RESOLUTION NO. 02- 974
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE ALLIED VETERANS ARMISTICE DAY
PARADE ON NOVEMBER 10, 2002, ORGANIZED BY
THE ALLIED VETERANS ASSOCIATION, INC.;
AUTHORIZING THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC;
AUTHORIZING THE WAIVER OF ALL FEES AND
PERMITS PERMISSIBLE BY LAW, INCLUDING THOSE
REQUIRED FOR THE USE OF THE PUBLIC RIGHTS-
OF-WAY; AUTHORIZING THE ALLOCATION OF FUNDS,
IN AN AMOUNT NOT TO EXCEED $5,000, FROM
ACCOUNT NO. 001000921054.6.289, ENTITLED
"SPECIAL EVENTS FESTIVAL ACCOUNT", TO DEFRAY
PARADE COSTS; CONDITIONING SAID
AUTHORIZATIONS UPON THE ORGANIZERS:
(1) OBTAINING ALL PERMITS REQUIRED BY LAW;
(2) PAYING FOR ALL OTHER NECESSARY COSTS OF
CITY SERVICES AND APPLICABLE FEES ASSOCIATED
WITH THE PARADE; (3) OBTAINING INSURANCE TO
PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED
BY THE CITY MANAGER; AND (4) COMPLYING WITH
ALL CONDITIONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY MANAGER; AND FURTHER
DIRECTING THE CITY MANAGER TO (1) INSTRUCT
THE CITY'S OFFICE OF COMMUNICATIONS TO
PROVIDE THE ORGANIZER WITH MEDIA TECHNICAL
ASSISTANCE, INCLUDING THE USE OF NET 9 TO
BROADCAST AN APPEAL TO SURVIVING WORLD WAR I
VETERANS; AND (2) FACILITATE A MEETING
BETWEEN THE ORGANIZER AND MIAMI-DADE COUNTY
COMMISSIONER BRUNO BARREIRO TO OBTAIN FUTURE
MIAMI-DADE COUNTY SPONSORSHIP FOR THE ANNUAL
EVENT.

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The closure to through vehicular traffic,
including all streets, avenues, alleys, ways and thoroughfares
which intersect said areas in Downtown Miami, Florida, at north
bound Biscayne Boulevard, between Chopin Plaza and 15th Street,
Miami, Florida, is authorized from 12 noon to 2:30 P.M. on
November 10, 2002, for the Allied Veterans Armistice Day Parade,
organized by the Allied Veterans Association, Inc.
Section 2. The waiver of all fees and permits
permissible by law, including those required for the use of the
public rights-of-way and the allocation of funds in an amount
not to exceed $5,000, from Account No. 001000921054.6.289,
entitled "Special Events Festival Account" to defray Parade
costs are authorized.
Section 3. The herein authorizations are conditioned
upon the Organizers: (1) obtaining all permits required by law;
(2) paying for all other necessary costs of City services and
applicable fees associated with the Parade; (3) obtaining
insurance, to protect the City in the amount as prescribed by
the City Manager; and (4) complying with all conditions and
limitations as may be prescribed by the City Manager.
Section 4. The City Manager is directed to (1) instruct
the Office of Communications to provide the Organizer with media
technical assistance, including the use of NET 9 to broadcast an

appeal to surviving World War I veterans; and (2) facilitate a
meeting between the Organizer and Miami -Dade County Commissioner
Bruno Barreiro to obtain future Miami -Dade County sponsorship
for the annual event.
Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

Of all military units and organizations in South Florida
Good Morning:

The Allied Veterans Association would be honored by your participation at our Third Annual
Armistice Day Parade in remembrance of all veterans who have fought for our freedom.
Our celebration will be held in Downtown Miami on Sunday, November 10, 2002. The day's
festivities will commence sharply at 11:00 AM, with a military parade on Biscayne Boulevard
starting at South East 3t" Street, and marching north to the Torch of Freedom & JFK Memorial (in
front of Bayside Market Place).
A moving ceremony will then be celebrated at the Torch of Freedom, where the French Consul
General will honor several World War II veterans who fought for the liberation of France.
Our parade will then reform and continue north on Biscayne Boulevard, to North East 17' " Terrace.
on the north end of the Omni Shopping Center.
We are looliing for color guards, bands, and marching units! We are also looking for military
vehicles and equipment, even antique cars to transport our honored veterans who can no longer
march, but stili want to participate.
It is most important than all military personnel; active, reserve, guard, auxiliary, or retired, to
torn out and stand togotlaiar with our fighting fomes daring this troubled time in our Nation's
history. If you can march with us, great! Or, you can drive a jeep, or truck, or simply stand on the
sidelines and cheer on those in the parade, tate important thing is that you stand with us, and all
those who today proudly and honorably wear the uniform of our Armed Forces.
Again, we vmuld be honored by your presence and look forward to seeing you at aur celebration.
As we are already far along in the planning for this signal event, we need to hear back from you as
soon as possible Please return the attached farm no later than 31 October 2002.

It is respectfully recommended that the City Commission approve the request to
waive permit and administrative fees, and allocate funds from the Special Events
account for the cost of City personnel services (i.e. Police, Fire, Parks) in the
amount of $5,055.00 for the Allied Veterans Association Parade.
BACKGROUND:
Mr. Reginald Colley, President, of Allied Veterans Association, has requested a
personal appearance before the City Commission on September 11, 2002. Mr.
Colley has met with City staff, including staff from the Police Department, to
discuss street closures and City services and fees related to the parade. The
organization request financial support for City services in the amount of
$5,055.00.
The Allied Veterans Association is a non -for-profit 5010 3 organization made up
of mostly Veterans who help other Veterans. The Armistice Day Parade will be
honoring our war Veterans from the past century, with special emphasis on our
W.W.I. Veterans. The parade will be held on November 11, 2002.
