HomeMy WebLinkAboutR-02-0955J-02-763 9/10/02 RESOLUTION NO. 02- 955 A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING THE PURCHASE AND INSTALLATION FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION ("GSA") OF A SURGE PROTECTION SYSTEM FROM OMEGA POWER SYSTEMS, INC., UNDER EXISTING SNAPS AGREEMENT NO. 2851929-3, EFFECTIVE THROUGH MAY 1, 2003, SUBJECT TO ANY EXTENSIONS BY THE STATE OF FLORIDA, AT AN AMOUNT NOT TO EXCEED $84,700 AND A CONTINGENCY RESERVE IN THE AMOUNT OF $10,000, FOR A TOTAL AMOUNT NOT TO EXCEED $94,700; ALLOCATING FUNDS FROM CAPITAL IMPROVEMENT PROJECT ACCOUNT CODE NO. 311042.429301.6.830. WHEREAS, it is necessary for the Department of General Services Administration ("GSA") to purchase and install a Surge Protection System to protect the Miami Riverside Center ("MRC") from catastrophic damage and harm to the building's electronic system; and WHEREAS, funds are available from Capital Improvement Project Account Code No. 311042.429301.6.830; and WHEREAS, the City Manager and the Director of the Department of GSA recommend the purchase and installation of a such system CITY COMMISS%ON MEETING CIE S E P 1 1 2002 Hesc-lotion No. 02- 955 from Omega Power Systems, Inc., utilizing existing SNAPS Agreement No. 2851929-3, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The purchase and installation of a surge protection system for the Department of GSA from Omega Power Systems, Inc, under SNAPS Agreement No. 2851929-3, effective through May 1, 2003, subject to any extensions by the State of Florida, at an amount not to exceed $84,700 and a contingency reserve in the amount of $10,000 for a total amount not to exceed $94,700, is approved, with funds allocated from Capital Improvement Project Account Code No. 311042.429301.6.830. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor'/ 1� If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. Funding is available from Capital Improvement Project, Account Code No. 311042.429301.6.830, in an amount not to exceed $84,700 and a contingency reserve in the amount of $10,000, for a total amount of $94,700. This purchase shall be made under an existing State Negotiated Agreement Price Schedule, SNAPS Agreement No. 2851929-3 from Omega Power Systems, Inc., a Non-Minority/Non-Local vendor located at 407 Hastings St., Boca Raton, Florida 33487. BACKGROUND The Department of General Services Administration, Miami Riverside Center Division, is not equipped with any kind of protection against surge or lightning at this time. The purchase of a new surge protection system will not only protect the MRC building from catastrophic damage, but will prevent harm into the building's electronic system. The system most required for the Miami Riverside Center is a comprehensive transient voltage surge suppression (TVSS). Several benefits of TVSS include: 1) reduction of catastrophic electrical and electronic losses; 2) increased service life of motors, batteries (UPS systems especially) and data telecommunications equipment; and 3) keeping mission critical systems up and running at a higher level of availability. This FEP program has been applied to the systems at your RIVERSIDE CENTER facility. The system most required at your facility is comprehensive transient voltage surge suppression (TVSS). This system will not only protect from catastrophic damage due to lightning, if introduced into your building's electrical system, but also the hidden, more discreet decay to sensitive electronics of all types, sometimes referred to as electronic rust. This is the more often ignored of the power anomalies. Benefits from comprehensive TVSS : 1. Reduction of catastrophic electrical and electronic losses (big hits) 2. Reduction of decaying transients. (accumulating little hits) These wear out equipment. They are especially difficult to quantify. How can a dollar figure be put on the loss of controls to an elevator, or power to a/c? What about lost time for a whole floor of employees when bulbs and ballast changeout continually disrupts their work schedule? Desktop computers that no longer run software correctly? The loss of safety services such as Fire Alarm systems and access systems, cameras for security, etc. cannot, in our opinion be quantified. 3. Increased service life of motors, batteries (GYPS systems especially), data telecommunications equipment. 4. Lower costs of maintenance or, more appropriately, increased availability of staff to perform waiting work orders. 5. Defense: Safety / Security / Access systems protection. Keeping mission critical systems up and running at a higher level of availability. Points one, two and three are most closely related to quick payback. Payback can be easily understood after the first loss of any major system. Even the nuisance of having to reset systems without any catastrophic damage can be counterproductive to the City of Miami's core mission — `distraction of function' by not being able to deliver core functions of the RIVERSIDE Center. The manufacturer shall warrant the TVSS against defects in material and workmanship for period of 10 years. B. "Acts of Nature" or similar statements typically exclude warranty claims resulting from lightning damage. Since the TVSS's shall be exposed to such threats, any product with such warranties shall not be WceQted. Only products with wan -antics that include replacement due to abnormal over -voltage, excess surge or lightning current and product aging (due to excessive transient activity) shall be accepted. PART 2 PRODUCTS: 2.0.1 GENERAL REQUIREMENTS: A. SPD shall be listed to UL 1449 Edition 2, cUL and UL 1283. B. SPD shall protect all modes. SPD shall include L -N, L -G and N -G modes of protection. C. Independent certification shall be provided proving that the TVSS meets the required 8/201is per phase single shot surge rating, without failure of any fusing, disconnects or surge module. Bypassing of any fusing/disconnects for purpose of this test is not acceptable. D. Each mode of the TVSS shall be rated to exceed the life cycle testing of ANSMEEE C62.45 by withstanding a test of at least 10,000 operations at 3kA 8/20µs without failure. E. TVSS shall be Listed for application on systems with short circuit fault currents of up to 65 kAIC. Default UL 1449 IOkAIC compliance is not acceptable. F. TVSS shall be capable of withstanding multiple temporary over -voltage per UL 1449 Ed 2 Section 36 & 37 without failure or need to reset or replace modules/fuses. G. Multiple MOVs per mode shall be used, each with individual thermal disconnect devices bonded directly to the MOV substrate for rapid and automatic disconnection of any MOV exhibiting excessive temperature. The following are not acceptable: 1. TVSS's without thermal fuses/disconnects. 2. TVSS's with shared thermal devices that disconnect more than one MOV. H. Enclosure shall: 1. These surges and transients can cause erroneous equipment operation or corruption of process controllers resulting in system failure. Uncontrolled surges and transients create danger in terms of occupational health and safety and can lead to expensive equipment repairs, considerable production downtime, loss of revenue and loss of profits. CRITEC's UTB series provides tran- sient protection for equipment from surges induced onto balanced pair signal lines and low voltage secondary power supply systems connected to industrial equipment. Industrial equipment can include such systems as prog umablo logic contmias (pbEs), supervisiory and control and data acquistion (SCADA) equipment, fire and security alarms and industrial monitoring and control equipment. The UTB uses a hybrid, three stage clamping circuit, to ensure the best possible protection to sensitive electronic equipment while maintaining a minimum of line interference and insertion losses. The primary stage consists of Gas Dis- charge Tubes (GTD) designed to shunt the bulk of the energy to ground. The second stage employs Metal Oxide Varistor (MOV) technology as a fast acting clamp to further limit the residual let -through voltage to levels typically less than 100V. The final stage of protection sets the operating voltage and ultimate let -through level of the barrier by using extremely fast acting Silicon Avalanche Diode (SAD) technology.
