BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The acquisition of Workforce Central,
Licenses and Support Services, in an amount not to exceed
$300,000, from Kronos, Inc., is approved, on an as -needed
contract basis, under an existing State of Florida Contract
No. 252-023-00-1, effective through April 30, 2003, subject to
further extensions by the State of Florida, for various
departments and agencies with funds allocated from the budgets
of user departments and agencies.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the purchase of WorkForce Central licenses, services and support from Kronos
Incorporated, a non-minority/non-local vendor, located at 2700 N. Military Trail, Suite 380 Boca
Raton, FI 33431, on an as needed basis contract basis, utilizing an existing State of Florida
Contract "Computer Software" No. 252-023-00-1, effective through April 30, 2003, in an amount
not to exceed $300,000; subject to further extensions thereto by the State ,of Florida. Funding
shall be allocated from various CIP accounts, the various funding sources of user departments
and agencies authorizing said purchases, as needed, subject to the availability of funds and
budgetary approval.
BACKGROUND:
The Departments of Solid Waste and General Services Administration have for several years
been utilizing an automatic time and labor management system provided by Kronos
Incorporated. This Kronos system provides excellent service whose benefits to those
departments included major cost savings and increased immunity to adverse audit findings.
This resolution shall allow the Department of Parks & Recreation to purchase a similar, industry
proven system, while the Departments of Solid Waste and General Services Administration wish
to upgrade to the features in a newer system and thereby further increasing their efficiency and
allowing for other departments to implement at a later date.
The city currently interfaces all of the Solid Waste and GSA employment hours into our
mainframe computers on a regular basis so there is little risk inherent in any new technology.
Kronos supplies a number of government facilities and the city and has had few, if any,
problems dealing with them in the past. By using Kronos we are able to retain the use of some
present equipment already in place, plus we have a knowledge base available to operate such a
system, making upgrading far more efficient than adopting a new system.
A study of the present work involved for over 700 employees to prepare time sheets,
supervisors and managers to collate, analyze and submit these, indicated that the labor hours
spent approximately $500,000 annually. The workflow affords by an automatic and remotely
accessible system could reduce this to approximately $200,000 per year. Thus, the system
requested should provide the city with sufficient cost savings to repay the original outlay within
the first year of operation and continued and substantial savings thereafter.

