HomeMy WebLinkAboutR-02-0866J-02-648 7/18/02 RESOLUTION NO. 02- 866 A RESOLUTION OF THE MIAMI CITY 'COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FROM THE CLOSEOUT OF 26TH YEAR CDBG CONTRACTS, IN AN AMOUNT NOT TO EXCEED $258,381, FOR THE REHABILITATION OF BUSINESSES PARTICIPATING IN THE COMMERCIAL FACADE TREATMENT PROGRAM. WHEREAS, a Commercial Facade Treatment Program (the "Program") was approved in the Fourteenth (14th) Year of the Community Development Block Grant Program; and WHEREAS, the Program is designed to promote economic revitalization in the neighborhoods of the City of Miami, and is an important part of the City`s economic development strategy; and WHEREAS, the community-based organizations administering the Program have been successful in expending most of the available funds to assist local businesses and an additional $258,381 is CITY COMMIS-Swu J U L 2 5 2Q02 i,wsoiutian Ikq. C 00, Z 7 A to needed to continue rehabilitation services through September 30, 2002; and WHEREAS, funds have been identified for this purpose from the closeout of 26th Year CDBG contracts, as identified in the attachment hereto; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Recitals and Findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of CDBG funds from the closeout of 26th year CDBG contracts, in an amount not to exceed $258,381, for the rehabilitation of businesses participating in the Program is authorized. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.!' it If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. BACKGROUND: The Commercial Facade Treatment Program, which is administered by community-based organizations funded by the City of Miami, was implemented during the 14th Year of the CDBG Program to encourage economic revitalization within blighted neighborhoods in the City of Miami. Since that time, many businesses have been improved by painting, improved signage, installation of awnings and other exterior improvements. Each business participating in the Commercial Fagade program is eligible to receive a maximum of $1,400, which represents a 70% contribution by the City of Miami for improvements up to $2,000. The business or property owner must contribute the remaining 30% match or up to $600 for improvements up to $2,000 and 100% of improvement costs exceeding the $2,000 threshold. The community-based organizations administering the program have been successful in draining the available pool to assist local businesses and additional funds are needed to complete renovation projects in the pipeline and to continue rehabilitation activities through September 30, 2002. The Administration has identified $258,381 for the proposed increase in the set aside for the construction costs of businesses participating in the Commercial Fagade Program as a result of the closeout of 26th Year CDBG contracts (see attachment to the proposed legislation). It is respectfully requested that the City Commission adopt the attached resolution allocating $258,381 of CDBG funds from the closeout of 26th Year CDBG contracts to provide construction funds to rehabilitate businesses participating in the Commercial Facade Treatment Program.
