HomeMy WebLinkAboutR-02-0961J-02-794 9/10/02 RESOLUTION NO. 0 961 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT FROM THE JAPAN WORLD EXPOSITION COMMEMORATIVE FUND SPONSORED BY THE COMMEMORATIVE ASSOCIATION FOR THE JAPAN WORLD EXPOSITION OF 1970, IN THE AMOUNT OF $154,000, FOR THE REDESIGN AND RECONSTRUCT THE ICHIMURA MIAMI -JAPAN GARDEN ON WATSON ISLAND; AUTHORIZING THE CITY MANAGER TO ACCEPT A FLORIDA RECREATIONAL DEVELOPMENT ASSISTANCE GRANT FROM THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, IN THE AMOUNT OF $200,000, FOR THE CREATION OF AN INTERPRETIVE NATURE TRAIL AT THE ICHIMURA MIAMI -JAPAN GARDEN ON WATSON ISLAND; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is authorized to accept a grant from the Japan World Exposition Commemorative Fund sponsored by the Commemorative Association for the Japan World Exposition of 1970, in the amount of $154,000, to redesign and reconstruct the Ichimura Miami -Japan Garden on Watson Island. Section 2. The City Manager is authorized to accept a Florida Recreational Development Assistance Program Grant from the Florida Department of Environmental Protection, in the amount of $200,000, for an interpretive nature trail at the Ichimura CITY COMMISSION MEETING OF 2002 02- 9 -_ 6 1 Miami -Japan Garden on Watson Island. Section 3. The City Manager is authorized -11 to execute any necessary documents, in a form acceptable to the City Attorney, for said purpose. Section 4. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Page 2 of 2 02- 961 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members of the City Commission RECOMMENDATION: CA -17 DATE: FILE: Acceptance of Grant Funding SUBJECT: for the Ichimura Miami -Japan Garden on Watson Island REFERENCES: For Commission Meeting of ENCLOSURES: September 11, 2002 It is respectfully recommended that the City Commission accept $354,000 in grant funding for the Ichimura Miami -Japan Garden on Watson Island, comprised of $154,000 from the Japan World Exposition Commemorative Fund and $200,000 from the Florida Recreational Development Assistance program (FRDAP). BACKGROUND: The City of Miami is in the process of relocating the Ichimura Miami -Japan Garden from the northeast side of Watson Island to the southeast side in order to ensure that it remains a municipal park open to the public and is not an interior section of the Parrot Jungle attraction. The sculptural elements gifted to the City by Mr. Kiyoshi Ichimura, the Ricoh Corporation and San -Ai -Kai, have been placed in storage while the new garden is being designed and prepared for landscaping. In order to reconstruct and improve the garden, funding was sought from several organizations. The Commemorative Association for the Japan World Exposition, a philanthropic organization in Osaka Japan promoting "Progress and Harmony of Mankind", awarded the City $154,000 for the garden. The State of Florida Department of Environmental Protection, Division of Recreation and Parks, awarded additional funds, in the amount of $200,000 from FRDAP, for the creation of an interpretive trail within the garden. The trail will serve as a pathway through the garden with signage explaining the significance of the various garden elements. 02- 961 To ensure that the garden is restored, maintained and programmed to an appropriate standard the City assembled a coalition for this purpose. Parrot Jungle has contributed $300,000 toward the reconstruction and will provide the ongoing resources to maintain the garden's unique horticultural environment. They have hired Mr. Lester Pancoast, landscape architect, to prepare the new garden design. The programming, educational and marketing responsibilities of the garden will be shared by the City, and the nonprofit organizations of The Friends of the Japanese Garden and Jungle Habitat. The garden is scheduled to be completed in late April 2003. FISCAL IMPACT This will have no fiscal impact on the City budget. A related item for the appropriation of these grant funds for the Japanese Garden Capital Improvement Project has been -placed on the September 11, 2002 agenda as a separate item. 02- 961