Kronos Parks
Executive Overview
This business plan proposes that the Steering committee support a new Kronos Time keeping system for
Parks and an upgrade to the present systems in GSA and Solid Waste (S/W). The single largest impact
on resources will be the new parks implementation. However, by taking advantage of the Kronos
professional services charges for that effort, the GSA and S/W work can be leveraged to achieve
significant cost savings. An important consideration is the future expansion opportunities afforded to other
city departments. The present proposal reduces the cost of subsequent MRC involvement by
approximately 50% and other departments (Fire, Police) even further. The project would result in complete
payback of the up front costs in the first year of use, and substantial savings subsequently.
Value Proposition
The Acquisition of the Kronos Time keeping system is seen to attend to a regulatory need as well as
satisfy an Arthur Anderson recommendation to the IT steering committee, whilst providing considerable
savings in present time keeping costs and increasing the accuracy and efficiency of three key city
operations. Sophisticated and diverse reporting directly from the Kronos system will reduce the need for
the city's mainframe to provide such reports and free up those scarce resources. The present reporting
lag (over 4 hours) in the current GSA and &W systems would be removed.
Two departments within the City of Miami already enjoy automatic time and labor management practices:
the department of Solid Waste (S/W) and General Service Administration (GSA) bought systems from the
Kronos Corporation several years back that have provided excellent service to the city. This was noted in
the "Management Letter in Accordance with the Rules of the Auditor General of the State of Florida,
September 30, 2001" (See app C). In March 2001 Arthur Anderson, in their "Development 1T Strategy
Plan" ( See app D) note that improvement opportunities include the use of automatic time keeping. To
attend to both these requirements and greatly afford their efficiency, the Department of Parks is seeking to
install a similar, industry proven system. GSA and S/W have enjoyed the benefit of such a system in the
past and now wish to increase their terminal base plus further increase their efficiency with the extra
features afforded by the new server based Workforce Central Software suite.
Definition/Scope
The department of Parks has over 500 employees, many of whom are geographically dispersed
throughout the city which exacerbates problems in time and attendance record keeping. Parks are
seeking a telephone 'phone-in system for employees to automate the process, greatly reduce mistakes
and provide for better accountability.
GSA are currently. using an o Ider m ore restricted f orm o f t he K ronos s ystem b ased o n a s land a lone
computer, to address 200 employees. Here. the main employee input is via terminals (rather then 'phone).
The system has a 4 hour time lapse in reporting so that absent employees are not detected for several
hours and then only if a supervisor makes a conscience decision to poll the system. The new system has
no lag and supervisors are notified be email immediately a "rule" is broken.
S/W follow the GSA example. By replacing present terminals they will make a cost savings against their
two dedicated telephone lines, obviate the reporting lag they presently see and benefit from real time and
distributed reporting offered by the new WorkForce Central suite.
Research/Analysis.
The city already has a number of years experience with the Kronos timekeeping system and currently
interfaces all of the Solid waste and GSA employment hours into the mainframes on a regular basis. The
Kronos Corporation supply a number of government facilities and this city has had few, if any, problems
dealing with them in the past. By using Kronos we are also able to retain the use of the present terminals
that are in place should we wish. The city has a knowledge base available to operate the system making
upgrading far more efficient then adopting a new system. GSA have offered their expertise to Parks, to
expedite this learning curve.

Financial Analysis
The Kronos Corporation have quoted equipment and services at a cost circa $200,000 for Parks, GSA
and S/W. This would be apportioned as outlined in Appendix B. Parks have most of their $133,000
budgeted but some of the services are payable at time of use (mainly staff training costs) so they may
anticipate spreading their costs into the next financial year. See App B. or details of the Kronos quotes and
ITD server requirements. An additional cost not covered here is the supply of new Drops for the GSA and
S/W terminals, however their purchase and the Drop charges will be eventually offset by the $2,000 per
year to be saved on the present dedicated phone line rentals

Opportunity costs
Presently the opportunities costs bear a direct but inverse relationship to the features, effects and benefits
to be gained as outlined elsewhere in this document. However, project delays may result in an increasing
gap between those opportunities gained and their eventual cost. Delay will cause increasing costs and
decreasing efficiencies.

The city risks further findings as outlined in the "Management Letter in Accordance with the Rules of the
Auditor General of the State of Florida, September 30, 2001" (On -File)

Implementation Considerations
Key success factors include the installation and configuration of the various servers required to support
the WorkForce Central suite of software, Teleptapne switch and T1 line implementation, Lines and drops
in appropriate locations and. personnel trained to use and support the system.
Proposed Procurement Method
The presently planned procurement process will be via the "Advantageous Bid Waiver" or "State of
Florida Approved Vendors List" Kronos Number 252-023-00-1.
Project Team
The current project team consist of Juan Pascual (Parks) Conrad Salazar (GSA) and Bob Jarvis (ITD).
Chief resources include ITD to procure install and set up operating software on the servers and telecoms
ensuring telephone lines and terminal drops have been or are currently being installed.

Risks, Mitigating and critical success factors
There may be a tendency for other departments to seek inclusion at this time thus causing a delay in the
project, effecting the capitol outlay and, or delaying approval and implementation. As the proposed system
is a commercially available product that is widely deployed and well understood no design problems are
anticipated.

