RESOLUTION NO. 02— 964
A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT, SUPPORTING THE EXPANSION OF
THE STATE ENTERPRISE ZONES TO ELIGIBLE AREAS
LOCATED IN THE CITY OF MIAMI AND DIRECTING
THE CITY MANAGER TO INCLUDE A PROPOSED
EXPANSION PLAN IN THE CITY'S STATE
LEGISLATIVE AGENDA; FURTHER DIRECTING THE
CITY MANAGER TO EVALUATE THE FEASIBILITY OF
INCORPORATING CERTAIN AREAS IN THE
ENTERPRISE ZONES, AS DEPICTED ON
"EXHIBIT 1", ATTACHED AND INCORPORATED, AND
TO TAKE ALL STEPS REQUIRED TO ASSURE
PRESENTATION OF HIS FINDINGS TO THE STATE
LEGISLATURE DURING THE 2003 LEGISLATIVE
SESSION.
WHEREAS, during the 2002 legislative session, the Florida
State Legislature passed Senate Bill 1906 that authorized
amending and expanding the Enterprise Zones in the Little Haiti
community and the Miami River Corridor with a limit of four
square miles; and
WHEREAS, the City Commission supports efforts to expand the
boundary in accordance with State legislation; and
WHEREAS, the Administration will evaluate the feasibility
of incorporating other areas of the City into Enterprise Zones;

WHEREAS, the eligibility criterion for other areas to be
included in an expansion of the Enterprise Zone is that the
area's census tract or specific block groups have a poverty rate
of at least twenty percent and the areas are contiguous to the
existing boundary (see "Exhibit 111); and
WHEREAS, the additional areas will be presented during the
2003 legislative session; and
WHEREAS, this action is further implementing the directives
of Motion 02-248, passed by the City Commission on March 7,
2002, which directed that the Administration expand the
Enterprise Zone to all eligible areas within the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The expansion of the State Enterprise Zones
to eligible areas located in the City of Miami is supported and
the City Manager is directed to include a proposed expansion
plan in the City's State Legislative Agenda.
Section 3. The City Manager is directed to evaluate the
feasibility of incorporating certain areas in the Enterprise
Zones, as depicted on "Exhibit 1", attached and incorporated,
and to take all steps required to assure presentation of his

findings to the State Legislature during the 2003 Legislative
Session.
Section 4. The Resolution shall become effective
immediately upon it adoption and signature of the Mayorll

effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

This letter serves as the Miami River Commission's (MRC) "official
statement" to the City Commission, requested in City Resolution 00-
320, regarding September 11, 2002 City Commission agenda item CA -
20, which impacts the Miami River corridor.
The Miami River Commission supports the expansion of the
Enterprise Zone within the Miami River Corridor, as authorized by the
Florida Legislature during the 2002 session. The economic incentives
provided through the Enterprise Zone program stimulate economic
development within the Miami River Corridor.

It is respectfully recommended that the City Commission adopt the attached Resolution
in support for adoption of Miami -Dade County's efforts to expand the boundary lines of
the existing State Enterprise Zone to areas of Little Haiti and the Miami River Corridor
with a limit of four square miles.
BACKGROUND:
In the 2002 legislative session, the Florida State legislature passed Senate Bill 1906 that
authorized the amending and expansion of the Enterprise Zone in the Little Haiti
community and the Miami River Corridor with a limit of four square miles. The
eligibility criterion for Enterprise Zone expansion is that a census tract or specific block
groups have a poverty rate of at least twenty percent. Miami -Dade County, the
responsible jurisdiction, began the process of determining eligible areas by requesting
recommendations from the City. The City provided recommendations that expanded the
boundary 3.86 square miles and maximized the areas within the City. The City
recommendations were subsequently incorporated into the proposed boundary revisions.
The boundary revisions will be presented for adoption to the Miami -Dade County
Commission on September 24, 2002 and forwarded to the State of Florida by an October
1, 2002 deadline. By adopting the recommended areas, businesses will be able to access
the State Enterprise Zone program that offers incentives that encourage job creation.
Staff is currently evaluating the feasibility of incorporating other areas of the City into the
Enterprise Zone. These additional areas will be presented to the State at the upcoming
legislative session.
