RESOLUTION NO. 02— 803
A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), RESTATING ITS SUPPORT FOR
THE OF THE UNITED NATIONS' CONVENTION ON THE
ELIMINATION OF ALL FORMS OF DISCRIMINATION
AGAINST WOMEN AS STATED IN RESOLUTION
NO. 00-917, ADOPTED OCTOBER 26, 2000,
ATTACHED AND INCORPORATED; FURTHER, URGING
THE UNITED STATES CONGRESS TO IMMEDIATELY
RATIFY SAID CONVENTION; AND DIRECTING THE
CITY CLERK TO TRANSMIT A COPY OF THIS
RESOLUTION TO THE HEREIN DESIGNATED
OFFICIALS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The Miami City Commission's support of the
United Nations' Convention on the Elimination of all Forms of
Discrimination Against Women as stated in Resolution No. 00-917,
adopted October 26, 2000, attached and incorporated, is restated.
Section 2. The United States Congress is urged to
immediately ratify said Convention.
Section 3. The City Clerk is directed to transmit a copy
of this Resolution to President George W. Bush, Vice -President
Richard B. Cheney, Speaker the House J. Dennis Hastert, Senators
Bill Nelson and Bob Graham, all the members of the United States
House of Representatives for Miami -Dade County, and the United
States Senate Foreign Relations Committee.

URGING THE UNITED STATES CONGRESS TO
IMMEDIATELY RATIFY THE UNITED NATIONS'
CONVENTION ON THE ELIMINATION OF ALL FORMS

DIRECTING THE CITY CLERK TO TRANSMIT A COPY
OF THIS RESOLUTION TO THE OFFICIALS
DESIGNATED HEREIN.
WHEREAS, on December 18, 1979, the United Nations General
Assembly adopted the report from the Convention on the
Elimination of All Forms of Discrimination Against Women (the
"Convention"); and
WHEREAS, in 1979, the United States delegates to the United
Nations signed the Convention; and
WHEREAS, the Convention has subsequently been ratified by
139 out of 185 United Nations member countries or states; and
WHEREAS, the United States Congress has not yet ratified
the Convention; and

WHEREAS, ratification of the Convention is currently
pending before the United States Senate Foreign Relations
Committee; and
WHEREAS, pursuant to the adopting of Resolution
No. R-1607-95, the Board of Miami -Dade County Commissioner urged
the United States Congress to ratify said Convention; and
WHEREAS, the Miami Commission on the Status of Women
recognizes the importance of the adoption of the Convention for
all women to assure that all forms of discrimination against
women be eliminated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The United States Congress is urged to
immediately ratify the United Nations, Convention on the
Elimination of All Forms of Discrimination Against Women.
Section 3. The City Clerk is directed to transmit a
copy of this Resolution to the President and Vice -President of
the United States, Speaker of the House of Representatives,
United States Senators from the State of Florida, and all

Attached please find a resolution urging the United States Congress to ratify the United
Nations' Convention on the Elimination of All Forms of Discrimination Against Women
(the "Convention"). The Convention has been ratified by 139 out of 185 United Nations
member states. Additionally, Miami Dade County has adopted a resolution similar to the
one proposed.
The Miami Commission on the Status of Women recommends that the Commission
adopt said resolution. Moreover, it would be in the City's best interest to adopt said
resolution urging the United States Congress to take such action.

RIGHTS ORDINANCE, ORDINANCE NO. 98-170, WHICH
PROHIBITS DISCRIMINATION BASED ON SEXUAL
ORIENTATION IN HOUSING, CREDIT AND FINANCE,
PUBLIC ACCOMMODATIONS AND EMPLOYMENT;
AND DIRECTS THE CITY CLERK TO TRANSMIT A
COPY OF THIS RESOLUTION TO THE BOARD OF
COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY,
FLORIDA....
WHEREAS, before December 1, 1998, Chapter 11A of the Miami -Dade Cowity
Code, entitled "Discrimination," prohibited discrimination in housing, credit and
fina.nec, public accominodations and employment based on race, color, religion,
ancestry, national origin, sex, pregnancy, age, disability, marital status, or familial
status but did not prohibit discrimination on sexual orientation; and,
WHEREAS, on December 1, 1998, the Board of County Commissioner passed
Ordinance No. 98-170, the Human Rights Ordinance amending Chapter 1 IA of the
Miami -Dade County Code to prohibit discrimination in housing, credit and finance,
public accommodations, and employment based on sexual orientation; and,
WHEREAS, the Human Rights Ordinance has been in existence for more than
four years; and,
WHEREAS, in recognition of the need for goodwill and unity in our comtnun.ity,
this Commission hereby supports the Miami -Dade County Human Rights Ordinance;