Level of departmental involvement - design, development and testing
No design or development is required other then in positioning the equipment. ITD will be required to
install and configure the operating system software on the servers. GSA, S/W and Parks will be required
to train supervisors, employees and assist Kronos in the "rule" set up procedures. A suitable period to test
the system prior to use is built into the plan.
Technological Feasibility
The basic requirements of the system comprise a relational database manager, background processor
and a web server. For Parks, a telephone message processing server associated with analog to digital
(ADC) and digital to analog (DAC) converters is required along with an additional incoming telephone
switch to accommodate and roll over the 40 or so telephones based out in the parks. GSA's terminals will
require a Data Collection Manage (COMS) server.
The system works when personal use a telephone to communicate with an automated teller or interact
with the system through personal identification terminal. Information from telephones is collated through a
switch via a T1 line into analog to digital (ADC) converters situated in a Teletime server. GSA terminals
are collated through a "Corns" server. The system set up allows very versatile "rules" to be established
(who may or should work, when, and feedback on available hours and so on.) Each inquiry to the system
is processed against the rules base in a "Background" server and subsequently, "Clean" information sent
to a centralized relational database management system for further processing and storage. Differences
between the Parks and GSA operations, is possible by setting up different "Rules" groups thus the two
operations will seem isolated.
At some point in the pay cycle a Kronos CONNECT link is activated to feed appropriate information to the
city's payroll systems.
The Interface information from new software will not differ greatly in respect to the present Solid Waste
and GSA systems and no particular difficulties or additional expense are anticipated with this part of the
project.

Current Year's Observations, Recommendations and Management's Responses
2001-3 TIME RECORDING - OVERTIME
Observation
The City's GSA and Solid Waste Departments utilizes the Kronos system for tracking, recording
and monitoring employee time and attendance. The other departments within the City rely on
manually recorded, authorized and submitted Time and Attendance reports. These reports are
entered manually into the Moore Personnel/Payroll system. The system edit checks within the
Moore Personnel /Payroll system related to overtime do not'limit time entry of excessive overtime.
Current policy requires approval for time and attendance prior to submission by the responsible
departments. An exception report is utilized which indicates overtime hours that have been entered
for employees not eligible for overtime. However, this report does not encompass overtime hours in
excess of reasonable hours worked per day for all employees. In some instances it is necessary to
enter hours worked for an employee retroactively. For this purpose, daily time parameters that
could aid in identifying excessive overtime hours have not been set within the system. In addition,
there are two different screens in the Moore Personnel/Payroll system where time can be entered.
One is for mass entry of time the other for individual time entry. Predominantly, the screen for mass

validation checks, including overtime or invalid codes.
Entry of time and attendance with limited or no online parameters for detecting the submission of
excessive overtime and part -tithe hours may contribute in overpaying an employee. Although the
system does generate a report that is manually reviewed by the payroll department, this report lists
all overtime hours entered for those employees not eligible for overtime but does not indicate those
entries that appear excessive or out of the ordinary.
Recommendation
Management should consider implementing time and entry, edit and validation checks for total
hours worked including full-time, part-time and overtime for both entry screens. A single exception
report should be generated by the system based on submissions that are outside the set
parameters. The parameters should factor into account employees who work permanent positions
in addition to part-time position, as well as part-time employees who work multiple positions. This
should enable a more accurate and efficient review, and allow payroll personnel to perform other
payroll related functions.

Database Server:
The database server is the backbone component that utilizes an RDBMS (Relational Database `Management System) to
efficiently store and retrieve the data necessary for a complex application such as Kronos Workforce Central.
When sizing the database server, Kronos strongly recommends that you discuss the specifics of the Kronos recommendations for
system hardware components and configuration with your hardware and database vendors. The database configuration has many
dependencies including:
• Number of records stored in the database,
• Number of clients,
• Number of punches (time events) per day,

• SSL places an additional load on the Web Server, and may require a more complex configuration to provide acceptable
response times.
NOTE: Customers choosing a Unix platform for their web server will require a "Windows Companion Server" for report
generation and for the Event Manager. This server can run the supported version of Apache, iPlanet, and/or IIS on either
Windows NT Server 4.0 (SP6A) or Windows 2000 Server (SP 1+). The Windows Companion Server can also be used for DCM,
the Configuration PC, as well as an additional Background Processor Server or Web Server. Your Kronos Technology

Kronos supports Citrix MetraFrame and Microsoft Terminal server for Workforce Central V4 employee and manager
applications running through Microsoft Internet Explorer and for application setup and maintenance.

