A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE PARKS ADVISORY BOARD FOR TERMS AS
DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed as members of the Parks Advisory Board, each to serve a
term expiring April 13, 2003, or until the nominating Mayor or
Commissioner leaves office, whichever occurs first:

The Parks Advisory Board was created to (1) To serve in an advisory capacity to the City
Commission; (2) To provide periodic review of budget, programming, beautification, security and physical
improvements as needed for all City park and recreational facilities and other public spaces managed or
owned by the City; (3) To hold an annual public review meeting and present an annual written report to the
Mayor, Commissioners, and the City Manager at a City Commission meeting; (4) To schedule regular site
visits to parks and consult with schools and neighborhood groups to obtain input and recommendations in
order to enhance the parks to benefit all residents; (5) To seek outside funding from foundations and other
sources for park beautification, purchase or redesign of additional park land, and equipment with assistance
of City staff, (6) To oversee the creation and function of a Miami Park Trust, if so created by the City
Commission, for the purpose of receiving donations to be used for enhancement of specific park projects;
(7) To hold periodic meetings and public programs at which public participation will be encouraged; (8) To
assure that the design of parks appeal to people of both genders and all ages, with particular attention to the
needs of people of diverse class and cultural background; (9) To assure that adequate park space is
provided to the public pursuant to the City's Master Plan which may be revised to reflect greater equity to
individual residential neighborhoods rather than citywide.
Two appointments are needed at this time for members whose terms expired on April 13, 2002:
• Commissioner Sanchez has one nomination to make for seat currently held by Sallye
Jude.
• The Commission at large has one appointment to make for category of individual with
professional knowledge of local history. Two individuals have applied:
1. Dr. Gregory Bush has submitted a resume for consideration and reappointment. Dr.
Bush does not comply with the residency requirement, but may be reappointed with a
waiver of the residency requirement by a four-fifths vote of the Commission.
2. Dr. Paul S. George has submitted a resume and is a resident of the City of Miami.
There is an additional member whose term expired April 13, 2002 for a seat designated for a
student representative from the Superintendent of Schools. To date we have received no response
from the Superintendent of Schools to submit a nomination.
By copy of this memorandum, we are requesting that the Agenda Office place this issue on the
September 11, 2002 Commission agenda. This issue was deferred from the May 9, 2002 and the
June 13, 2002 Commission meetings.

this scholarship has been on Florida history with special emphasis on the history of Mismi and South

scholar) historical exhibits, focusing on Miami's first one hundred years as an incorporated entity,
tourism in South Florida, the rise of the Jewish community on Miami Saw% and the law
enforcement in Dade Cmmty. . I am editor of the journal of the HistWical Association of

The City of Miami is currently in the process of contacting individuals, organizations and institutions of
higher education in an effort to identify persons with a professional knowledge of local history who may
be interested in serving as the local historian appointee and regular voting member of the City's Parks
Advisory Board (PAB). Attached, please find a brief description of City Ordinance No. 11833 which
established the PAB. The term of service for members of the board is one year. Appointment to the board
is made by the City of Miami Commission and is scheduled for April 2002.
Should you or any individual you believe be interested'in an appointment to the PAB, we would greatly
appreciate it if the person could submit a brief resume along with an indication of the willingness to serve,

The purpose of this letter is to request that you consider providing the name of a student who would
be interested in serving as the student representative and voting member on the City's Parks Advisory
Board (PAB). Attached, please find a brief description of City Ordinance No. 11833 which established
the PAB..Service on the board is voluntary although there are attendance requirements. The terms for
board membership is one year. The student representative should come from one of the public schools
located within the City of Miami. The current student representative to the board is Mr. Wilson Louis of
Miami Edison Senior High School, as per the attached letter.
As per the Ordinance, appointment of the student board member is made by the Superintendent of Schools.
