 event. I appreciate your attention to this matter.

On behalf of the non-profit (501c-3) organization CICAMEX, we respectfully request your
support to our campaign against the terrible disease "dengue", which Central America is
experiencing at the present time.
This dreadful disease, which makes no distinction between young and old, is growing at an
alarming rate in all countries in Central America. It can only be slowed down and eventually
eradicated if those of us with a desire to help, lend a hand so we may send vaccinations
immediately to those areas: EI Salvador, Honduras, Guatemala, Nicaragua and Costa Rica.
Your contribution to the non-profit organization CICAMEX will guarantee a large shipment of
vaccinations to control this horrendous disease, thereby saving the lives of many Central
Americans -already victims of the "dengue" epidemic- and preventing its further spread to many
of our Central American brothers and sisters, including innocent children and helpless old people.
TOGETHER WE CAN MAKE A DIFFERENCE! CICAMEX is totally committed to
helping our people in Central America fight this relentless enemy. But without the generous help
of people like you, there is no hope for us to make any difference at all!
We ask you to be as generous as you can, but at the same time remind that every penny counts.
Whether large or small, your contribution is the answer to obtaining the vaccinations that are
needed TODAY. We urge you not to wait till tomorrow; your help is needed NOW! The
sooner the vaccinations are received in Central America, the more families that will be spared the
horror of "dengue".

CICAMEX, as a NON -Profit Organization with status of 501-C3, and VIVA MIAMI
Entertainment Group, are dedicated to organizing and presenting NON -Profit Events for the
betterment of the education of the under privileged Latin American children in our country,
the United States.
In this year 2002, VIVA MIAMI and CICAMEX once again will be holding the following
Event, Carnaval Independencia Centro America & Mexico, this coming September 15`x. To
celebrate the Independence day of five Centro American countries and Mexico. We are
counting on your generous sponsorship, which will be turned into Scholarships for the under-
privileged Latin American youngsters. These scholarships will allow our kids to reach their goal
of higher education, will provide the necessary tools for them to compete for the important,
decision-making positions in their communities, and will in general make them better members
of our society.
All our Events focus on the Cultural and Traditional activities of our Latin Community.
Thanks to companies such as Corona, Modelo, Western Union, Coca-Cola, Sara Lee,
Americatel (10-10-123), Taca Airlines, Flor de Cafta, Sprint, AT & T Wireless, Bacardi, AT &
T Broadband and CAMACOL, just to mention a few, our Latin American Children have been
able to reach their goals to further their education. We also give our thanks to the Local Media,
Telemundo -Channel 51, Univision -Channel 23, AT & T Broadband-MiaVision-Channel 13,
America TV -Channel 41, La Gran Cadena, Salsa, ZOL, El Nuevo Herald, Diario las Americas,
El Nicaraguense Newspaper, and la Prensa Centro Americana, for all their donations and help
with our projects, and most of our Events are free -to -the public.
The City of Miami and DADE County have also been major contributing forces to better
relations and community understanding of our Latin American Culture and Traditions.
Without the help and support of Mayor Alex Penelas, Councilmen Joe Sanchez, Tomas
Regalado and Mr. Bruno Barreiro, to mention a couple, these NON -Profit, free to the public
Community Events could not have taken place.
All of us at VIVA MIANII as General Directors and Organizers for CICAMEX, take this
opportunity to thank your Company in advance for all your time, help and support of the Event
Calendar Year 2002.

"CARNIVAL FACTS ''
One day FREE to all Carnival Celebration to honor the Independence day of "Centro
America & Mexico". The Communities of South Florida will be delighted and entertained
with Artist, Performers, Music Presentations, Folkloric Music & Dancers, Marching Bands,
Attractions for Children and Grown Ups attending our Festival. Handcraft, Typical Latin
Food and many other Activities related to the Latin America Heritage.
Three Great and Happy Mega Stages, two (2) on each end of the Carnival, "Presidente &
COCA-COLA" and one (1) on the middle of the Fourteen (14) block long celebration,
"TELEMUNDO-WEYSTV and MUND02 & SALSA & La Gran Cadena". Each Stage with
renown Latin American Artist and Performers. All Stages to be Sponsor by Private
Companies that want to tighten their relation with our people and say PRESENT! for our
Community.

The fifteen (15) day of September. The month which our Centro American and Mexico
gained their Independance. Celebration at NW 7a'. Street between 22"d. Avenue and 171h.

Considering the number of LATIN AMERICANS living in the City of Miami and all their
bordering cities, the celebration of the Indeaendence day of the Centro American & Mexico
is part of the on going TRADITION to these NATIONS. ALL of our CULTURES will be
JOINED rejoicing in this EVENT " CARNAVAL INDEPENDENCIA CENTRO
AMERICA & MEXICO".
ABOUT OUR ORGANIZATION & GOALS
Our ORGANIZATION is a NON-PROFIT, 501-C3, Our sole economic SUPPORT is
CONTRIBUTIONS from PRIVATE ENTERPRIZES . Fund raisings, like the CARNAVAL
INDEPENDENCIA CENTRO AMERICA & MEXICO is how our ORGANIZATION
OBTAINS FUNDS for WORTHY CAUSES as the creation of SCHOLARSHIPS for our
UNDER PRIVILEAGE CHILDREN to ENABLE them to attend COLLEGE or TRADE
SCHOOL. Another one of our GOALS is to CREATE and SUPPORT a HOME for
HOMELESS CHILDREN in our CITIES.