The following summarizes the Change Control Procedures for the Project:
1. Any request for additional products and/or services may result in an additional Sales Agreement.
2. A Change to Scope is defined as any change affecting the project scope, deliverables, budgeted time, quality or schedule.
3. An approved Change Request will be required for any Changes to Scope, as defined above.
4. Any request for a change to Project Scope originating from Customer must first be approved as a contemplated change
by the Customer Project Manager, who will then contact the Kronos Project Manager and submit a Change Request
Form for approval.

1. The existing Payroll system will remain during the life of this Project.
2. No other projects are due to be implemented at the Customer's sites that may impact the Project.
3. Customer acknowledges that the existing IS infrastructure is able to perform in a satisfactory manner, and that any
changes to the IS infrastructure during the life of the Project (including maintenance period) will not adversely impact
system performance.
4. Any assigned resources for the project will have sufficient information/skills necessary in order to perform the assigned
tasks, including network and database skills as required by the architecture of the system purchased. Additional
resources or time required to complete tasks due to lack of information/skills of assigned resources will be considered
out of project scope.
5. No customization is required to support import/export files other than the purchased Interfaces.
6. All work will be performed during normal business hours, 8am-5pm, Monday -Friday.
7. Any additional site visits required other than as necessary for the deliverables described in this Professional Services
Work Order will be billed at Kronos' billing rate, including travel.
8. All work will be performed within the time frame agreed to and defined in the Project Plan.
9. Kronos personnel working on Customer's site will have access to the facilities and Customer networks, as necessary.
When Kronos personnel are working remotely, they will have access to the Customer's PCs, servers, and network via
Kronos standard dial -in application.
10. All instructor -led Kronos Educational Services classes will be held at a Kronos facility.
11. All database maintenance, backups, etc. are Customer's responsibility.
1. Customer agrees to reimburse Kronos for all reasonable and necessary local travel incurred by Kronos in the
performance of any Services, provided that such expenses comply with Kronos' Travel and Expense Policies. Travel
will be charged for all local travel round-trip from the nearest Kronos office to Customer's facility.
2. Customer agrees to pay any travel expenses such as airfare, lodging, meals and local transportation incurred by Kronos
to deliver purchased Services in accordance with Kronos' Travel and Expense Policies. Airfare, lodging, and meals are
chargeable to Customer only when Customer agrees in advance to assume those expenses.

