HomeMy WebLinkAboutR-02-0778J-02-626 7/8/02 RESOLUTION NO. 02— 778 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR GRANT FUNDING AND THE PROPOSED FISCAL YEAR 2002-2003 ANNUAL ACTION PLAN TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD"), FOR THE PROPOSED USE OF FUNDS TO IMPLEMENT THE COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG"), HOME INVESTMENT PARTNERSHIPS ("HOME"), HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") AND THE EMERGENCY SHELTER GRANT ("ESG") PROGRAMS; AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT WHEN AWARDED AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT THE GRANT. WHEREAS, the City must submit its Annual Action Plan to the U.S. Department of Housing and Urban Development for its proposed use of funds received by the City to implement the Community Development Block Grant ("CDBG"), HOME Investment Partnerships ("HOME"), Housing Opportunities for Persons With AIDS ("HOPWA") and the Emergency Shelter Grant ("ESG") Programs. CITY COMUSSICN IFIEETTNG OF J U L 0 c 2002 Resolution No. 02-- 778 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to submit an application for grant funding and the proposed Fiscal Year 2002-2003 Annual Action Plan to the U.S. Department of Housing and Urban Development ("HUD") for the proposed use of funds to implement the Community Development Block Grant ("CDBG"), HOME Investment Partnerships ("HOME"), Housing Opportunities for Persons with AIDS ("HOPWA") and the Emergency Shelter Grant ("ESG") Programs. Section 3. The City Manager is authorized:1 to accept the grant when awarded and to execute the necessary documents, in a form acceptable to the City Attorney, to accept the grant. 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Page 2 of 3 02- 778 Section 4. Gi enez City Manag RECOMMENDATION: DATE: 10 J'JL - 1 2002 FILE: SUBJECT: 28th Year Community HUD Grant Programs Action Plan Submittal REFERENCES: Special City Commission Meeting ENCLOSURES: July 8, 2002 It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to submit the proposed Fiscal Year 2002-2003 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) for the use of funds received by the City to implement the Community Development Block Grant (CDBG) Program, Housing Opportunities for Persons With AIDS (HOPWA) Program, HOME Investment Partnership Program (HOME) and the Emergency Shelter Grant (ESG) Program; and further authorizing the City Manager to execute individual grant agreements with the U.S. Department of Housing and Urban Development, in a form acceptable to the City Attorney, subject to applicable City Code provisions. BACKGROUND: In accordance with federal regulations, each entitlement community must submit its Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) within forty-five days of the new contract year, which for the City of Miami, begins October 1, 2002. The Action Plan is basically the application that includes the projects approved by the City Commission at the CDBG Public Hearing for the 28th Year under each of the four (4) HUD grant programs. Following the Public Hearing, the proposed Annual Action Plan will be available for review and public comment for a thirty (30) day period prior to submission to HUD by the August 16, 2002 deadline. The proposed Resolution pertains to the submission of the Annual Action Plan and will not have a budgetary impact on the General Fund. It is recommended that the City Commission adopt the attached Resolution that authorizes the City Manager to submit the proposed Fiscal Year 2002-2003 Annual Action Plan to HUD for the use of funds received by the City to implement the CDBG, HOME, HOPWA and ESG Programs. Pursuant to the Department of Housing and Urban Development 24 CFR Part 91, et al, it is required that the City of Miami submit its Annual 2002-03 Action Plan to the U.S. Department of Housing and Urban Development (HUD). The City of Miami has completed a series of Public Hearings in each City Commission District to solicit community input and participation in the development of the proposed Annual Action Plan. The final Public Hearing to discuss and approve funding recommendations for FY'2002-2003 activities for the aforementioned HUD grant programs and other Community Development issues will be held: Monday, July 8, 2002 at 2:00 P.M. Discussion and proposed resolution allocating $425,000 of Housing Opportunities for Persons With AIDS (HOPWA) Program funds to purchase the property located at 7104, 7126, 7160 NW 14 Place, also known as the Sugar Hill Project, from the Economic Opportunity Family Health Center, Inc.; to establish a transitional housing facility for the impacted population. 12. Discussion and proposed resolution rolling over $56,421 of 26t' Year Emergency Shelter Grant (ESG) funds previously approved for the City of Miami Homeless Program to Fiscal Year 2001- 2002. 13. Discussion and proposed resolution increasing the existing allocation to Spanish American Basic Education Rehabilitation, Inc. (SABER) by $228,410 and Douglas Gardens Community Mental Health Center of Miami Beach by $304,000 to provide long term housing assistance previously provided by the Miami -Dade Housing Agency and further allocating an additional $50,000 of HOPWA funds to Sharpton, Brunson and Company to conduct a financial and performance audit to closeout Miami Dade County Housing Agency and Miami — Dade Office of Community Services HOPWA contracts. Interested individuals are encouraged to attend the above Public Hearing. The Hearing site is accessible to the handicapped. Following the Public Hearing, the public review and comment period will run from July 9, 2002 through August 10, 2002.
