RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO EXECUTE A
SPONSORSHIP LETTER, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO BE TRANSMITTED TO THE
U.S. ARMY CORPS OF ENGINEERS ACKNOWLEDGING THE
CITY'S WILLINGNESS TO BECOME THE NON-FEDERAL
PROJECT SPONSOR FOR A FEDERAL SECTION 1135
ECOSYSTEM RESTORATION PROJECT' FOR PORTIONS OF
VIRGINIA KEY, WITH THE FEDERAL GOVERNMENT
PROVIDING FUNDS, IN THE AMOUNT OF $2,539,625,
AND THE CITY PROVIDING FUNDS, IN THE AMOUNT OF
$877,675, TO BE ALLOCATED FROM THE SAFE
NEIGHBORHOOD PARKS BOND PROGRAM SERIES 99.
WHEREAS, the ecosystem restoration of Virginia Key is in
the best interest of the residents of the City of Miami; and
WHEREAS, the U.S. Army Corps of Engineers has expressed an
interest in undertaking the project consisting primarily of the
ecosystem restoration of the Virginia Key Beach site for
creation of a historical and environmental park, and to initiate
the restoration project, the Corps requires a non-federal
sponsor; and
WHEREAS, to initiate the process toward negotiating an
agreement with the U.S. Army Corps of Engineers, the U.S. Army
Corps of Engineers requires that the non-federal sponsor, in

this case - the City, send a sponsorship letter, in a form
acceptable to the City Attorney, indicating its interest in the
project; and
WHEREAS, the total anticipated project costs will be shared
between the Federal Government and the City, by a
$2,539,625/$877,675 cost split;
WHEREAS, the City's share of the total costs is available
from the Safe Neighborhood Parks Bond Program Series 99; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized'/ to execute a
sponsorship letter, in a form acceptable to the City Attorney,
to be transmitted to the U.S. Army Corps of Engineers
acknowledging the City's willingness to become the non -Federal
project sponsor for a Federal Section 1135 Ecosystem Restoration
Project for portions of Virginia Key, with the Federal
Government providing funds, in the amount of $2,539,625, and the

City providing funds, in the amount of $877,675, to be allocated
from the Safe Neighborhood Parks Bond Program Series 99.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.2/

zi If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.