1. The applicable Sales Agreement and Software License shall specify the Products purchased / licensed by Customer,
and prices for the Professional Services. The Professional Services are subject to all the terms and conditions of the
Sales Agreement and Software License.
2. Customer and Kronos recognize and agree that the hours defined within this Professional Services Work Order were
estimated based upon the preliminary information provided by Customer to Kronos. In addition, these estimates have
been made based on the Customer fulfilling its obligations as defined herein. Additional hours may be required to
complete this implementation as a result of newly discovered information, Customer's delay in fulfilling its
obligations, or a change in the scope of the project. Kronos will review with Customer the number of hours purchased
by Customer and the number of hours Kronos anticipates will Ix--Pquired for the completion.of the implementation
after assessment of Customer's configuration requirements Kronos will monitor the hours used as the
implementation project progresses, and will advise Customer if more hours are required. Additional Professional
Services hours may be purchased by the Customer at the current project hourly rate if purchased during the
implementation and within one (1) year of the effective date of this Professional Services Work Order.
3. Any Professional Services and/or Educational Services hours/days purchased by Customer but not used within six (6)
months after shipment of the Software will expire. Customer may use such Professional Services and/or Educational
Services hours/days toward any Kronos Professional Services offerings (including Training), provided Customer uses
Professional Services and/or Educational Services hours/days within six (6) months after shipment of the Software.
This Professional Services Work Order shall only be valid for one (1) year.
4. If Customer must cancel a scheduled ProfessionaLServices appointment, Customer must notify the Kronos Project
Manager at least 48 hours prior to the scheduled appointment. If Customer cancels a scheduled appointment with less
than 48 hours prior notice, but prior .to the day of the appointment, Customer shall be responsible to pay Kronos a
cancellation charge equal to fifty percent (50%) of the scheduled Professional Services. If Customer cancels a
scheduled appointment on the day of the appointment, Customer shall be responsible to pay Kronos a cancellation
charge equal to one hundred percent (100%) of the scheduled Professional Services.
5. If Customer must cancel attendance at an Educational Services course, every effort will be made to reschedule the
class as soon as possible. However, there may be a waiting period before the next class is offered.
• For any public class two (2) days or less in length, attendees must cancel at least five (5) business days before
the class start date to avoid cancellation fees (equal to the cost of the course). Student substitutions can be made
at any time as long as prerequisites have been met.
• For any public class three (3) days or greater in length, attendees must cancel at least ten (10) business days
before the class start date to avoid cancellation fees (equal to the cost of the course). Student substitutions can be
made at any time as long as prerequisites have been met.
• If the customer has requested a private class for its employees on-site, attendees must cancel at least fifteen
(15) business days before the class start date to avoid cancellation fees (equal to the cost of the course). Student
substitutions can be made at any time as long as prerequisites have been met.
6. During the term of this Agreement and for a period of one year after the completion of services under this Agreement,
Customer agrees that it shall not hire, as an employee or consultant, any Kronos employee who has performed
services for Customer under this Agreement.

A. AUTHORITY - Upon affirmative action taken by the State of Florida Department of
Management Services on April 12, 2000, a contract has been executed between the State of
Florida and the designated contractors.
B. EFFECT - This contract was entered into to provide economies in the purchase of Software,
maintenance & Implementation Services by all State of Florida agencies and institutions.
Therefore, in compliance with Section 287.042, Florida Statutes, all purchases of these
commodities shall be made under the terms, prices, and conditions of this contract and with the
suppliers specified.
C. ORDERING INSTRUCTIONS - All purchase orders shall be issued in accordance with the
attached ordering instructions. Purchaser shall order at the prices indicated, exclusive of all
Federal, State and local taxes.
All contract purchase orders shall show the State Purchasing contract number, product number,
quantity, description of item, with unit prices extended and purchase order totaled. (This
requirement may be waived when purchase is made by a blanket purchase order.)
D. CONTRACTOR PERFORMANCE - Agencies shall report any vendor failure to perform
according to the requirements of this contract on Complaint to Vendor, form PUR 7017. Should
the vendor fail to correct the problem within a prescribed period of time, then form PUR 7029,
Request for Assistance, is to be filed with this office.
E. SPECIAL AND GENERAL CONDITIONS - Special and general conditions are enclosed for
your information. Any restrictions accepted from the supplier are noted on the ordering
instructions.
F. CONTRACT APPRAISAL FORM - State Contract Appraisal, form PUR 7073 should be used
to provide your input and recommendations for improvements in the contract to State Purchasing
for receipt no later than 90 days prior to the expiration date of this contract.

REASON: The Department of Information Technology has a
need to acquire workforce Central licenses, services
and support to reduce the labor hours for preparing
time sheets.
RECOMMENDATION: It is recommended that award be made to Kronos,
Inc., for the acquisition of Workforce Central
licenses, services and support, on an as needed
contract basis, awarded under existing State of
Florida Contract No. 252-023-00-1, effective
