A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE ROLLOVER OF 26TH YEAR
EMERGENCY SHELTER GRANT ("ESG") FUNDS
PREVIOUSLY ALLOCATED TO THE CITY OF MIAMI
HOMELESS PROGRAM IN THE AMOUNT OF $56,421 TO
FISCAL YEAR 2001-2002; AUTHORIZING THE CITY
MANAGER TO AMEND THE EXISTING WORK PROGRAM
AND BUDGET TO REFLECT THE ROLLOVER OF FUNDS.
WHEREAS, on March 26, 1998, the U.S. Office of the
Inspector General issued an Audit Report on the City of Miami
Community Planning and Development Programs; and
WHEREAS, to improve its internal financial management and
reporting systems, particularly as pertains to the City's
federal grant programs, a process was established to close
accounts that have been completed at the end of the fiscal year
and roll over funds to the next fiscal year for activities that
have not been completed; and
WHEREAS, Ordinance No. 12084, adopted July 10, 2001,
allocated $434,560 of Emergency Shelter Grant funds to the City
of Miami Homeless Project; and

WHEREAS, it has been determined that $56,421 of the 26th
Year allocation to the City of Miami Homeless Program was not
expended by the end of the program term ending September 30,
2001; and
WHEREAS, to effectively carry out its outreach activities
to the homeless population, it is recommended that the
unexpended funds be rolled over to Fiscal Year 2001-2002;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The rollover of 26th Year Emergency Shelter
Grant ("ESG") funds previously allocated to the City of Miami
Homeless Program in the amount of $56,421 to fiscal year
2001-2002 is authorized.
Section 3. The City Manager is authorized to amend the
existing Work Program and budget to reflect the rollover of
funds.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
rolling over $56,421 of 26`h Year Emergency Shelter Grant (ESG) funds previously
approved for the City of Miami Homeless Program to Fiscal Year 2001-2002 and further
authorizing the City Manager to amend the existing Work Program and budget with said
Proj ect.
BACKGROUND:
In response to the Audit Report issued by the U.S. Office of the Inspector General and
through the City's effort to improve its internal financial management and reporting
systems, particularly as it pertains to the City's federal grant programs, the
Administration has established a process that closes accounts that have been completed at
the end of the fiscal year and rolls over funds to the next fiscal year for activities that
have not been completed.
In the closeout of Fiscal Year 2000-01 activities of the City of Miami Homeless Program,
the Administration identified $56,421 of previously approved 26th Year Emergency
Shelter Grant (ESG) funds that were not expended by the September 30, 2001 closeout
date. To ensure that this project is able to effectively carryout its outreach activities to
the homeless population, it is recommended that the unexpended funds be rolled over to
the current FY'2001-2002.
The rollover funds will be used to cover operational costs of the City of Miami Homeless
Program, including the installation of a new communications system to improve the
organization's service delivery system.
Funds provided for this purpose will come previously approved Emergency Shelter
Grant funds allocated to the project during the 26th Year (FY'2000-01) and there is
no budgetary impact on the General Fund.

It is recommended that the City Commission adopt the proposed Resolution that rolls
over the $56,421 of ESG funds previously allocated to the City of Miami Homeless
Program and further authorizes the City Manager to amend the existing Work Program
and budget for the project.

Funding recommendations for the City of Miami Community Development Block Grant (CDBG), Housing
Opportunities for Persons With AIDS (HOPWA), HOME and the Emergency Shelter Grant (ESG)
Programs will be considered and approved.
Pursuant to the Department of Housing and Urban Development 24 CFR Part 91, et al, it is required that
the City of Miami submit its Annual 2002-03 Action Plan to the U.S. Department of Housing and Urban
Development (HUD).
The City of Miami has completed a series of Public Hearings in each City Commission District to solicit
community input and participation in the development of the proposed Annual Action Plan. The final
Public Hearing to discuss and approve funding recommendations for FY'2002-2003 activities for the
aforementioned HUD grant programs and other Community Development issues will be held:

10. Discussion and proposed resolution authorizing the City Manager to submit the proposed Fiscal
Year 2002-2003 Annual Action Plan to the U.S. Department of Housing and Urban Development

(HLJD) for the use of funds received by the City to implement the Community Development Block
Grant (CDBG) Program, Housing Opportunities for Persons With AIDS (HOPWA) Program,
HOME Investment Partnership Program (HOME) and the Emergency Shelter Grant (ESG)
Program; and further authorizing the City Manager to execute individual grant agreements with
the U.S. Department of Housing and Urban Development, in a form acceptable to the City
Attorney.
11. Discussion and proposed resolution allocating $425,000 of Housing Opportunities for Persons
With AIDS (HOPWA) Program funds to purchase the property located at 7104, 7126, 7160 NW
14 Place, also known as the Sugar Hill Project, from the Economic Opportunity Family Health
Center, Inc.; to establish a transitional housing facility for the impacted population.
12. Discussion and proposed resolution rolling over $56,421 of 2641 Year Emergency Shelter Grant
(ESG) funds previously approved for the City of Miami Homeless Program to Fiscal Year 2001-
2002.
13. Discussion and proposed resolution increasing the existing allocation to Spanish American Basic
Education Rehabilitation, Inc. (SABER) by $228,410 and Douglas Gardens Community Mental
Health Center of Miami Beach by $304,000 to provide long term housing assistance previously
provided by the Miami -Dade Housing Agency and further allocating an additional $50,000 of
HOPWA funds to Sharpton, Brunson and Company to conduct a financial and performance audit
to closeout Miami Dade County Housing Agency and Miami — Dade Office of Community
Services HOPWA contracts.
Interested individuals are encouraged to attend the above Public Hearing. The Hearing site is accessible to
the handicapped.
Following the Public Hearing, the public review and comment period will run from July 9, 2002 through
August 10, 2002. The City of Miami invites all interested parties to communicate their comments
regarding the proposed Action Plan in writing to:
