HomeMy WebLinkAboutR-02-0878J-02-692 8/22/02 RESOLUTION NO. 02— 8`8 A RESOLUTION OF THE MIAMI CITY COMMISSION AMENDING RESOLUTION NO. 02-772, ADOPTED JULY 8, 2002, RELATING TO THE ALLOCATION OF $1,928,400 OF 28TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") PROGRAM FUNDS AND $960,000 OF PROGRAM INCOME IN THE CATEGORY OF PUBLIC SERVICES, BY SPECIFYING THE AGENCIES PROVIDING SAID SERVICES IN DISTRICT 2 WITH THE AVAILABLE ALLOCATION OF $462,144 FOR THE 28TH PROGRAM YEAR BEGINNING OCTOBER 1, 2002; AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH EACH OF THE AGENCIES FOR SAID PURPOSE, SUBJECT TO APPLICABLE CITY CODE PROVISIONS. WHEREAS, federal regulations require the City to provide an opportunity for citizen participation in the planning process for the Office of the U.S. Department of Housing and Urban Development ("HUD") related grant activities; and WHEREAS, a series of Public Hearings were held in each City Commission District to solicit public participation in the planning process for each District's HUD related grant activities; and CITY COAIISSION MEETING OF Pr 2 2 2002 nesolution No. 02- 878 WHEREAS, the City of Miami conducted a Request for Proposal process to solicit proposals from agencies providing public service activities to City of Miami residents; and WHEREAS, a Public Hearing was advertised and held July 8, 2002 regarding the proposed use for said grant funds; and WHEREAS, the City Commission adopted Resolution No. 02-772, at the Special City Commission Meeting of July 8, 2002, relating to the allocation of $1,928,400 of 28th Year Community Development Block Grant ("CDBG") Program funds and $960,000 of program income in the category of Public Services; and WHEREAS, specific allocations to agencies providing public services in District 2, with the available allocation of $462,144, were not identified at the July 8, 2002 Special City Commission meeting; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Page 2 of 6 02- 878 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Page 6 of 6 02- 878 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members of the City Commission RECOMMENDATION: DATE: JUL 12 2002 FILE: SUBJECT: Continuation of 281h Year CDBG Allocation for Public Services REFERENCESCity Commission Meeting ENCLOSURESJuly 25, 2002 It is respectfully recommended that the City Commission amend Resolution No. 02-772, adopted at the Special City Commission Meeting of July 8, 2002, relating to the allocation of $1,928,400 of 28th Year Community Development Block Grant (CDBG) Program funds and $960,000 of program income in the category of Public Services, by specifying the agencies providing said services in District 2 with the available allocation of $462,144 and also the $40,000 Public Services District 5 Priority Set -Aside for the 28th Program Year beginning October 1, 2002; and further authorizing the City Manager to enter agreement with said agencies for said purpose, in a form acceptable to the City Attorney, subject to applicable City Code provisions. BACKGROUND: At the July 8, 2002 Special City Commission Public Hearing discussion on Public Services, the City Commission adopted legislation allocating $1,928,400 of Community Development Block Grant (CDBG) funds available under the entitlement formula and an additional $960,000 of eligible program income in the Public Services category. Due to a combination of factors, which included a reduction of the public services cap from 25% to 15%, a distribution strategy that allocated available funds based on the HUD distribution formula by City Commission District and the $287,000 decrease in the City's CDBG grant, District 2 experienced a dramatic 47% reduction of CDBG funds available in the Public Services category. At the Public Hearing, the District 2 Commissioner indicated that sufficient time had not been provided to formulate a funding strategy to most effectively meet the public service needs with available CDBG funds in District 2. The Administration indicated that it could establish a contingency fund in the Annual Action Plan to provide public services in District 2 and that the specific activities could be identified at a future City Commission meeting. The City Commission adopted the proposed Public Services recommendation, as revised, which included a District 2 Public Service Contingency Fund in the amount of $462,144, as suggested by the Administration.. The District 2 Commissioner further indicated that he would identify specific public service activities from the available funding stream at the July 25, 2002 City Commission meeting. In addition, the District 5 City Commissioner did not identify activities to fund from the $40,000 District 5 Priority Set -Aside. 02- 878 It is recommended that the City Commission adopt the attached resolution amending Resolution No. 02-772 by specifying the agencies providing said services in District 2 with the available allocation of'$462,144 and also the $40,000 Public Services District 5 Priority Set -Aside for the 281h Program Year beginning October 1, 2002; and further authorizing the City Manager to enter agreement with said agencies for said purpose, in a form acceptable to the City Attorney, subject to applicable City Code provisions. At De Hostos we served closed to 200 meals daily to senior members of our community. This reduction will force us to make cuts in this program. The taught of having to say we cannot feed you today is getting more difficult each day. We are asking commissioner Teele, and commissioner Gonzalez to help us recapture part or all of the lost funds lost. If we are unable to recapture these funds, we will have to suspend daily feeding of all the residence of the Claude Pepper Senior Center locate at 750 NW 18'x' Terrace. A listing of those participants is attached. In district five we are facing cuts also, however they may not be as severe. We at De Hostos believe that as a community we have a responsibility to those seniors who can no longer provide for themselves due to their limited income, and have paid their dues. ,inverely er N.
