BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The bid of OK Feed Store South, Inc., the lowest responsive and responsible bidder pursuant to Invitation for Bids No. 01-02-138, dated May 8, 2002, for the acquisition of horse feed and supplements for the Department of Police, on a contract basis for a period of one year, with the option to extend for two additional one-year periods, in an annual amount not to exceed $25,103.53, is accepted, with funds allocated from the Police General Operating Budget, Account Code No. 001000.290201.6.710. CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members of the City Commission J' RECOMMENDATION CA -2 DATE: JUL 12 2002 SUBJECT: Authorizing the Provision of Horse Feed and Supplements; Bid No. 01-02-138 REFERENCES: ENCLOSURES: FILE: It is respectfully recommended that the City Commission adopt the attached Resolution accepting the bid of OK Feed Store South, Inc., a Non-Minority/Miami-Dade County vendor, located at 22801 S.W. 177 Avenue, Miami, Florida 33170, for the provision of horse feed and supplements, for the Department of Police, for a one (1) year period with the option to extend for two (2) additional one (1) year periods, in an annual amount not to exceed $25,103.53. Funding is available from the Department of Police General Operating Budget, Account Code No. 001000.290201.6.710. BACKGROUND The Police Department is responsible for maintaining and caring for eighteen (18) police horses within the Mounted Unit. The requested feed and supplements are necessary to maintain the proper diet for the continued good health and physical condition of each horse. The Department of Police has analyzed the bids received pursuant to Bid No. 01-02-138 for the provision of horse feed and supplements. Thirteen (13) invitations for bid were mailed and one (1) response was received. OK Feed Store South, Inc., submitted the only responsible and responsive bid and is, therefore, recommended for the award. FISCAL IMPACT: NONE — BUDGETED ITEM 02- 841 1. Carter DATE : May 21, 2002 Chief Procurement Officer SUBJECT: Horse Feed & Supplements 1 £ _�_ aritza Bid No. 01-02-138 Sua� FROM: Sr. Procurement Specialist REFERENCES: ENCLOSURES: FILE: The subject bid opened May 8, 2002 and one (1) bid was received from OK Feed Store South, Inc. for the furnishing of horse feed and supplements for the Department of Police. Thirteen (13) Bid packages were mailed by this office to potential bidders. One (1) vendor responded with a "no bid" for the following reason: Griff's Western, Inc. -"Unable to meet section 2.7(Availability of Contract Statewide) of the general terms and conditions " and "unwilling to meet section 3.3 (Contract Term) of the special conditions ". In an attempt to learn of the reasons for not bidding from the remaining prospective bidders who did not respond, the Statement of No Bid, along with a cover letter encouraging them to give us a response, was sent to each of them, dated May 13, 2002. To date, only one vendor has responded, and their response is as follows: Robbies Feed & Supply, Inc. — "Item No. 1 Omolene 100 — other brands meet specifications." "Insufficient time to respond to the IFB". After informing the user department of the above statement, Ms. Terry Pagan from the Mounted Detail, gave the following response: "There are other brands; however with different ingredients/composition. Changing the balance in the dietary program, after years of consuming the same, could cause complication to the horse's health." It should also be known that Sunset Feed & Supply have declined to bid on previous bids due to section 2.13. Collusion. Current president of company is also president of OK Feed Store South, Inc. Below is a price comparison of the existing Horse Feed and Supplements Contract, and the new bids received pursuant to Bid No. 01-02-138: The above price comparison shows an 11%, overall total contract increase, between the existing City Contract and the new prices received. Feed & Supply, Inc., has been determined to be a responsive bidder, who has satisfactory provided these services to the City since 1997.
